Breheimian Embassy Programme

[Breheim]

As part of the new government's decision to break away from traditional Breheimian isolationism, it has decided to ease stances on the establishment of embassies within Breheim itself. While formerly what few embassies Breheim did permit were located in the primary capital and capital of Taranger, Storvik, embassy districts are also being built in the capitals of the four other Storfylker (states). Ambassadors to Breheim are granted full diplomatic immunity, and non-native embassy diplomatic and security personnel are granted limited diplomatic immunity (immunity towards misdemeanors, barred from capital punishment, and are permitted to serve sentences for felonies in their home country). Extraterritoriality is not normally granted, but this is negotiable.

Storvik (Big Inlet/Bay)
Storvik with its three million plus population, is the largest city in Breheim. While de jure it is now one of five capitals rather than one of two, Storvik remains the most important city in the country, and is the residency of both the Premier and the High Court, along with a quarter of ministries, the People's Security Bureau and the National Assembly. Sjøfarer University in the city is Breheim's largest and most prestigious. The Rensland Park, the Revolutionary Theatre and the headquarters of the two major trade unions are also located in Storvik, as are the headquarters of all but one of the major national political parties.

Politically, Storvik trends towards the left. The Socialist Worker's Party, who governed Breheim between 1922 and 2013, retains a strong position in the city, despite having lost ground in the rest of the country. Socially, Storvik is a troubled city. Liberalization has hit the city hard, and the former manufacturing powerhouse is reeling. Unemployment and homelessness is on the rise, and political radicalization is very much in the air. Street violence is a problem for the city, as the immigrant Cossackian Mafiya, domestic skinhead gangs, immigrant gangs and biker gangs fight it out for the city's profitable illegal narcotics and prostitution market. It is a hotbed of the far-right, particularly the southern wards of the city. Religion holds little sway in the city, as it is the only city to have a majority irreligious population, with Lutheran Christianity coming second. Storvik boasts an impressive number of other cultures in the generally ethnically homogenous Breheim, as it is often the first stop for immigrants.


Bjørnborg (Bear's Fortress)
One of two cities in Breheim with a population exceeding a million, Bjørnborg used to be the 'other capital' in the country. Located in Vestøy, the second-largest isle of the Breheimian Archipelago, Bjørnborg was the capital of of the Kingdom of Vestøy of old who through warfare and marriage united the Kingdom of Breheim and acted as capital for the first few decades of the Kingdom. Legend says it was formed by pagan vikings who wanted to combat christianity in Vestøy, which they failed to do, led by the legendary Tjalve Bjønnerytter. In the modern day, Bjørnborg's pagan past is all but gone, as the city is among the most Christian in the country. It is the location of the People's Assembly, one of Breheim's four parliaments, as well as a quarter of ministries and the 'deputy headquarter' of the People's Security Bureau. Bjørnborg University isn't among the most prestigious of native universities, but it is one of two that offers doctorates in all fields within Breheimian academia.

Bjørnborg is more conservative than most cities of Breheim, and it has long been a stronghold of the liberal-conservative United People's Party (among the only cities to nearly continuously elect non-socialist local governance during Breheim's socialist period of 1922-2013). As the Bjørnborg city council have focused more on police and security, than welfare and healthcare, it is among the safest large cities in the country... but also has among the least well-funded public healthcare options and the highest percentage of people living in poverty. Religion still plays an important role in the Christian city, although has been in slow but continuous decline for the past century.


Alfby (City of the Elves)
Third largest and per-capita most prosperous city in the country, Alfby is the capital of the Alfheim Storfylke. With its near six-hundred thousand people, it is either Breheim's third or fourth largest city, competing with Kirkby in Vestøy for the position of third largest. It is by far the most international city in the country, and the one most susceptible to "foreign influence". It boasts an extensive cultural scene, and is the heartland of the Breheimian financial sector. Alfby has changed rapidly over the past fifty years, as it was where the 1970s liberal countercultural movement gained the widest traction. While a socialist stronghold in the 1950s and 1960s, in the modern era it has become a stronghold of the liberal and libertarian parties, who have governed the city for a decade. It is the location of the Interest Assembly and a quarter of ministries, and the location of the Premier's second home. It is the location of Alfby University, among the most prestigious Breheimian university when it comes to the humanities and the arts.

