Each policeman is armed with a pistol (handgun) which he or she usually also carries while off-duty. Also, each patrol car must have at least one long-arm (i.e. rifle). Police volunteers are usually armed with an M1 Carbine, which they return to the police's armory after they finish their duty (they do not take the rifle home, but may sign one out for escorting field trips, etc.). Volunteers who have a gun license may use their own personal handgun as personal defense weapon for their police duty, under the condition that the gun and ammunition type is authorized by the police (9 mm). Common pistols owned and carried by volunteers include Glock and CZ-75 designs.Heavy armaments such as assault rifles, sniper rifles and non-lethal weapons are assigned according to activity and not on personal basis. Border Guard policemen, however, carry an M16 or M4 assault rifle as a standard personal weapon and can carry it home while off-duty (like regular infantry in the Israel Defense Forces).

Our police are military police, and they carry M16A4 automatic rifles, Benelli M4 shotguns, and Taurus Judge revolvers ( dual-chambered for .410 bore shells/.454 Casull cartridges). They also carry radios, pepper spray, tasers, and handcuffs. They drive high-performance sports cars and Hummer H2s.

Organization

The National Police is Mallaska's primary means of national law enforcement. The National Police is a national branch until the directive of the Department of Security (Department of Defense), and is uniform throughout all Mallaskan Provinces. The National Police is further organized into central Provincial Constabularies, and City Municipal Stations.

Additionally, law enforcement of Mallaskan is supplemented by Fencibles, whom are members of the Provincial or Town Militia. The Militias are tasked with assisting in law enforcement when required, and assisting in ongoing police operations and rural patrols.

Equipment

The typical police Constable is equipped with a myriad of equipment, most akin to the equipment of the typical American police officer, plus some.

Patrol Constable equipment:
    - x2 pairs of Handcuffs (Can be substituted or supplemented with Zipties or other restraints)
    - Baton (Typically of the retractable configuration)
    - x26 Personal Taser
    - Chemical Spray (Typically Mace)
    - Gloves
    - GPS/Personal locator (Can be the officer's personal mobile phone if it is of an approved type)
    - Personal radio
    - Personal torch (Also doubles as a second baton)
    - Body camera (To be issued effective January 2015 on all officers, currently only on those in large cities)
    - Carrier vest (Usually kept in vehicle and used for armed responses)
    - PASGT Helmet (Typically kept in their vehicle, to be used in armed responses)
    - SIG P226 or P229 Handgun in 9x19mm
    - Sig 550 Patrol Rifle (Typically in a weapons rack within the patrol vehicle), can also be substituted for an approved weapon of the Constable's choice (Shotgun, UMP9, FN FAL, etc.)
    - Assorted batteries and backup equipment
    - Additional ammunition for applicable weapons

Duty Ranks: (Highest to lowest)
    - Marshal of the Police
    - Provincial Marshal of the Constabulary
    - Municipal Marshal
    - Chief Constable/Captain (Alternating)
    - Lieutenant of the Constabulary
    - Sergeant
    - Constable
    - Cadet (Trainee)

Specialty Ranks: (No order)
    - Clergyman (Desk-bound title)
    - Warden (Correctional Branch)
    - Chief Warden (Highest, Correctional Branch)
    - Inspector (Investigations)
    - Internal Investigations Officer
    - Warrant Constable (Serves Warrants, also tasked with bailiff duties in court)
    - Ranger (Ranger's Detachment)
    - Chief Ranger (Ranger Detachment)
    - Customs Officer (Customs department)
    - Chief Customs Officer
    - Academy Instructor

Ground Vehicles:

The National Police has a notably diverse motor fleet of various vehicles, mostly attributed to the high degree of choice given to Constables regarding what vehicle they prefer in many cases, as well as the fact that a Constable can keep his/her patrol car as long as it complies to equipment code and functions. Constables are responsible for keeping their vehicle, with maintenance and fuel paid for by the local Constabulary. Personal cars may also be placed to Police standard, but the owner is responsible for its maintenance, not the Constabulary. Certain departments, such as the Rangers, have little choice in vehicle, and typically field the Land Rover Defender for its offroad patrols.

