Anyone who actually knows what they are talking about (at even the most basic of levels) when it comes to firearms.

A clip describes cartridges held together with a strip until they are loaded into a firearm, such as on a M1 Garand Rifle. A magazine on the other hand, is is a container that holds cartridges together, such as on a Glock. There is a pretty big difference here, which is why they are refereed to by two separate names.
