History of the Soodean Military

1987-1991:

One of Emperor Su Dou's first actions after seizing the People's Assembly Building in the Decembrist Coup was to designate his forces the Soodean People's Revolutionary Army. Other variations on this term appeared as the movement spread across the country, but all were loosely gathered under the SPRA's umbrella, which in 1988 was expanded to include the Soodean People's Revolutionary Navy and the Soodean People's Revolutionary Air Force. In this era, the primary goals of the Soodean military was to defeat the remaining Menghe Loyalist strongholds and consolidate Soodean control over the country. While its core elements retained the Red Menghe Army's organization, units on its peripheries began to take on a more paramilitary or guerrilla organization, working in fluid, independent ad-hoc units and making use of whatever equipment was available. Chains of command were only loosely established, as many of the coups and uprisings that took place across the rest of the country were executed spontaneously as a show of sympathy to the little-understood new authority in Tianzhengcheng. By May 1988 most of the country had been consolidated under the control of the Soodean revolutionary groups, and in 1989 the People's Communist Party of Menghe officially capitulated, but the struggle to consolidate control over the entirety of the country lasted well into the summer of 1991.

1992-2005:

As control of the government was consolidated, control of the military was consolidated as well. The Revolutionary bodies were re-designated as arms of the new Traditionalist state: the Imperial Soodean Ground Forces, the Imperial Soodean Sea Forces, and the Imperial Soodean Air Force, to name the main arms of service. After making these basic centralizations, Soodean leadership began turning its eyes to more important priorities. First among these was reconstruction; the national economy had been stagnant since 1984, and fighting associated with the recent Revolution had resulted in widespread destruction in several major cities.

Consequently, the military received relatively little priority, especially with regard to the development of new and more advanced equipment. This was a particularly grave matter, as the Red Menghe Army had lagged technologically even at its prime, and had developed little beyond that in the late '80s. The Air Force suffered particularly during this period, as the lethargic development of the Feidou-12 multirole left them heavily dependent on the obsolete "Su-Ne." The military's structure and organization, though revised in the December 1992 re-naming, were still far from streamlined, and their layout seemed more responsive to tradition than to the needs of a modern fighting force. It was fortunate that most of the Soodean Imperium's neighbors had responded well to the change in government [OOC: Not yet canon], or else an invasion may have stopped the nascent nation in its infancy.

As the 1990s progressed, however, the Soodean government began showing an interest in foreign intervention as a way of bolstering its credibility worldwide. The 1994 Soodean Involvement in the Vingarthian Civil War was an early success in this regard, resulting in a quick victory, a new alliance, and the rise to fame of Captain Ivanov. Next came the Parndian Civil War, which created an autonomous Pro-Soodean government in the South. Later efforts, however, proved less successful. During the Masalian War for Independence, Soodean forces in the North were quickly isolated by the Bratislavan Nationalist forces' advance, while those in the South were dragged into a long and bloody battle over the city of Corme. Though Soodean involvement in Bratislav was a lost cause from the start, combat experience during the conflict showed major shortcomings in the inflexible organization of the Soodean Military. This war also soured relations with the neighboring state of Firmador, which had supported the Nationalist forces in spite of their anti-Communist policies. As it became clear that Firmador had directly supported the Bratislavan Nationalists' ethnic cleansing of Muslim Masalians, relations between the two states reached an all-time low, though a last-minute detente managed to restore some semblance of stability to the border regions before a war could break out.

2005-Present:

It was only during the Murder War in Themiclesia, however, that the problems of the Soodean Military became too deep to ignore any longer. In response to the massive death toll and the failure to restore stability in the country, High Command instituted a series of comprehensive reforms aimed at transforming the Soodean Military into a modern, efficient fighting force. In addition to streamlining organization, dismissing traditionalist officers, and accelerating the procurement of new equipment, the 2005 military reforms had the effect of catapulting the Armed Forces to the foremost place of priority for the Soodean government.

Since that time, the Soodean Military has steadily grown in political influence. The thorough removal of conservative, unskilled, or traditionalist officers ushered in a new generation of talented but ambitious commanders, many of whom had an undue sense of confidence in their nation's ability to triumph on the battlefield. At the upper levels in particular, these officers began exerting greater influence over decisions made in the civil realm, leading to the schism of the Soodean Socialist Party into its Hawk and Sparrow factions. Despite its negative consequences, however, the post-2005 period has also seen a widespread improvement in the capabilities of the Soodean Military, from the capability of its equipment to the skill of its officers.

At the same time, there was a significant doctrinal transformation in the nation's strategic-level goals. While the dominant trend in the 1990s and early 2000s had been towards intervention abroad, growing insecurity in the region led to a new focus on national defense. On the western border, relations with the increasingly aggressive state of Firmador remained sour, and repeated border wars between Mizrad and Maverica led to concerns that instability to the West would spill over across the border. Further afield, Libraria and Ausitoria's rise to regional hegemony and the growing aggressiveness of the powerful Nerod Empire led to fears that a Capitalist-aligned fleet would eventually find cause to attack via the Meditethrhean Sea Coast. The resulting philosophy became one of "defense through offense" - gathering a large and flexible force that could outmaneuver and destroy approaching hostile threats on land or at sea.

Design:

Following its doctrinal shift toward naval warfare, the Imperial Soodean Navy began looking for ways to maximize its offensive power against hostile fleets. In particular, the Navy's administrative board expressed interest in the P-1000 anti-ship missile, whose combination of speed, range, and hitting power made it a fine counter-weapon to large surface warships. The ISN's initial plan was to acquire a number of Slava-class missile cruisers, which would serve as fleet flagships and long-range missile strike craft; however, changes in the foreign-relations atmosphere meant that only one such cruiser could be acquired, and it was in a state of poor repair.

Rather than attempting to build more Slavas, the ISN administrative board instead issued a new requirement for a vessel which, among other things, would have "the capacity to carry no fewer than eight P-1000 missiles on a hull less than 200 meters in length." Other requirements included land-attack cruise missiles, a developed aerial self-defense system, hangar space for two helicopters, and a potent anti-submarine warfare capability. Eager to meet this demand, the Bi He naval design bureau began work on a design known as "Project 75," which is seen here.

The ship, which entered service as the "Standart-class," is optimized for combat against other large surface vessels. Its heavy anti-ship missiles carry a 1000-kilogram warhead at a range of roughly 700 meters and a speed of Mach 2.8, making them a lethal threat to dreadnoughts and poorly escorted carriers. It is also one of the first Soodean vessels to feature ground-attack cruise missiles, allowing it to strike targets 2,500 kilometers inland. While it lacks the long-range S-300 system on board the Slava, it still possesses the advanced 3M917ME intermediate-range SAM and four Kashtan close-in weapon systems. In the anti-submarine role, it comes equipped with the RPK-6 missile, which drops a homing torpedo over the target area; it also has two RBU-6000 ASW rocket launchers, but these are treated as an emergency last-resort. Its propulsion system, a Combined Gas-or-Gas (COGOG) turbine arrangement, allows for fuel-efficient cruising with the added capability for short, powerful sprints, but its large hull limits maximum speed to 34 knots.

Ships of the new "Project 75" series are typically named for virtues, as was the case during the Great Conquest. Nonetheless, the first two vessels completed broke with this rule; the first was named ISS Standart, a name which had become attached to the Project 75 design since its formulation. The second was named ISS Admiral Ivanov, after the naval commander who had risen to hero status after his daring gambit at Vingarthia. The latter was a cause of some controversy, as Naval High Command had just issued a formal decree at the request of Emperor Su Dou stating that Cruisers would no longer be named for historical figures or living commanders, as this risked creating a personality cult.

Description:

While in the process of drawing up plans for the new Project 108 Aircraft Carrier, the central directorship of the Imperial Soodean Navy (ISN) realized that the new vessel would need dedicated ASW and EW aircraft in order to meet its full potential on the modern combined-arms naval battlefield. Hoping to keep logistics smooth while maintaining some level of specialization, they issued a formal requirement for a single airframe that could serve both roles in two separate variants. Intrigued by this challenge, the Dymashchev Design Bureau based in Ileda began work on three prototypes with three different powerplants: Dym-111, Dym-112, and Dym-113. The third of these seemed the most promising, and was developed into the Dym-115, which had sturdier landing gear, shorter length and wingspan, and a different wing-folding mechanism.

The Dym-115 prototype met or exceeded all of the ISN's requirements in initial performance demonstrations, even when carrying internal ballast to simulate the weight of equipment and weapons. The initial plan was to develop it into an "A" and "B" variant for ASW and electronic warfare, respectively. The ISN observers, however, were so impressed with the aircraft's capabilities that they ordered Dymashchev to develop it into several additional carrier-capable roles (It should be added here that the other Soodean aircraft bureaus' designs were rather underwhelming, to say the least). The same basic airframe would serve as an airborne radar picket (AWACS) and light strike aircraft, though the latter was only produced in very small numbers. A modified airframe, with a larger fuselage and wing area but the same engines and basic equipment, served as the basis for heavier transport aircraft.