Due to Mallaska only enforcing speed limits in suburban zones, most patrol vehicles are clustered in areas in which pedestrians are present in order to enforce road law in the suburbs. It has been known for police to legally race with other motorists on empty highways, as street racing seems to be a national sport in Mallaska (And is totally legal). The National Police even maintains a racing team enrolled in the Mallaskan Touring Car League, the Mallaskan All-Stock League, and volunteers safety cars for all race events.

The Mallaskan motorcade also maintains a large diverse fleet of various unmarked cars (Typically seized vehicles), buses, vans, and assorted vehicles.

The Federative Commonwealth of Ashyaria maintains a police force of roughly 115,000 officers throughout the country. This police force is known as the Ashyarian National Police Service, or the ANPS in short.

The ANPS has a structure similar to the RCMP in real life. ANPS officers are equipped with a side arm, along with ammunition, pepper spray, a flashlight, a knife, a baton, a radio capable of being on idle for several days, and a full day of constant usage, a pair of handcuffs, gloves, and a small, basic first aid kit. Most, if not all ANPS officers posses a smartphone equipped with an application that can only be obtained via a secure link, which grants them access to a police database. This application must only be used while on duty. All members wear a bulletproof vest.

The primary vehicle for the ANPS is the Ford Crown Victoria Police Interceptor, which has a livery based on the national colours. ALL ANPS vehicles have bright orange warning lights mounted in the rear of the vehicle, a feature unique to the ANPS.

Postby Kabalina » Tue Nov 18, 2014 9:00 pm

Kabalina's law enforcement is divided into three tiers: Federal, State, and Local. Beware: The following info is rough, poorly organized. Sorry.

Image

Federal Police Forces
-Public Security Group: Large federal law enforcement, investigative, and internal intelligence agency with a wide range of jurisdiction, including investigation of designated federal crimes, coordination between all the nation’s police forces, and assisting the NSS with its duties. Agents are plain-clothes, usually spotted wearing business suits. Concealable bodyarmor may be worn, though it is usually foregone. All agents are issued a Heckler & Koch P30 9mm pistol, three magazines, and a pair of handcuffs; heavier weaponry and substantial bodyarmor are readily available in event they are needed.
-National Security Service: Locates and apprehends criminals guilty of violent terrorism, treason, sedition, espionage, or sabotage. In order to protect civil liberties, this branch is highly regulated and rarely makes arrests due to its specialized nature. Most often, the NSS recruits experienced agents from the PSG, and it is not uncommon for NSS positions to be part-time, given the limited nature of investigations and restrictions placed on the group’s activities.
-Federal Police Service: Standard uniformed police forces at the federal level. Primarily responsible for policing the two city-states, as they have no state or local law enforcement groups, but also operates in certain specially designated areas. Uniforms and equipment of both the federal and state police forces are largely standardized; uniforms consist simply of black dress pants, a button-up white dress shirt, thick black leather belt, and a black clip-on tie. All federal officers are mandated to wear a plate carrier bodyarmor vest with “FEDERAL POLICE/BUNDESPOLIZEI” clearly visible on the front and back. At this time, officers at federal and state levels are issued AR-platform rifles with various electronic sights, CZ P01 9mm sidearms, and multiple magazines for both weapons. Both firearms must be kept on their person AT ALL TIMES, and as such, seeing a uniformed police officer without a rifle is a very rare occurrence. In addition to firearms, police are also issued radios, x2 handcuffs, expandable batons, mace spray, an LED torch, gloves for handling evidence, and an X26 Taser. Despite relatively low crime rates, Kabalina’s extremely lax gun laws entail that violent crime is likely to involve firearms, and powerful firearms at that, thus the rather aggressive police load-out. All uniformed police are also issued body cameras.
-Federal Roadways Patrol: Responsible for patrolling roadways that come under federal jurisdiction, namely those in the two city-states and designated “vital” roadways. Patrol forces wear the same uniforms as their standard police counterparts, though they usually wear a brightly colored orange safety vest to make their presence more visible to incoming drivers during stops. Recently, Federal Patrol officers have begun receiving fancy new BMW vehicles, much to their delight. Federal guidelines mandate how all federal and state patrol vehicles must be marked, and federal vehicles are marked with the same identification as police bodyarmor vests.
-Federal Detective Division: Group formed from promoted members of the Federal Police Services or Roadways Patrol. This group investigates crimes ranging from theft to murder, but only within the two city-states and specially designated areas. Detectives are plain-clothes officers, and no dress code exists beyond stating that detectives should attempt to appear professional unless doing so impairs their investigative pursuits. All detectives are issued CZ P01s.
-Tactical Application Group: Elite federal reaction force deployed when conventional authorities are incapable of handling a threat. Special circumstances for deployment include riot control, hostage situations, and high-risk raids. TAG operates only within the city-states and specially designated areas.
-Politika Sicherheit (Political Security): Special component of the military; provides security for vital government buildings, personnel, and embassies. Naturally, they are heavily armed, and given the latest in gear and technology.

