Our nation is run by a council of six members from each of the six tribes. Though there are many members with a high IQ, the highest IQ belongs to Askook Hassun member of the founding tribe, his IQ is 128.

The Director is not considered human like the other people in the UED. The average IQ of a person in the UED is around 130-170, the Director is assumed to have an IQ of 1,105,402 to 9,503,227. These estimates are completely unreliable.

The IQ of the Assistant Director and the Chairman of the Directorate Council are identified because they are human. The Assistant Director has an IQ of 191, while the Chairman has an IQ of 245.

Zhedens typically do quite poorly on human-designed intelligence tests, and the All-Mother is no exception.

Xenologists wishing to study the zheden species have attempted to give its leader IQ tests in the past, with disappointing results: her average score is only 56, and she has never gotten above a 70. Various hypotheses have been proposed to explain this. Some researchers claim that IQ tests have an inherent cultural bias even when used to measure humans, and that this gap only widens when the metric is applied to other species. Others believe that the explanation is biological, and that zhedens are simply hardwired to think differently from humans. Still others take the information at face value, accepting that the All-Mother is just really, really dumb.

IQ tests given to other zhedens seem to indicate two things. One, when all possible factors are controlled for, the All-Mother is indeed on the low end of intelligence for her species, as others have shown themselves capable of significantly higher scores (though still not as high as the average human). Two, zhedens who have spent a significant amount of time in the presence of humans perform better on IQ tests than their peers. This increase suggests that there is indeed a cultural component to the measurement, though to what extend this impacts the results is not easily determined.

Attempting to measure the intelligence of an alien race is a difficult task. However, while it is hard to say how smart the All-Mother is in comparison to human leaders, there is a decent amount of evidence to suggest that she is not very smart in comparison to other members of her species.