Initially, the Soodean Imperial Air Force wished to re-designate the aircraft "Su-Ne 4," in following with the earlier Su-Ne 1 and Su-Ne 2 fighters (Su-Ne 3, a swing-wing project, never progressed beyond the scale mockup stage). Dymashchev, however, was offended to hear that his design would be classified under a name now associated with obsolescence. The ISN's administrative board agreed, hoping to distance itself from the nose-intake Su-Ne series. After a series of heated arguments, it was decided that the new aircraft would be designated D-4 instead. Variants with a larger fuselage were designated D-14, and the rare VIP passenger transport was designated D-114. Only a few of the latter exist, the best-known examples being Dymashchev's personal transport (technically owned by his bureau) and a lightly modified version used to carry Emperor Su Dou on his official visits to the fleet.

In the typical Soodean fashion, the D-4 and its progeny are relatively simple to build and maintain, yet reliable and dependable in the field. The design also proved surprisingly fast and maneuverable when lightly loaded, though its performance is dampened by the addition of full fuel tanks, specialized electronics, and any additional payload. Its light airframe also makes it relatively fragile in the face of enemy fire, and patrolling D-4/14s are usually accompanied by one or two fighter escorts. The quality of the A, B, and C variants' electronics isn't spectacular, though the use of imported parts allowed the Soodean manufacturers to close the technological gap somewhat; initial tests by the ISN have proven that all three variants are sufficiently well-equipped to perform their assigned roles.

D-4A (Electronic Warfare):

The first variant built, and the one that led to the origin of the design requirement, is the D-4A. It is considered a dual-purpose plane, as it can both intercept hostile radio signals and actively jam hostile radar and communications. These aircraft are capable of carrying and launching two Kh-31P/PD/PM anti-radiation missiles for active destruction of enemy radar sites from their outboard wing pylons. However, in the majority of cases these pylons are fitted with additional jamming or SIGINT pods, and the actual firing of ARMs is performed by a Su-34 strike aircraft. This partnership also allows the slow, fragile D-4A to remain at a safe distance throughout the engagement. The D-4A has a four-person crew, with one pilot seated in the front left, an active electronic jamming specialist to his right, and two countermeasures/monitoring officers seated behind them. All seats can eject from the plane in an emergency.

D-4B (Submarine Detection and Destruction):

Originally the "brother" design to the D-4A, the ASW-oriented D-4B is a specialized ASW aircraft designed to detect and destroy hostile submarines. Its main tool is a Magnetic Anomaly Detector, which retracts into the nose and tail when not in use. It also has room for up to 45 sonobuoys, which are released from vertical tubes in the fuselage rear, and an exterior antenna array to pick up sonobuoy transmissions. Destructive capability is offered by an additional 2,000-kilogram weapons capacity; typical loads include four APR-3E homing torpedoes, two APSET-95 homing torpedoes, six 300kg mines or six 300kg depth charges. On long patrols, the D-4B will often carry 1000-Liter drop tanks on its wing pylons, reducing overall payload capacity by about half but extending flight range and loiter time. Like the D-4A, it has a crew of four: a pilot, two naval flight officers (COTAC and TACCO), and a sensor operator (SENSO). Early models featured only rudimentary electronic displays, but more recent planes have been built with multi-purpose displays to allow better information-sharing between crew members.

D-4C (Airborne Radar Picket):

The third service variant in the D-4 family, the D-4C is classified as an "Airborne Radar Picket" - the Soodean term for AWACS/AEW&C. Its circular radar array, mounted on the roof, is a direct copy of the NPO-Vega pulse-doppler radar used on the Yak-44. Like the Yak-44, the D-4C retains the ability to lower the height of the radar array when landed, allowing for easier hangar storage. Unlike other D-4 variants, the D-4C has a crew of five: pilot, copilot, Combat information officer, Aircraft control officer, and Radar officer. The latter is seated in the area normally occupied by the weapons bay, can access the cockpit through an open crawl space, and is equipped with a parachute but must eject downward rather than upward. Currently, the D-4C is used in all Carrier Wings with the exception of the 1st, which still operates variants of the Yak-44 for AEW, ASW, and COD.

Overview:

Su'komun is the official national language of the Soodean Imperium, widely spoken in the Southeastern provinces and used on all official documents. It originally evolved from a dialect of Chinese spoken by settlers who arrived prior to 200 CE, but has evolved greatly since then. Over the years, it took on a very different set of grammatical rules, and adopted loanwords form several other languages.

Su'komun was originally written using traditional Chinese characters, variations on which survive to this day. In 1902, however, an Imperial decree established an alternative phonetic alphabet in order to improve literacy. Its letters are drawn from an earlier phonetic alphabet used by the Sparrow Clan in their War of Resistance (circa 1200 CE), but also show the influence of Cyrillic. This alphabet has largely replaced the more complex characters today, though the latter are still seen in calligraphy and certain official seals.

When spoken, Su'komun sounds similar to Japanese or Korean; words are primarily polysyllabic, and there are no vowel tones as in Chinese. It is, however, distinct from either language.

Extra-Regional Special Agreements on Trade

Overview:

The Extra-Regional Special Agreements on Trade (or ERSATs) is a term used to encompass a series of trade treaties formed between the Soodean Imperium and its allies. Currently, it is primarily a reference to a past trade agreement between The Grand Coalition and Kennan, in which the Soodean Imperium retains a special membership. It can also be applied to other existing trade treaties, as well as treaties which may be signed in the future.

Forming New ERSATs:

While the Soodean government stays true to its policy of conducting trade on a primarily political basis, the rising need for hard currency and advanced technology has spurred a rising interest in forming new ERSATs with other nations around the globe. Any party interested in forming an ERSAT may contact the Soodean Imperium via telegram in order to negotiate terms.

Article 1: Joint Metal-Recycling Program
- i) The Hackleberry Islands shall gather scrap metal and ship it in raw form to the Soodean Imperium, where it will be sorted and melted down.
- ii) Industries based in the Hackleberry Islands and the CNA may request that metal from this process be forged into simple products (including, but not limited to, automobile engines and chassis, steel girders, tin and aluminum cans, industrial machinery, and ship hulls) and shipped back to its country of origin.
- iii) Industries based in the Hackleberry Islands and the CNA may also request that this metal from this process be molded into ingots and shipped back to its country of origin for future machining there.
- iv) The remainder of the metal may be used by the Soodean Bureau of Production for domestic purposes.

Article 2: Trade in Food and Agricultural Products
- i) The Soodean Bureau of Trade will increase purchases of fruit and vegetables from the Hackleberry Islands and the CNA.
- ii) The Hackleberry Islands and the CNA will increase purchases of wheat and rice from the Soodean Imperium.
- iii) The Soodean Imperium will increase purchases of wool from the Hackleberry Islands.

Article 3: Outsourcing of Military Production
- i) The Soodean Military Bureau will outsource production of military electronics (including, but not limited to, rangefinding equipment, missile guidance systems, advanced avionics, targeting computers, and jamming/listening arrays) to the Military of Ethan Foley.
- ii) These military electronics will be of designs specified by the Soodean Imperium, and the factories making them will be overseen by a Soodean manager or joint-manager, but will employ advanced manufacturing facilities in Ethan Foley.
- iii) The portion of electronics-based military goods ordered from Ethan Foley shall not exceed 40%, nor fall below 20%, of total Soodean military electronics-based acquisition spending.
- iv) If the Military of Ethan Foley should desire to end, reduce, or re-negotiate these terms, Soodean manufacturers operating on-site must be given several months' advance warning.

Article 4: Trade in Shipping Services
- i) If shipping companies in the Hackleberry Islands or the CNA are unable to meet shipping demands on their own cargo fleet, they may contract Soodean cargo vessels for this purpose.
- ii) If navigation authorities in the Hackleberry Islands or the CNA are unable to keep frozen ports operational in winter, they may contract Soodean icebreaker vessels for this purpose.
- iii) If navigation authorities in the Hackleberry Islands or the CNA are unable to adequately control sea traffic in dangerous areas, they may contract Soodean tugboats and oceanographic patrol ships to escort larger vessels or chart safe routes through hazardous sea lanes.

