Dear peers of the international community,
In a bygone era, our great capital city of Mélarissa was once a bustling hive of diplomatic missions, with embassies from all faces of the globe going about their business, negotiating treaties, speaking on behalf of their nations about the issues of the day, and supporting their own visiting citizens when they've misplaced their passports. It was a point of personal pride for us that our impartial, reasoned attitude to politics made Reloria a frequent neutral ground for warring nations to make peace, and that our skilled ambassadors served as protecting powers for other nations during disputes on more than one occasion.
As the years have gone by we have sorely neglected our diplomatic obligations, and it is sad to see that many of the nations of the world with whom we once had warm relations have since faded into obscurity, falling out of contact completely. Reloria itself is a footnote in international history by this point, of course, but we seek to rejoin the international community and, hopefully, make a positive contribution in the future.
And so, I write personally write to you all, to inform you that after several years of isolation the Constitutional Matriarchy is announcing the re-establishment of the Relorian Diplomatic Service. By now any embassies we once hosted have long since packed up and left, and so we will start from scratch - with the exception of a handful of nations for whom we have reserved embassies for.
If you wish to establish a formal diplomatic mission in Reloria, then we welcome the opportunity to develop a cordial relationship with you in the future. Details on how to proceed, and who we are, are attached with this invitation.

Who we are:
The Constitutional Matriarchy of Reloria, commonly known as the Constitutional Matriarchy or simply Reloria, is a large island nation located in the Elryssian Ocean with a population of over 14 billion. It was formed in the early 14th century by the peaceful union of a number of smaller states on the island, initially called the Royal Matriarchy of Reloria before being given its present moniker in the late 18th century.
Reloria is a developed country, operating a powerful, partially-regulated mixed economy with comprehensive social welfare programmes. The government attempts to balance socialist principles that benefit the people while still making Reloria a good place to do business.
The country is also renowned for its neutrality; although the Constitutional Matriarchy has a well-funded and advanced military force for protection, it is bound by the terms of the Relorian Neutrality Act, which precludes its involvement in non-defensive engagements. Despite this, Reloria has historically lent its diplomatic skills to various crises that have happened throughout NS Earth, as well as serving as neutral ground for the negotiation of many disputes, and has thus developed a reputation as a peaceful and reasonable nation, having once had good relationships with numerous countries such as the Eternal Republic of Xirmium, the Unified City-States of Maraque, the United States of Allanea, the Shazbotdom Empire, and Vetaka.

Diplomatic missions in Reloria:
To facilitate smooth communication and further the causes of diplomacy and understanding, the Constitutional Matriarchy has developed the Diplomatic and Foreign Affairs Service. Reporting directly to the Foreign Affairs Office of the Matriarch's Council, the Diplomatic Service is tasked with both hosting foreign diplomatic missions on Relorian soil, and establishing Relorian embassies in foreign host countries, so that a formal line of communication can be maintained between us all.
The Relorian government has always been of the view that, despite the absence of proper international agreements, civilised diplomatic conventions must be upheld. As such, we confer upon visiting diplomatics all of the special privileges that they should expect, to give them confidence that they and their staff shall be safe and secure while conducting their work here. Diplomatic immunity is assured, and you shall be permitted to provide your diplomats with all necessary* security measures and vehicles that they may require; however the Diplomatic Service reserves the right to disband your mission and eject its personnel from Reloria if it becomes clear that our trust in you is being abused (as per the orders of the Foreign Affairs Office or the Matriarch).
Please note that ,diplomatic missions hosted in Reloria do not become the sovereign soil of the hosted nation, but they are placed under their jurisdiction for the duration of their stay with us.
All we ask in return for these simple conditions is that should a Relorian mission be hosted in your own nation, that we are afforded the same respect and right to safety.
In the interests of long-standing good terms between our respective peoples, the Diplomatic Service has been ordered to automatically reserve embassies specifically for the following nations (in alphabetical order):
- United States of Allanea
- Unified City-States of Maraque
- Empire of Shazbotdom
- Eternal Republic of Xirmium
These four nations, should they wish to re-deploy missions to the Constitutional Matriarchy, are welcome to do so without application, they merely need to identify their staff for our records. If they no longer wish to do so, we shall regretfully withdraw the reservations.

*Within reason of course, and subject to our approval.

The Constitutional Matriarchy reserves the right to reject any applications when we have good reason to do so, such as in the interests of our national security, or we may contact you to question or renegotiate the contents of your application before accepting. We reserve the right to alter this form at any time; we may contact you for updated information in this case.
