Theocratic anarchy?

Keldarian Flocks are essentially led by a council of priests, but we're scattered all over the universe and have no central/'national' government.

Though, Theocracy is probably the best description of it.

Its strange...

Firstly there is the fact that the government of Shadowlight is not really a government, more so a voluntary club of rare individuals who aren't entirely self-centered egoists, well they are they just realise that somebody's got to manage the city. It sort of just serves as a forum for the various individuals who keep the city running to work out agreements that theoretically benefit everybody, officially Shadowlight is a stateless society and it pretty much abides by this definition.
A Giant, Futuristic, Self-Sufficient, Floating City located in the Barents Sea.

Oh and there's an army of talking Moray Eel People as well