Article 5: Joint Energy Program
- i) Biochemical plants in the Hackleberry Islands shall resume the distillation of biodegradable waste into biofuel, with an emphasis on biodiesel or fuels compatible with diesel engines; these fuels shall be shipped to the Soodean Imperium.
- ii) The Hackleberry Islands and the CNA agree to the construction of an energy-production and energy-sharing initiative based on wind power and electricity transfer via underwater cables.
- iii) Industries in the Hackleberry Islands and the CNA may outsource a portion of the windmill production to the Soodean Imperium, provided they supply the necessary ore.
- iv) Spare ore from this process may be used by the Soodean Bureau of Production for domestic purposes.

Overview:

The Su-33JH (Jianhu, or "Heavy Sword") is an indigenous variant of the Su-33 carrier-based fighter, similar in role to the F/A-18E Hornet and similar in appearance to the Su-27KUB. Its official designation is Su-Ne 6, as it was not produced by the Sukhoi Design Bureau, but the term "Su-33JH" is still used in official and unofficial circles alike. It is employed as a strike aircraft with secondary dogfighting capability, offering greater range, payoad capacity, and payload variety than the Su-33 while maintaining some of the latter aircraft's maneuverability. These aircraft are expected to form the offensive component of the Imperial Soodean Navy's Aviation wings, offering the capability to strike targets over 1,500 kilometers away. As of now, two squadrons of these aircraft serve in the 1st and 2nd Carrier Air Wings.

Design:

The aircraft had its shaky origins in 2005, when the ISN abandoned its attempt to "navalize" the Su-34. Realizing that the Su-34 was too heavy for safe carrier takeoffs and landings, they drew up a requirement for a carrier-based strike aircraft to complement the air-superiority-oriented Su-33. The Jiannei design bureau quickly came forth with an interim "Su-33J," which offered compatibility with a greater variety of guided munitions, but ISN High Command determined that a full-fledged strike aircraft was necessary. The new project specifications required that the final design be able to carry an 8,000-kilogram payload a distance of at least 1,500 kilometers, and that it be compatible with the latest guided air-to-surface weapons in the Soodean arsenal while maintaining high parts similarity with the Su-33J. Rushed by the very short project deadline, the Jiannei bureau responded with a basic airframe based on the Su-27KUB: a twin cockpit with side-by-side seating. They also strengthened the airframe to accommodate the heavier weight on individual hardpoints, modestly enlarged the dorsal fuel tanks, replaced the nose radar with a unit optimized for surface search, and upgraded the engines to the more powerful AL-31F M1 used on the Su-34. When the prototype airframe emerged for testing in 2009, it managed to pass all expectations laid out by High Command, and despite a few remaining design problems it was hastily pressed into service.

Armament:

From the very start, the Su-33JH was designed with the goal of carrying the 3M54AE air-launched anti-shipping missile. When fully loaded, the aircraft can carry three of these, one between the engine nacelles and one under each wing. For land attack, it can carry up to five Kh-55-family cruise missiles, though three is a more typical load. When employing TV-guided bombs, it must be fitted with a guidance link and FLIR on one of the hardpoints, usually under one of the engine intakes.When smaller (250-kg) unguided bombs are carried, they may be packed onto racks to allow more per hardpoint. On all strike missions, the aircraft is fitted with two heat-seeking missiles (R-60 or R-73), and sometimes two additional radar-guided missiles (R-27 or R-77), for self-defense.

Strike and Combat Range:

The design requirements for the program were very ambitious in mandating that the aircraft be able to carry at least 8,000 kilograms of ordnance a distance of at least 1,500 kilometers. While the final design exceeded these figures, able to carry 9,000 kilograms a distance of 1,746 kilometers, this optimistic range can only be achieved under the best of conditions: high altitude throughout the mission, all ordnance dropped in the attack, and very little time spent in combat. When more fuel is allotted to air combat at a lower altitude, then even with a reduced payload the combat radius drops considerably to a lower, but still impressive, distance of 1,327 kilometers.

Shya'tsaoyu-class Submarine

Overview:

The Shya'tsaoyu, or Barracuda, is a new class of nuclear-powered attack submarine in service with the Imperial Soodean Navy. It is capable of making long ocean patrols, either independently or attached to a surface battlegroup, and is designed to carry out attacks on enemy surface vessels and submarines. It does not carry submarine-launched ballistic missiles, though it can fire Klub-family land-attack cruise missiles and anti-ship missiles from its 533mm torpedo tubes. It is the quietest submarine currently in service with the ISN, and features a relatively advanced active/passive sonar suite, allowing it to detect and tail other targets while remaining undetected.

While initially holding national attention as an advanced and deadly technological work of engineering, the class was later tainted by its association with long patrols, which were officially capped at four months but often lasted longer. Most famously, the third vessel Udarnaya (shock) was referred to by its crew as Udalyonnaya, or distant. In an unusual tip of the hat to popular will, ISN High Command proceeded to name the next three vessels Dalyokii, Utyos, and Beibakh (distant, Solitary Cliff, and Northern Frontier, respectively). In interviews with national media, high-ranking naval officials suggested that Shya'tsaoyu-class submarines from the seventh hull onward would revert to their original naming pattern.

Design:

The Shya'tsaoyu-class submarine had its origins in 1984, prior to the ascension of the Soodean regime. It was drawn up as part of a requirement for a truly long-range submarine which would be able to patrol the Eosian ocean undetected, tailing high-value battlegroups and hunting down supply convoys in order to eat away at an invader's forces before they managed to arrive on the continent of Tethys. For this purpose, designers emphasized range and endurance, as well as sonar capability and noise reduction. The latter feature led to the adoption of certain features of the Victor, Akula, and Sierra-class submarines which were then entering service in the Soviet Union. Unfortunately, the budgeting problems and general corruption accompanying the decline of the Democratic-Republican government led to the initial project's demise; while some sources suggest that construction started on a single hull in 1986, no vessels of this class were completed.

Following the consolidation of Emperor Su Dou's rule in 1990, workers in the newly reformed Tueyu design bureau uncovered blueprints and design notes from the original submarine project and submitted them to their superiors for consideration. Emperor Su Dou is said to have personally inspected and approved the new program, though he did not play any role in its actual implementation. The new project went ahead slowly at first, delayed by its relatively low priority in the overall system and, to some extent, by High Command's unease concerning a "stealthy" submarine design. There were also a number of changes in the program's requirements, including several calling for a heavier missile armament and a ground-attack capability. By 2003, however, the first vessel in the series was commissioned - ISS Shya'tsaoyu, or Barracuda (literally "cruelly slashing fish"). For a few years, Shya'tsaoyu and her sister ship were the only vessels in their class, but the "build up the new navy" national effort saw the construction of over a dozen more starting in 2004.

Overview:

Shengtianjiad, commonly translated as "Heaven Worship," is the principal religion in the Soodean Imperium, concentrated in the more heavily populated provinces of the East and South. According to Shengtianjiad, the living world is animated by a fundamental struggle between the forces of good and evil. The former of the two is represented by Heaven, the term for an abstract elemental force which radiates from the sky and shapes life on Earth. Other than Heaven and a number of mythical figures, Shengtianjiad has no personified gods in the typical sense. The population today is not particularly devout, especially in urban areas, but secular aspects of the religion have worked their ways into many areas of Soodean culture.

Heaven:

Heaven - or Shengtian, literally "Sacred Sky" - does not refer to a place in the afterlife in Soodean culture. Rather, it is a sort of abstract deity force which dwells in the sky and shapes life on earth. Heaven is not personified as a God; it bears no human or animal form, though it is sometimes represented as a light radiating from the sky. Likewise, it is not considered a single mind which can converse with other spirits or people on earth; some priests and sages throughout history have claimed that their writings were "inspired" by the touch of Heaven on their minds, but there is no book considered the "word of God." Rather, Heaven is considered an abstract force, one which subtly shapes the fate of the world. In this form, it is commonly invoked in prayer phrases such as "Heaven grant its blessings to this home" or "Heaven have mercy on us in our journey." At the same time, Heaven is seen to be a fragile force, always under threat from the encroaching forces of darkness.

Hadt:

Hadt is the counterpart to Heaven, welling up from the ground and representing the forces of darkness and evil. It, too, can influence fate, often with a malevolent intent. Just as Heaven flourishes in the presence of generosity and care, Hadt draws its strength from acts of selfishness and cruelty, as though aiming to corrupt mankind and turn it against itself.

Other Mythical Forces and Beings:

Ancestral spirits are commonly mentioned in Shengtianese tradition, and have a major influence on the way the dead are treated (see Burial Customs below). These spirits live off of the respect and prayers of the living, and in return they offer guidance to those in need. Contrary to their names, they do not serve their direct descendants exclusively, but may also interact with friends and even strangers. Heroic Spirits are a higher level of Ancestral spirit, the departed soul of a person who was significant in life. By virtue of being more widely known, they are more likely to take offerings from strangers and offer them guidance. In some cases a certain Heroic spirit is treated as the patron saint of their particular field, especially in rural areas, but these patron spirits are not worshiped as minor deities.