While Alfby is among the areas to have benefited the most and suffered the least from recent liberalization measures, growing unemployment and poverty remains a problem the city council has been unwilling to implement more than halfhearted measures against. Alfby is the very heart of the pagan Alfartru religion in Breheim, a religion that worships all of nature and venerates elves. It has the most well-developed telecommunications system in Breheim, and the second-largest amount of total internet users (and largest by percentage). Socially, it is by far the most liberal city, and the only city where gay pride parades can march without fear of violent attacks.


Odinberg (Odin's Mountain)
Odinberg is the capital of the North, and as its name implies it is the city located the furthest to the North. A major manufacturing, transportation and mining center, the people of Odinberg are proud of their working-class culture. With its population of nearly four hundred thousand, it is the fifth largest city in the country, and the only major city in the north. Located by the Odinberg where it draws its name, Odinberg is a growing tourist attraction. Its remains staunchly radically socialist, with street names named after leading figures of both the labour and communist movement, and with statues dedicated to both foreign and domestic 'champions of the working class'. It is the location of the Storfylke Assembly and two ministries. Odinberg is also, paradoxically, the city most associated with the pagan Asatru faith, with a majority of the population being faithful to the old gods. It is the location of Breheim's largest university dedicated to the hard sciences, and has more physicists per capita than any other city.

Politically, Odinberg is the only city to be governed by the Communist Party. Detractors state they run the city in a political machine, and other parties have zero chance of competition. The Odinberg City Council is frequently in dispute with the centre-right national government, refusing to carry out privatization and economical liberalization within the city, and with the government's policy of increasing federalism, the stand-offs have usually come out into the City Council's favour. While the city has a low unemployment rate and a well-funded healthcare, welfare and education system, it has a slowly diminishing population due to the local system of maximum wages, and has a shortage of skilled labour. Culturally, the city is defined by its heavy focus on working class culture with agitprop and Brechtian theatre being freely available.


Dramre (etyomology disputed: either Land of Liquor or Land of Beginnings)
Dramre is by far the least populous of the five capitals, with its population of a hundred and fifty thousand it is only the 25th largest city in the country, and only the 2nd largest city in the Storfylke of Fjordland. Dramre is the location of two ministries, making it the city least relevant to national politics. In many ways, Dramre manages to retain a 'small-town' feel despite being a minor city, and it is among a handful of Breheimian cities where a minority of the population lives in apartments. As a result, Dramre is larger than its minor population size would imply, and has relatively few high-rise buildings outside of the city center. It is the only capital to lack a full University, with the Dramre College generally not offering anything above Master's Degrees. The majority of its population adhere to the pagan Asatru faith, and is located in the heavily pagan east of the nation.

Politically, the city used to be a stronghold of the Socialists but in the modern age has become a swing city. It is the stronghold of the Old Customs Party, a nationally-conservative and strongly pagan political party although it does not govern the city, it is the third largest party. Traditions are vitally important in Dramre, to a greater extent than nearly every other city in the country, with a fiercely independent-minded population who brooks little compromise with what they consider 'christian legislation'. The city has among the highest percentages of self-employed among Breheimian cities, largely due to the Dramre Handicrafts Company which purchases products by self-employed craftsmen for export purposes. Culturally the city is quite socially conservative, although remains remarkably tolerant towards homosexuals compared to their christian conservative brethren. It has suffered relatively little from liberalization measures, as the majority of the population owned their own homes when the state-housing monopoly became a private-housing monopoly and being more reliant on exports abroad than on the domestic market, as well as less reliant on heavy industry than many Breheimian cities.

- Magic in Breheim remains illegal, and usage is considered a felony for a citizen of the country. However, diplomatic personnel may employ it within the confines of the embassy freely whether or not extraterritoriality has been granted, and have significantly reduced fines if caught in public.
- The majority of Breheimians do not speak a second-language. Only around 10% are semi-fluent or fluent in English, around 7% are semi-fluent or fluent in Russian and around 4% are fluent or semi-fluent in Quenya. All Breheimians speak Norwegian.
- Sale of real-estate to employees of foreign embassies is illegal in Breheim.
- If hiring locally, despite Breheim's lack of a minimum wage, embassies are expected to comply with the national base-line wages for occupations determined by the trade unions and the employer's organization for their employees, whether or not the employees are organized.
- Surveillance in Breheim is widespread. While the embassies themselves are obviously not bugged, don't expect to go anywhere in public without the state finding out.
- Weak-hearted ambassadors should be informed of the Breheimian tradition of public executions, and should find out where the city's 'Bloody Square' is.