State Police Forces
-State Police: The most numerous and visible police presence in the country. Each state has its own police force, responsible for typical law enforcement functions. State police uniforms and equipment are nearly identical to their federal counterparts. State plate carriers read “*NAME OF STATE* POLICE/*POLICE in the state’s dominate language*” (for example, Swedish-speaking Helmö’s “HELMÖ POLICE/POLIS”). Each state police force also has its own specific colour of clip-on tie. Limited exceptions to equipment standardization exist with larger and/or “poorer” departments, where older weaponry may be issued (such as older AR-platform rifles. The police forces of Helmö and Tydelig, for example, regularly issue somewhat older CZ 75 D 9mm pistols when supplies of the newer P01 are insufficient. Tasers may not be issued if budget or supplies are insufficient. Rank structure differs depending on the state.
-State Roadways Patrol: Responsible for patrolling state-controlled roadways. Each state has its own patrol force. Patrol forces wear the same uniforms as their standard police counterparts, though they usually wear a brightly colored green safety vest to make their presence more visible to incoming drivers during stops. Vehicles differ from state to state, but must all be marked in a similar fashion to the state police bodyarmor vests (“*NAME OF STATE* POLICE/*POLICE in the state’s dominate language*”).
-State Investigators: Investigate crimes that have been committed, ranging from theft to murder. Each state has its own investigators, usually promoted from within the ranks of that state’s police or patrol forces. Most investigators are plain-clothes, with the various states mandating different dress codes. Sidearms are typically the same as standard officers, namely CZ P01s or 75 Ds.
-Special Response Force: Heavily armed and well-equipped reaction force deployed when conventional police are incapable of handling a threat. Special circumstances for deployment include riot control, hostage situations, and high-risk raids. Each state has its own SRF groups, though they are rarely called out.

Local Police Forces
-Local Police: A great many small “cities,” towns, and villages possess their own police forces, with widely varied equipment, uniforms, vehicles, and weaponry. Kabalina’s extremely lax firearms laws mean that these local forces are generally well-equipped and heavily armed (an armed and trained civilian militia is a crucial part of Kabalina’s military defence). Usually local police forces are small, consisting of fewer than five individuals, and they may be part-time or volunteer-staffed. None possess investigative or specialized capabilities, as such tasks are allocated to state or federal authorities. Federal academies exist for the purpose of providing low-cost training to small local departments, and are a popular option.

Police ranks (lowest to highest)

Constable
Sergeant-commands 10 police officers
Inspector-commands a police station with 20-40 police officers
Chief Inspector-commands 200 police officers-is also in charge of most murder investigations
Superintendent-Commands 1000 police officers-in charge of the murder investigations where rich or famous people are murdered
Chief Superintendent-In charge of a major city's entire police force
Chief Constable-in charge of all the police.

Police weapons-batons, tasers, revolvers, (in emergencies they also have access to riot shields/armor/helmets and riot sticks, and AK 47s.

Police can often be brutal towards those who are black and/or poor, or those who have done nasty crimes and/or resisted arrest, but there must be no wounds visible on people taken to trial unless there was no other way of arresting them. People being questioned must have a lawyer present if they face capital charges or charges that can get them 25 years or more in prison, otherwise they only have a right to a lawyer if that can afford him/her.