There are also a large number of other mythical spirits and beings which take part in the fundamental struggle between Heaven and Hadt. These include Arbiters, who shape an individual's fate according to often Faustian bargains; Fell Ones, decaying corpses possessed by demonic spirits; and Tiansatz, "Heaven-Sent" messengers dispatched to convey Heaven's abstract wishes to mankind or fight against the forces of evil.

Burial Customs:

In Shengtianjiad, the body is considered to be a vessel for the soul, but one which takes on and reflects the soul's nature in life. Once the soul departs, the body is considered devoid of spiritual meaning, its connection to the soul forever severed. After death, then, the body must be cremated and reduced to a fine ash. This ritual serves two purposes. First, it allows the soul to seek refuge in the ashes, which have been rekindled, purified, and blessed by the cremation; and second, it purges and destroys the hollow, soulless body.

The return of the soul to its ashes is a subject that receives great attention in the guiding scripts of Shengtianjiad. The term that is most commonly used is Shiunhe, literally "to seek refuge in" or "to seek harmony with" the ashes. The idea is that once the body dies, the soul leaves it; but once the body is burned, the spiritual memory is rekindled, and the drifting soul may find the ashes and "fix itself to them." The entire body does not have to be present for this to work; in many legends, a warrior is utterly destroyed by his enemies as the ultimate disgrace, but his comrades in arms manage to procure a single finger and cremate it. The ritual, likewise, is unusually devoid of strict rules; while several traditional incantations are associated with the cremation, virtually all texts specify that the most important part is that the burning be carried out by a priest or a person with close ties to the deceased. Next in importance: that the ashes be fine and that no traces of fetid flesh remain.

Commonly sealed away in a small sarcophagus within an ancestral shrine, the ashes provide a valuable link between the living and the dead. Even as the spirit wanders freely around the world and across universes, it remains tied across time and space to its blessed ashes. Physical offerings and sacrifices were regularly performed in some regions in ancient times, but have since passed out of common practice; instead, one of the key tenets of Shengtianjiad is that the living must give the dead "emotional gifts," conveying respect, kindness, or appreciation so that the soul is nourished and not forgotten. Likewise, it is believed that the ancestral spirits will reward generous and caring supplicants with divine blessings and guidance from beyond the grave. It is common for an individual facing a difficult decision to visit the shrine of their ancestors and seek their counsel. As with the original cremation, this ritual does not require that all the ashes be present; in ancient times, it was common for a disciple to carry a small amount of his fallen master's ashes in a special vial, to be carried on his person at all times as an amulet and a way to commune with the deceased. Of particular importance is the fact that the "ancestral tie" is not necessarily limited to one's family lineage; the living are just as likely to visit the shrines of their deceased friends and superiors. The spirits of religious figures, heroes, and people of great note are often included in prayers, and sought after for advice, sometimes like minor patron gods.

Cremation serves another purpose as well: to purge and destroy the empty body. Shengtianjiad has a number of powerful taboos surrounding the unburned corpse of the deceased, which is considered to be an impure and sinister object. Common tradition holds that if a body is not properly burned and its ashes blessed, the spirit will be left to wander the earth in eternal loneliness. In olden times, there was also widespread superstition that a corpse left unburned for too long could be possessed by a demon, joining the evil ranks of the undead. This superstition has largely vanished from modern belief, but a decaying corpse is still seen as a very ill omen, and many a criminal investigation has been cut short by news that the body was burned before a proper autopsy could be held.

Design:

Following its rise to power in the 1987 military coup, the Soodean government found itself in need of a more capable shipborne anti-aircraft defense system. At the time, this role was fulfilled primarily by the three Ekran-class cruisers and several dozen Molniya-class destroyers, but the obsolete SAMs on these ships were insufficient for fleet defense operations. At first, the new air defense role was fulfilled by the Krai-class frigates, with their two 2S90 "Ezh" SAMs, offered an interim solution, but the class was deemed flawed for a number of reasons and a better warship was needed.

A new opportunity for improvement arose in 1994, when the Russian Federation announced plans to decommission two of its Kara-class cruisers. These vessels, originally the Tashkent and Vladivostok, were purchased at a steep price by the Soodean Navy as the Kara-II-class AA/ASW cruisers. These vessels, too, proved too old for their times, and even after extensive refits they were converted to trials ships for new weapons systems. The lessons learned from their inspection and operation, meanwhile, were carefully accumulated into the design of a new ship, whose keel was laid down in 1995.

This vessel, commissioned as the ISS Ostrii in 1999, featured a vertically launched Shtil' SAM system forward in place of the old one-arm launchers and four Kashtan CIWS guns in place of the Karas' side-mounted turrets and CIWS. They retained the Kara-IIs' torpedo armament, though they incorporated different ASW depth-charge projectors. Most significant of all, however, was the S-300 "Fort-M" missile complex between the funnel and the helicopter hangars. This boosted engagement range to 150 kilometers, more than three times that of any contemporary Soodean AA weapon, and closed a widening gap in Soodean fleet air defense.

In addition to their significant AA and ASW armament, the Ostrii-class cruisers also include a surprisingly extensive electronic warfare suite. While still less capable than a dedicated intelligence-gathering ship, the Ostriis represent a major improvement in the SIGINT capability of Soodean combat battlegroups, providing a secondary ability to monitor hostile communications in a crisis situation. In a naval engagement, they would be able to pinpoint the direction of hostile radio chatter in order to help locate a hostile fleet which has not maintained radio silence. They are also fitted with a large number of powerful ECM arrays, allowing them to provide powerful missile and communications jamming for self-defense and possibly for the defense of other ships in a battlegroup.

The introduction of the first Kirigumo-class destroyer placed the status of the Ostrii program in doubt. Armed with the same S-300FM SAM complex, two helicopters, and a developed (if not quite as powerful) electronic warfare suite, this vessel offered similar capabilities to the larger Defensive Cruisers in a considerably smaller package. New construction of Ostriis was drawn to a stop, with the last vessel completed in November 2008. Hard-pressed to maintain a strong defensive naval capability, the Imperial Soodean Navy considered several programs to refit the Ostrii-class cruisers in order to keep them relevant in the 21st century.

The most successful proposal was to mount a Nebo-M VHF radar in place of the existing MR-700F Pobderzovik 3D scanning radar. This modification was first carried out on the ISS Chimuri (C-247) in late 2007, with the ship undergoing ocean trials in early 2008. Experience with the initial layout showed mixed results: the radar performed well against low-RCS dummy targets, but after the ship sailed into a squall to test high sea-state resistance, the large array's mount was damaged by strain and seen to be slightly crooked, unable to rotate. The vessel was subsequently called in for further refits, and for a while there was widespread speculation that the program had met its end. In November 2008, however, ISS Chimuri was seen with a sturdier traversing mount for the Nebo-M, and apparently passed high-seas trials in the following month. As of December 2014, about three-quarters of the Ostrii-class cruisers have been fitted with Nebo-M VHF radars, and the remaining quarter are scheduled for eventual refit as production schedules allow.

Design:

Shortly after regaining its independence in 1964, the Democratic People's Republic of Menghe (predecessor regime to today's Soodean Imperium) faced fears that an enemy invasion by sea would again threaten the nation with hostile occupation. In addition to building up conventional forces, they also began work on a larger and more powerful navy that would serve to head off any invasion fleet before it could arrive at the shore. At first, conservative elements in Naval High Command downplayed the importance of anti-ship missiles, which were at the time still entering the testing stage in other world navies. Treating these new weapons as a supporting tool rather than a front-line weapon, and acting on the cultural assumption that two fleets which had exhausted their missiles would close for a gun battle to finish the engagement, High Command instead constructed a series of gun-armed "Heavy Destroyers" which would be tasked with harassing enemy surface-action groups and making head-on assaults on troop transport formations.

As the years passed, however, this lack of faith in missile warfare quickly proved to be misplaced. News of the successful employment of missile-armed warships elsewhere in the world led to growing fears that the newly rebuilt Menghean Navy would not be effective in a surface engagement. In particular, it was noted that while Coastal Defense units had large numbers of Soviet-designed Osa missile boats, fleets operating further from home would have no dedicated short-range AShM assets. This led to an urgent requirement for an "attack frigate" armed with P-15 anti-ship missiles, to support the Heavy Destroyers until they could close with the enemy. The resulting vessel resembled a destroyer of the Second World War, but featured trainable AShM launchers in the place of torpedo tubes. It was also armed with the "Osa M" ship-based SAM launcher for defense against aircraft, and four AK-630 multi-barreled cannons for point defense. An interesting feature was the installation of large mine rails running from the stern up to the foredeck, seen here only partly loaded; given Menghe's overall strategic situation, it was expected that destroyers, frigates, and former cargo vessels would take part in a major effort to mine the main approaches to the country in the event of a war.

