It was a tank developed in response to the T-34, which the Germans only encountered in 1942. It was intended to have sloped armor and a long-barreled 75 mm gun which would have made it superior.

HE probably has never heard of the panzer III/IV tank development.
As for the somua it went against the 3.7 cm gun of the panzer 3. I doubt it would have fared ok against the 50 mm L 60 gun of the panzer 3.

The PzKpfw III/IV project was cancelled because the vehicle did not meet the new requirements for armament capability and armor protection as a result of Soviet tanks

You people just wait for my tank to come out. It's basically the embodiment of the cavalry tank concept but in the 40's. (The original of course ain't. But the bloody 1940 upgrade with a HV 63mm bloody is)

If you can use a Leopard 1A5 there, you can use a Leopard 2 there. That argument is not plausible.

Light Tanks (better to say, lighter tanks) has definitely advantages to be light. Stingray or STRV would kick-assed every hi-tech main battle tank in city ruins, in jungle or in forested mountains.
That's why Republic of China (Tchaj-Wan) is more or less fine with modernized M60 - most advanced PRC tanks would had problems with their mountainous and urban Total Defense anyway.

What would be a good value for the floor armor of a 1936 era medium tank? Also, hull roof armor?

I imagine something with more sensors, optical sights, 30 mm cannon, 40mm few auto-grenade launchers three or four machine guns, capable of fire 360 around.
Basically, APC with much more guns and with tank armour.
