Only to the extent that it is considered useful for international commerce.

Less than 1% of Valks speak French as a first language. However, approximately 20% of Valks possess fluency in French as a second-language.

How popular is French as a learned foreign language?
Moderately popular. However, Valks are a utilitarian people and tend to prefer languages that are more widely used in international commerce, science and within the Valk sphere of influence. Hence French takes a backseat to English and Spanish, the later being common in Valk colonies in the former Spanish Empire.