The new design, named "Skopa" (Osprey), was built in large numbers in the 1970s, but soon proved to be little more than a stopgap measure. Its P-15 missiles had a fairly poor range, and were extremely vulnerable to jamming and countermeasures. This proved to be a growing point of strain with the Soviet Union, which refused to provide updated P-15 seekers or P-120 "Malakhit" anti-ship missiles. The DPR Menghe Naval Design Bureau made several attempts to design improved anti-ship missiles of its own, and did succeed in creating a P-15 upgrade with extended range and improved ECM resistance, but by the early 1980s there was serious discussion of trying to acquire Exocet missiles for Skopas and light missile craft.

After the military coup that overthrew the Democratic People's Republic in 1987 and installed today's Soodean regime, the obsolescent Skopa frigates were gradually phased out of service in favor of dedicated missile-armed destroyers. Some ships were refitted with Kh-35 anti-ship missiles for use as a forward screen against corvettes and frigates which did not merit the use of heavier AShM assets, while others were refitted with land-attack cruise missiles for use as standoff support craft for amphibious landings. As of 2008, the remainder have been scrapped or converted into target barges.

Design:

The long-awaited answer to the ISN's need for a missile corvette with heavier armament than the old P-15 "Termit," the Shota-class entered service in 1999, with construction beginning shortly after the Soodean Imperium's Kinsei Missile Design Bureau acquired a production license for the P-270 "Moskit" anti-ship missile. Though bearing a functional resemblance to the Soviet Tarantul-III and Molniya classes, it is an entirely unique design.

Equipped with a powerful engine and six supersonic anti-ship missiles, the Shota is designed to sprint out of a defended port on the coast, engage enemy surface targets, then quickly withdraw to safety. With sufficient supporting vessels, these corvettes could accompany larger fleets on offensive operations up and down the coast or set off on a long-distance counter-strike on a carrier battlegroup, adding to the firepower of a surface action fleet. In most situations, however, they would be used as coastal defense assets, launching counterattacks against incoming landing forces. In this type of operation, they would act with the support of land-based aircraft, which would engage enemy AWACS and draw away ground-attack aircraft in order to improve the corvette flotilla's odds of reaching the target intact.

In peacetime these vessels are sometimes seen acting as stand-in coastal patrol craft, though this role is usually handled by dedicated patrol vessels like the Fekhtoval'shchik. In the early stages of a major conflict, official Naval plans suggest that they would contribute to widespread efforts to lay defensive minefields. In several naval exercises Shotas have been seen to fire missiles while approaching an enemy fleet, then turn around and lay mines in the enemy's general path while withdrawing. Official published papers, however, suggest that dedicated combat vessels like the Shotas would be needed full-time for combat in a major defensive war, leaving the majority of minelaying duties to older vessels and coastal patrol craft.

Shota-II

About midway through the Shotas' production run, concerns were raised that the P-270 Moskit anti-ship missile - by that time almost thirty years old - would need replacement. An interim solution came in the development of an extended-range, lower-flying upgrade variant, but there was also a decision to fit several new-build Shota-class with launchers for the 3M-54 Klub anti-ship missile. These missiles were mounted in angled tube mounts, with two quads on each side in place of the larger P-270 tubes. In addition to bringing a modest extension in range, this armament layout nearly tripled the number of missiles available for firing. Most Shotas commissioned after 2006 are of the Shota-II arrangement.

The Decembrist Revolution

Overview:

The Decembrist Revolution, also known as the 1987 Coup and the Glorious Soodean Revolution, was a brief military coup and civil war that resulted in the fall of the Democratic People's Republic of Menghe and the rise of today's Soodean government. It began on 21 December 1987 and officially ended on 5 May 1988, though sporadic patches of Loyalist forces continued to resist until the fall of 1988. The Decembrist Revolution is a topic of great national pride in the Soodean Imperium, and was the namesake of the country's first supercarrier, Dinmeizori Daishinsheng.

Causes:

While the government of the DPR Menghe had been fairly popular in its initial decades, by the early 1980s it was clear that the country was entering a period of decline. The country's economic growth, having made a surprisingly rapid recovery between 1965 and 1977, slowed in the late '70s, and from 1982 onward there were frequent shortages of key goods. Corruption, once a minor problem for the Menghe government, also ran rampant, leading to a decrease in the popularity of the regime. These problems, combined with a lack of work opportunity, led many people to resort to theft and banditry, which became so severe that by late 1986 there were areas of the countryside which even the National Police would not patrol.

In an attempt to alleviate these problems, the Menghe government loosened restrictions on business ownership in 1985, hoping that private ownership of the means of production would spur the economy back into growth. Due to the aforementioned problems of corruption, however, the new enterprises were often run by the politically well-connected, who used their new power to cut wages or hoard goods. It is not clear how widespread this abuse of power was, as the Soodean movement had (and still has) a strong incentive to exaggerate the internal danger of Capitalism. Nonetheless, there is widespread evidence that the privatization of the economy proved a deeply divisive issue, attracting outrage from more radical Communists who were already dismayed with the growing problem of corruption.

Gemin Square:

The final straw came in late 1987, when an unusually dry summer and a cold autumn resulted in one of the poorest harvests the country had seen since the Great Occupation. Speculators in the main semi-private enterprises responded by buying up large stocks of wheat and rice, driving the price of food even higher. On the morning of 12 December 1987, a small group of protesters appeared in the central square at the capital of Tianking to request that the central government confiscate food stocks from the private storehouses and distribute it to the people. These protesters were quickly detained, but by the next morning a larger group had gathered in their place to make the same demands. Over the next week, the size of the crowd occupying Gemin square continued to grow, with thousands of people braving the cold winter to submit their demands to the national authorities.

Su'Chong 6

Overview:

The Su'Chong-6 is the latest tank (or, rather, family of tanks) to enter service with the Soodean Military. It exists in a variety of variants, ranging from the reserve-grade SCh-6A to the highly advanced SCh-6E. The main variant, Su'Chong 6BCh, is considered roughly equivalent to main-line Western MBTs like the M1A1 Abrams and Leopard 2A6, despite having considerably greater ease of production and maintenance. Nonetheless, it remains inferior to the advanced next-generation tanks which have entered service in many nations. The Su'Chong-6A first entered limited service with the Soodean Ground Forces in 2004, and after a revision-fraught development, the Su'Chong-6BCh now equips an increasingly large number of front-line units.

Armament:
One of the core requirements for the new tank was a more powerful gun fed from a bustle-mounted autoloader. The reasons for this were twofold. Firstly, the ammunition used by previous Soodean tanks had used a two-piece layout for easier carousel-based autoloading, which limited the length of the penetrator in APFSDS ammunition. Of secondary but nonetheless significant importance was the central location of the carousel autoloader, which often led rounds to "cook off" when the tank was damaged and kill the crew.

In order to maintain backwards commonality with existing stockpiles, the gun's caliber was kept at 125mm, but a new one-piece round was designed with a longer "dart" that extended further back inside the already expanded charge. This allowed the gun to achieve a higher muzzle velocity with a larger "dart," thus greatly increasing its usefulness against enemy armor. According to official Soodean military documents, at a range of 2,000 meters the latest 127-D2V4 APFSDS ammunition can penetrate 900mm RHAe armor. Even when rounding down for exaggeration, this figure is enough to offer a fairly high probability of penetrating the armor of an M1A1 Abrams, Leopard 2A7, or Challenger 2 across the frontal arc. The threat of more heavily-armored tanks entering service in the near future has led to work on the 127-D2V5, which some sources claim will offer up to 1200mm RHAe penetration, but this ammunition is unlikely to enter service for a few more years.

Another important feature of the design process was a requirement for a long-range, highly accurate anti-tank guided missile. This requirement stemmed from the threat of war with Maverica, whose border with the Soodean Imperium consists primarily of vast, fairly level scrublands and grasslands. At a tactical level, this has resulted in a doctrinal preference for long-range standoff anti-tank capability, in the hopes that oncoming armored counterattacks can be thinned out before they make contact with the Soodean advance. Thus, from the project's beginning, all Su'Chong-6 variants are backwards-compatible with the 9K112 Kobra and 9M119M Refleks gun-launched ATGMs. The Su'Chong-6BCh brought with it the introduction of a new missile, 127-Kh2V1, which offered improved range (~7,000 km under optimal conditions) and penetration (1000mm RHAe after ERA) than the Refleks, as well as slightly improved accuracy. A new missile being developed for the Su'Chong-6E is rumored to offer even greater range along with a lock-on-after-launch/fire-and-forget capability, but as of December 2014 no prototypes have been tested.