Police work in Heraklea is generally handled by the Provost Corps. Local Provost commands typically contain a Patrol Department, Criminal Investigation Department and Tactical Response Department. A Patrol Department typically provides patrolling provosts and emergency responders, and will often be called upon to assist in apprehending a suspect. Criminal Investigation Departments provide investigators, crime scene technicians, laboratory technicians, interrogators and other personnel who support investigations of wrong doing. Tactical Response Departments are specialists in the use of weapons and tactics not normally employed by patrolling provosts, including breach teams, hostage negotiators and bomb defusing squads.

Local commands typically cover either a small portion of a city, a township and surrounding lands or other region that is not organized but is populated. These commands are organized into higher bodies that cover entire cities or regions, which are further organized into planet wide, then system wide and finally the entire Provost Corps itself. The higher bodies will typically contain their own Criminal Investigation and Tactical Response Departments, though above city and region wide organizations Tactical Response Departments are more focused on oversight and training to subordinate organizations.

Also within the Provost Corps is the Judge Advocate General Corps, which provides legal experts including criminal prosecutors, defense advocates and judicial officers for courts martial. Additionally there is the Penal Detention Service, which provide the security and management staff for penal labor camps and jails as well as prisoner transfer security.

The Department of Law Enforcement is a civilian agency that is open to all citizens 18 years and above. We have very strict guidelines in place that limit how powerful this agency can be, especially outlined in the Bill of Rights.

The President of the Citizenry is the head of the police force, and the chain of command is as follows:

The President -------> The Secretary of Law Enforcement (also known as the Head Sheriff) --------> Local Sheriffs.

Each district has its own police head and structure. Police officers are generally armed with only tasers, are limited in their powers, and have to abide to very strict guidelines in their duties. The right to privacy and habeas corpus are firmly protected by the constitution. However, the public has a very good relationship with the law enforcement. They are viewed as honest, trustworthy, and honorable. Lalakians have a long tradition of respecting the law and maintaining order.

In the Allied States of Kampeki, the police force is the パーフェクト警察 (Pāfekuto keisatsu), or Perfect Police. They wield tasers, batons and sometimes gas grenades. Not lethal ones, just things like tear gas, laughing gas and sleep gas.

In Kampeki, a police member can elect to join the army as well. They require less training. The police and army often work together to catch criminals, especially the many oceanic pirates that show up to plague trade routes.

The Britinthia police force is known as the 'Police Service of Britinthia' or 'Police Britinthia' for short. It is a largely unarmed service, which reflects the nature of policing in Britinthia.

The service is split into 7 command areas, Northern, Central, Eastern, Western, Southern, Highland and Metropolitan. Each of which oversees a roughly equal geographical area. The exception being the Metropolitan Command Area, which is only responsible for the capital city.
Each command area has one division per 1 million persons within the area. As such some areas can operate as many as 14 divisions, with others having only 4.

Police officers of the service come in three flavours. Regular, Special and Community. The regulars are full time, professional Police. The specials are part time volunteer police, although are still held to the same standards of professional conduct. Special officers are use all the same uniform and equipment as regulars. Community officers are not sworn in officers. Instead they are uniformed civillians with no special powers of arrest. Instead they may detain suspects until an officer arrives. Additionally they are reactive in theur duties, responding to incidents as they happen, rather than proactively preventing crime from happening. Community officers are usually deployed instead of regular officers in areas of low crime.

As Britinthian police are rarely armed, specialist armed response officers are present on a divisional level. These officers are armed with 9mm pistols in addition to their tasers. Armed response also has the option of using 9mm sub machine guns on an operational basis.
Counter-terrorism units are available on an area level. These units have access to military grade small arms and body armour.
I set out to create a nation based on few laws, and common sense. Then I realised people are half wits who will use any excuse to test the boundries, and no boundries would be anarchy. Britinthia now has red tape on a scale never before seen outside of the U.K.

Justice is handled by the citizens; a classless society has no need for police.
