The UTC stands for corporate capitalism in its purest form. There are five great Corporations that together own more than 90% of all property within the State. Each of the corporations are made up of thousands of companies of various sizes and various sorts, ranging from simple mining companies to powerful police companies. There is no single, unified government as such, each corporation rules its territories like their own kingdom with little or nor interference from the other corporations. Competition, efficiency and market share is more important to the corporations than accumulation of wealth (although the latter is often a happy by-product of the former). Business for the good of the individual rather than the good of the many is something totally alien to the Conglomerate. In higher matters, such as in foreign policy towards the other empires, the Board of Directors, which consists of the CEOs of the six major corporations, has the highest authority. The Board of Directors also makes sure that the social infrastructure of the Conglomerate remains intact and settles all major quarrels between the corporations.

The Corporate heads of each individual company serve on the Board of Directors of the UTC as a whole (or may select others to do so). The Board of Directors then selects a Chairman amongst itself, who then becomes the De Facto leader of the UTC as a whole, although he cannot directly exercise authority on companies outside of his own respective range of ownership. Commonly, Chairmen have exercised power by working with Board Members to encourage joint initiatives, resolve disputes, and in rare cases take administrative action against a member of the UTC.
The Judicial Arm of the UTC takes place in the form of inter-company tribunals and committees that are created only when a need arises. Otherwise, each respective megacompany within the five are permitted to act as they pretty much however they wish. Member-states are required to contribute 25% of their military capacity to the UTC Defense Force (UTCDF), as well as 18% of their annual income to the UTC pool.