Other ammunition types include the 127-H2V1, a high-explosive multi-purpose shell incorporating a shaped charge, and the 127-H2V3, which adds an improved airbursting/proximity fuse for limited self-defense against helicopters. This capability, however, only works to its full extent when the round is matched with the electronics of the Su'Chong 6E variant still in development.

The 125mm caliber of the new ammunition types soon raised concerns from the logistics department. In an official letter sent to the Tueshuan Design Bureau on March 5, 2005, the Sub-Marshal for Ammunition Supply noted that while the Su'Chong-6 autoloader was capable of accepting earlier two-piece 125mm rounds, earlier tanks' autoloaders could not accept the Su'Chong-6's one-piece rounds, setting up a potentially dangerous situation in which a desperate battalion of T-64BVs which had requested a shipment of "125mm tank shells" could easily find itself supplied with incompatible one-piece ammunition. After a period of heated debate on the infeasibility of re-chambering the tanks' guns mid-development, it was decided that the Su'Chong-6's gun would henceforth be officially referred to as a "127mm piece" and its ammunition as "127mm ammunition," even though there had been no change in caliber (Hence "127-D2" APFSDS ammunition designations). This became a source of great confusion in the media, with many sources reporting that the tank carried an actual 127mm gun, or that the caliber differed between variants. It was only in September 2007 that the Tueshuan Design Bureau released a statement clarifying that the difference in caliber was purely a matter of nomenclature.

All Su'Chong-6 variants feature the same secondary armament - a 12.7mm NSV machine-gun on the commander's cupola, and a 7.62mm PKT machine-gun mounted co-axially with the main gun. The former can be aimed and fired from a buttoned-up position in all variants, though the arrangement of the optics and the layout of the gun-laying drive differ considerably between the 6A/B and 6BCh/E, with the latter mounting a much larger optics set for the commander.

Su'Chong 6A:

The first variant to be accepted for service after the initial prototype trials, the 6A features applique armor skirts over the treads and a slightly thicker turret front compared to the initial prototype. Its optics and electronics are fairly rudimentary, and it lacks advanced ERA. In some ways, the 6A still fell short of other MBTs already in service at the time, especially in terms of protection and accuracy. Nonetheless, its main armament still offered considerably more penetration capability, as well as backwards-compatibility with the Kobra and Refleks ATGMs. Its simplicity of equipment, meanwhile, means that it can be produced in large numbers in an emergency, and it has been retained in limited service with the expectation that many more would be built in the event of a total war.

Su'Chong-6B:

While the Su'Chong-6A represented a major advance over existing tanks in the Soodean arsenal, it was still widely recognized that this particular MBT was only the first step in a larger family. Most notably, it lacked explosive-reactive armor, which had been a major feature of the original 1994 design requirement. And while the SCh-6A's thick composite base armor was a marked improvement over that of the previous Su'Chong-5, it was still no match for the latest anti-tank munitions, leaving the tank highly vulnerable in the open-field fights that many predicted it would face.

As such, in late 2007 two upgrade options were proposed. The first was a modest, low-budget option, which added heavy ERA on the turret, glacis and hull sides but retained the SCh-6A's rudimentary optics and electronics. A more ambitious program, which would include new ammunition and fire-control systems, was also put forth as a better option. High Command initially favored the latter, but even when accounting for recent trade agreements there were concerns about the availability of the necessary fire-control electronics. This was a particular problem because military planners highlighted the importance of a simple design that could be rushed into rapid production in the event of a high threat of invasion. In the end, both variants were chosen for serial production: the less expensive SCh-6B for the backbone of Army units, and the more advanced SCh-6Ch for key vanguard formations.

The ERA used on the glacis and turret is a newer design similar to the Shtora armor on the T-90S. This makes it effective not only against shaped-charge munitions, but also against the kinetic energy rounds used by most modern MBTs. Official State sources claim that the vehicle's turret front is capable of reliably stopping ATGMs in the 150mm range,

Su'Chong-6Ch:

A combination of the 6B with a hypothetical offense-improved 6Ch, the "Su'Chong-6Ch" is currently the most widely produced Su'Chong-6 variant, and the most advanced to see service in front-line units. Its Relikt ERA is supported by laser warning receivers and a Shtora-1 countermeasures suite, which reduce the chances that a laser-guided missile will impact successfully. While not limited to this variant, the more powerful 127-D2V4 APFSDS and 127-Kh2V1 ATGM were first introduced on the Su'Chong-6BCh. It also features greatly improved optics and electronics, which were made possible by military trade and research agreements with more technologically advanced allies. Government sources claim that it is superior to the similar T-84 Oplot-M, and that it is capable of standing toe-to-toe with Maverican M1A2 Abrams tanks under the right conditions.

Su'Chong-6E:

The 6E is considered by many to be the final development of the Su'Chong-6 family, even though it remains largely in the prototype stage and little clear information about its capabilities is publicly available. Apparently a considerable step up from the 6BCh, it offers yet another major improvement in targeting electronics. It is also the first Soodean vehicle to feature an active protection system, designed to shatter or detonate incoming rounds before impact. It may be designed to accommodate a new fire-and-forget anti-tank guided munition, though even less is known publicly about this project.

A small number of publicly released documents suggest that there has been substantial internal debate over the role of the Su'Chong-6E in the "Future Main Battle Tank Program;" some consider it to be a lasting vehicle for service into the 2020s, while others see it as an interim solution until the more capable but much more problematic Su'Chong-8 program produces a usable prototype.

Design:

Though based on the concept behind the Swedish CB90 fast assault craft, the Type 1121 is not a direct copy of the former, resulting from an independent design process. The requirement for the craft was drawn up in 2009, after decades of complaints by the Marine Infantry that their existing semi-open riverine/coastal transports offered too little protection from the elements and from enemy fire. The Type 1121 is not only better-protected than its predecessors, incorporating a fully enclosed transport cabin with protection from small-arms fire and shell splinters, it also offers minimalist sanitation facilities for longer voyages. It is also fairly fast, able to make almost 50 knots under favorable conditions, and highly agile. These properties grant it better seaworthiness and endurance in longer-distance assaults, which are permitted by its 350-nautical-mile travel range.

Type 1121P:

The most numerous variant produced by the Type 1121 program, this type of craft serves primarily with the Coastal Security Branch of the Imperial Soodean Navy. Its armament consists of one HMG and four GPMGs, although some units also feature six stored Igla-S MANPADS launchers for defense against enemy aircraft and helicopters. In peacetime, these vessels patrol the Imperium's riverine and maritime borders, where their fairly heavy armament makes them suitable for engagements with armed smuggler vessels and the deterrence of minor incursions. In the event of a major defensive war, they could be dispatched to harass enemy landing forces, lay mines, transport troops, or provide escort for larger missile corvettes in short-distance strikes.

Type 1121D:

The Type 1121D (for "Desant") is a variant of the Type 1121 optimized for short-range transport of Marine Infantry units. Each craft can carry 16 fully equipped soldiers in the armored troop compartment, making them roughly equivalent to the Ka-27 in terms of the dismounts' organization. Indeed, the craft is sometimes known as the "skipper helicopter" by its crews. Its armament replaces two of the PKM/PKP machine-guns with Metis-M anti-tank guided missiles, the same type carried by a Boat Assault Marine Infantry platoon's weapons squad. These are typically fired by the transported infantry, meaning that they cannot be used after the troops have disembarked unless a fireteam stays back to man them or the craft's machine-gunner and copilot take over.

Type 1121A:

This relatively unique craft was produced in relatively small numbers as a special sea-borne fire support platform. Typically, these craft would travel alongside larger formations of "Desant" models, providing dedicated fire support for troops on the shore and beating back enemy counterattacks. For this purpose, they are armed with an 82mm "Vasilyok" automatic mortar, which is mounted on an exposed platform aft of the crew compartment (which is used for ammunition storage). Additional anti-tank capability comes from the installation of one or two Ataka-V ATGM systems amidships; unlike the Metis-M launchers on the Type 1121D, these are operated by the larger on-board crew of 11. Curiously, the Ataka-V ATGMs have a longer range than the automatic mortar (5,800m vs. 4,700m), and allow the vehicle to engage tanks from outside of their gun range when presented with a clear line-of-sight.

Political Parties and Factions in the Soodean Imperium

Overview:

Officially, the Soodean Imperium is a one-party state; the only political organization recognized in the national government is the Soodean Statist-Socialist Party (SSSP). Founded as a pact between revolutionary military officers in January 1986, the SSSP was officially established as the nation's main political party immediately after the 1987 Decembrist Coup, with Emperor Su Dou at its head.

