Mhm. Thats changed though. I had to retcon it because of the map change, and because it was simply dumb.

I am now a more peaceful nation with a, you guessed it, a STABLE government. We have advanced technology, especially in the military, even if the military isn't really that large. I had to have one or the other. I just wish more people had that kind of mind set.