Since the nation's founding, however, the SSSP has experienced strong internal differences of opinion, and at present it exhibits a notable divide between two internal factions. Colloquially, the two factions are known as the Hawks and the Sparrows, after two birds with a prominent place in Su Clan legend. Officially, both groups owe allegiance to the same ideology, and when placed in the overall global context their views bear many similarities. Nonetheless, the division between the two has become an increasingly major feature of Soodean politics in recent years. While occasionally interfering to weed out the more radical elements, Su Dou and the upper leadership have allowed the division to persist, stating that it allows a "national conversation on the future course of the country." Whether this reflects genuine sentiment or concern for the ramifications of supporting one group against the other is hard to tell.

The Hawks:

The more aggressive of the two factions, the Hawks originated as the remnants of the military government that took power in the Decembrist Coup. Their preferred policies have largely inherited this vein of military thought. The Hawks' views stem largely from a fear that the Soodean way of life is under threat from external military and cultural forces, and must be protected at all costs. This is best seen in their tendency to support greater expansions in the size and capabilities of the Soodean armed forces, but it also extends to a tendency to promote military values at home. In some ways, the Hawks perceive foreign culture to be just as deadly as foreign military strength, and seek to save "noble" Soodean tradition from the "decadent" lifestyles of the modern age.

The Sparrows:

While the Hawks trace back their political origins to the military officials that overthrew the DPRM government, the Sparrows originated with the Civilian Transitional Leadership those same officials set up in 1988. Like the Hawks, they perceive a growing threat to the national culture, but they see the solution in a different way. More specifically, a concern shared among many Sparrows is that the resources devoted to military buildup would be better spent on fostering cultural development, improving infrastructure, and raising the national standard of living.

Foreign interpreters often make the mistake of identifying the Sparrows as a reformist, pro-democracy, or even pro-Capitalist faction in the SSSP. This is simply not true. Indeed, at their core, the Sparrow faction shares the Party's concern for collective rights and traditionalist culture. The key difference is that they see the martial overtones of the military regime to be just as stifling to the Soodean way of life.

Description:
The Type 71 patrol boat was one of the first naval vessels independently designed in the Democratic People's Republic of Menghe, though its development would not have been possible without generous aid from the USSR. Due to the pressing need to defend the nation's maritime borders against a wide range of threats, the new ship was designed to fulfill a dual purpose: in addition to serving as an armed patrol gunboat, it also came with a token ASW capability. Notable for their cramped, spartan interior and low-cost construction, the ships were remarkably durable, and the basic patrol variant remained in production until the mid-1990s.

In 1976, the first of the new Type 71-II variants entered service; these replaced the depth-charge racks with a dipping sonar and the ASW rocket launcher with 400mm homing torpedoes, offering a better anti-submarine capability. Nonetheless, due to the poor quality of the sensors, these vessels proved to be of little value in anti-submarine warfare; production was discontinued not long after its start, and very few remain in service today. This decision was also influenced by the fact that the placement of the torpedo tubes prevented the installation of mine rails. Such a choice offers a window into the priorities of the Menghe People's Navy, and the ISN that followed it: the National Plan for the Defense of the Country's Naval Aspect places a great emphasis on the use of coast-guard patrol vessels in the deployment of large defensive and possibly offensive minefields.

These vessels were used by both Loyalist and Revolutionary forces in the fighting that followed the 1987 Decembrist Coup, where they proved to be more than competent in small-arms engagements. After the Soodean government consolidated its power, most surviving Type 71s were kept in service, though a substantial fraction of the arsenal was scrapped due to a lessened need to chase illegal emigrants. Since then, the stock of Type 71s has been gradually reduced, with older boats being scrapped or used as sources of spare parts while the newer ones remain in limited patrol service. Nonetheless, due to the large number that were built and the overall hardiness of the design, it seems that they will remain a substantial part of the Soodean patrol fleet for years to come.

Description:

The Hikishio-class destroyer is in some ways a "spiritual successor" to the Namikaze-class artillery destroyer, albeit with a more consistent match to a more consistent doctrine. In some ways, its origins can be traced back to the proliferation of "modern surface combat destroyer" proposals put forth in the early 1980s under the Democratic People's Republic of Menghe government, but its development process officially began in 1989 with a State request for a "fast destroyer carrying a main battery of eight supersonic anti-ship missiles." Low cost was a particular priority, as the country was still recovering from the 1987 Decembrist Coup and High Command was feeling a pressing need to replace their aging warship designs with vessels capable of intercepting enemy fleets at a safe distance from the Soodean homeland.

Work on the new "Attack Destroyer Program" began in 1991, but development was stalled during heated negotiations over the acquisition of new anti-ship and anti-air missiles from the Russian Federation. The first ship, D-234, was finally commissioned on 7 March 1997 with the name Hikishio, or "Ebb Tide." The next six vessels, all completed in 1998-2000, displayed a notable variation in type and layout of sensors, evidence that the design process was still ongoing; but by 2001, all new "Hikishios" settled on a more or less common sensor arrangement, which is pictured above. Production continued at a steady pace for the next few years, but jumped to a high rate following the start of the 2004 "Build Up the National Navy" program, with twelve vessels commissioned in 2010 alone.

Armed with a main battery of eight improved P-270 "Moskit" anti-ship missiles, the Hikishio is optimized for combat against other surface targets, designed to "sprint" towards its target under the propulsion of its powerful gas turbines, release a missile salvo, and then withdraw. Most Hikishios are also equipped with a secondary battery of Kh-35 AShMs for "self-defense and the engagement of smaller vessels or low-priority targets." Like many Soviet-styled vessels, they are bristling with electronic warfare equipment for both active jamming and passive interception of enemy signals; even by Soodean standards they are notable for their focus on combat operations under conditions of full radio and radar silence. Their anti-air armament is sufficient only for self-defense, and it should be noted that all vessels with the exception of the experimental D-364 lack the "Kashtan" combined gun/missile CIWS found on many Soodean vessels of comparable size. These destroyers are also fairly underwhelming in terms of their anti-submarine capabilities, armed with fairly capable ASW weaponry but hampered by poor-grade sonar.

The Soodean Political Project

Overview:

The "Soodean Political Project" is an over-arching term often applied to the long-term political goals of the Soodean Government which came to power in 1987. Its deepest origins lie in a particular interpretation of the works of Karl Marx, and in particular the Communist Manifesto. More specifically, the Sudei Political Party has its roots in the axiom that History represents a gradual progression in the mentality of human individuals and societies through a gradual progression in the organization of their socio-economic systems. Thus to a great degree History can be seen in the form of a rough transition from tribal organization to slavery, feudalism, and capitalism, followed by Socialism and Communism.

The past-facing section of this worldview receives comparatively less attention from the Sudei, but the latter prediction takes front and center stage. As Emperor Su Dou explained in his 1988 Manifesto on the Goals of the Su Movement, "Today's human minds are increasingly oriented toward the short-term wants of the individual, [...] [y]et in order for a truly Communal society to function, all human minds must be oriented toward the long-term needs of the greater society. And this change must take place not at the conscious level, where it is a mere superficiality brought up whenever it is convenient, but at the subconscious level where it is a natural part of the human thought process." In other words, the driving belief is that true Communism in the sense of a stateless, property-less web of communes cannot exist as long as human beings are selfish and opportunistic.

Here enters the deeper and more nuanced interpretation of "true Socialism," which is here treated as an arrangement of economy and society built around a centralized State with considerable authority over matters of exchange, culture, education, industry, and the like. The goal of this Socialism, in Su Dou's view, is to prepare a human society for the eventual onset of true Communism by instilling proper values and priorities in its citizenry - in essence, a Social Engineering project on an enormous scale. Influences of this project can be seen across all sectors of Soodean daily life, from the modes of music and film promoted by the State to the modest but grandiose architecture appearing throughout Soodean cities. Notably, an important tenet of this process has been the emphasis on subtle and indirect reinforcement of the selected ideals, rather than shows of blatant propaganda that would lose credibility. In part through its attachment to a strong nationalist campaign, the new values have proliferated rather steadily, though they have received fire from many prominent Libertarian-oriented critics at home and abroad.

The nature of this "Soodean Political Project" is complicated by the simultaneous promotion of more traditional social values, as illustrated most clearly in the christening of the entire political movement after the half-legendary Su State which once occupied the mountains of the country's central southeast. Upon closer investigation, however, the pairing of economic Socialism and cultural Conservatism is not as contradictory as many critics claim. At its core, the Sudei Party's goal is to promote values that favor the well-being of the greater society over the well-being of the individual - or, more accurately, to promote the idea that the well-being of the individual is dependent upon the well-being of the greater society. And this line of thought has clear roots in the centralized, collectivist qualities that defined earlier civilizations such as the Su State in memory if not necessarily in reality.

Implications for Foreign Policy:

Surprisingly, despite its often radical politics at home the Soodean government is fairly moderate where issues of foreign policy are concerned. The 1988 Manifesto contained several veiled references to the promotion of this Soodean ideal abroad, and during the 1990s there was a prominent if disappointing effort to build up the Soodean Revolutionary Navy's expeditionary capabilities with the goal of "showing the flag" further abroad and supporting like-minded foreign movements (note especially the 1994 Soodean Involvement in the Vingarthian Civil War and the 2002 involvement in the failed War for the Defense of Masalia). Since then, however, Soodean officials right up to Su Dou himself have released numerous statements affirming that their efforts at societal reform are strictly limited to their own territory. These statements are backed up by an examination of Soodean policy, which has included a refusal to ship arms to revolutionary movements abroad and a willingness to engage in trade and military alliances with several Capitalist countries.

Even so, foreign officials dealing with the Soodean Imperium often make references to a touchy "Red Line" beyond which Soodean officials refuse to negotiate. While willing to engage in friendly relations with non-Socialist governments, the Soodean leadership adamantly refuses to make any concessions regarding its own policies at home, or to take part in any agreements that would violate its authority at home. This often manifests itself in stringent and often seemingly arbitrary restrictions on the import of certain foreign goods, and a virtual ban on foreign corporations operating on Soodean soil. Such policies are often directly at odds with the Sudei Party's efforts to develop and modernize the country through policies of comparative-advantage trade, and have been the subject of intense discussion in the National Politburo.

Majian-series Anti-Ship Missiles:

Overview:

"Majian" (literally "Sea Sword") is a designation for surface-launched anti-ship missiles used by the Soodean Imperium and the Democratic People's Republic of Menghe. In the typical Menghe-Soodean designation system, it consists of the series name or abbreviation (Majian or MJ) followed by a number representing its place in the series and a letter or series of letters indicating the variant. Variants of MJ anti-ship missiles with a land-attack capability are given the variant letter -T (Tu, Earth), while variants of land-attack missiles with an anti-ship capability are given the variant letter -M (Ma, Sea), not to be confused with the typical M = Modernized used in Russian equipment.

List of Majian-series munitions:

The first seven missiles in the Majian series were essentially re-namings of domestically produced Soviet-designed munitions; MJ-1 was the P-15 Termit, MJ-2 was the P-35 "Progress," and so on. Some of these, however, underwent extensive modification as part of the domestic development process; the MJ-1 Kai-2 was a lengthened P-15 similar to the Chinese "Silkworm" family, and the MJ-5ChS featured a more efficient engine and a lower terminal flight altitude than the later P-270 variants. Note also that the armament of the Standart-class cruiser, though essentially a reverse-engineered P-1000 "Vulkan," was designated "Majian-2 DaiKai" - an "Extremely Improved" P-35 missile.

Predecessor Regimes to the Soodean Imperium

Overview:

While the Soodean Government is well-known for its tendency to portray itself as the inheritor of a long and glorious traditional past, the reality is considerably more complicated. Indeed, the term "Soodean" has hardly been in use for thirty years. Prior to that, the land was ruled in a more or less continuous territorial state by a succession of shorter-lived regimes, typically under the name of "Menghe." While these unions began out of a sense of necessity, decades of nationalist rhetoric gradually transformed them into a "Nation" in the proper sense of the term.

While smaller states and territorial units have occupied the current Soodean land for over two millennia, this article will begin in the modern era, with the first attempts at unification close to a century ago. Note that it is intended mainly as a historical overview of the different eras themselves, rather than a comprehensive examination of each.

Greater Menghe Republic: 1902-1928

The first "precursor state" commonly identified in Soodean literature is the Greater Menghe Federative Republic. Close to a hundred years prior to this government's establishment, the various local cultures of today's Soodean territory had been mostly consolidated into three dominant states: Regia, Esfahad, and Donghua [OOC note: these may be subject to revision]. For most of the 19th century, these three powers coexisted in relative peace with one another, and several proposals were made to form a "Confederation of Southern Tethys." By the close of these years, however, all three had begun to enter a period of decline, plagued by internal corruption and concerns over overpopulation. The situation was pushed over the tipping point by the "Century Earthquake," a catastrophic tremor which struck on September 21, 1899, and caused unprecedented devastation across the northeast sector of today's Soodean Imperium.

Unable to adequately respond to the problems of rebellion, famine, and economic stagnation, and increasingly concerned that neighboring powers would attempt to take advantage of the situation, the three states held a conference in the city of Lamhua, where the leaders reluctantly agreed to form a "union of necessity." This new state was named "Menghe," literally "Southern Union," and took the form of a federal system with equal representation of the three former states overseen by a central government. The system was fairly modern for its time, with a representative parliament that elected prime ministers to five-year terms, and some historians argue that it was the most democratic of the "predecessor regimes." Even so, universal suffrage was never truly achieved, as the laws concerning appointment of ministers varied from region to region. Thus, while representatives from Menghe were sometimes democratically elected, those from Esfahad were typically appointed by provincial authorities.

The Greater Menghe Republic placed a strong emphasis on restoring economic growth and modernizing the country. Economic organization was generally mixed; private enterprise was permitted, and even encouraged, but the government owned a large stake in major industries. Indeed, under the policy of "Korporat'zhad," the State encouraged the growth of monopolies under the assumption that they would generate economies of scale and allow bureaucrats to manage a few heads of industry instead of many. Private in name but professing loyalty to the government, the new corporations were used as a contracting tool to implement State infrastructure projects. Railroad construction received special priority, linking the new country's industrial centers, while a number of hydroelectric dams were built across several large rivers. International trade was also encouraged, and the Three States' relative isolation gave way to a Menghe policy of openness. The new Republic received much praise from intellectuals of the time, especially as the decades passed and the country began to prosper. Common folk, however, were generally apathetic; despite their relief at the country's progress, most people still considered themselves Regians, Dongyan, or Esfahadin.

Dai Tonghe Empire: 1928-1948

As time progressed, the sweeping political reforms and rapid economic growth of the Greater Menghe republic began to concentrate power into successively fewer hands. Many historians identify a tipping point in September of 1927, when Isoku Todai announced that he would break with constitutional regulations and pursue a second five-year term as Prime Minister. Many representatives, especially those aligned to the Democratic-Republican and White Feather Parties, viewed this as a blatant power grab. Parliament was prepared to order an impeachment of the Prime Minister, but Todai had spent much of his previous term building close connections with high-ranking economic and military officials. On the day that the letter of impeachment was to be put forth, Army troops stormed the National Assembly Building and declared that Parliament had been dissolved as a "matter of national security." The heads of the opposition were placed on trial for sedition, and all representatives associated with them were removed from their posts. In late January of 1928, Prime Minister Todai completed his coup d'etat by declaring the establishment of the Dai Tonghe, or Greater Union of All and putting forth a new constitution.

The new regime was marked by growing tones of Nationalism and Militarism. Army officials soon worked themselves into positions of civil influence, and old figureheads like Emperor Hikari of the past Donghua line were elevated to godlike positions. This new rhetoric found sympathetic ears among the common people, who were proud of their country's economic growth and frightened by the aggressive rhetoric of other nations. The early 1930s were marked by sweeping purges of "decadent" or "treasonous" persons, many of them initiated at the local level by committees of nationalist villagers. This period also bore witness to the centralization of the economy; fearful that corporate leaders would prove uncooperative, and hoping for greater control over the economy, State officials gradually took possession of the country's major corporations, often portraying their old holders as greedy and corrupt in order to justify such actions. With the main internal enemies suppressed, attention turned to external ones; eager to display their new-found strength and secure global influence, military officials began calling for a campaign to place oppressed neighboring people under the Dai Tonghe's benevolent administration.

[OOC Note: This section is a placeholder, and will be revised when/if a canonical RP for the era takes place] At first, the so-called "Great Conquest" progressed favorably, with nearby enemies overwhelmed by the Army and Navy's Typhoon Offensives. As the years passed, however, the increasingly aggressive attacks began to draw hostility from other regional powers. By 1942, it was clear that the tide had turned and the war could not be won. Unwilling to surrender, Dai Tonghe forces continued to fall back in the defensive until 1948, when the capital city of Tianzhengcheng was captured and Emperor Hikari killed.

The Great Occupation: 1949-1964

The Great Occupation is remembered as a particularly dark chapter in the history of the Menghe and Soodean people, and rightly so. Following their victory, the opposing powers set up a temporary administration which governed the country in a brutal fashion, taking advantage of its free rule to authorize the mass exploitation of a new colonial people on a mass scale. Multiple famines ravaged the country as food surplus was exported abroad, and working conditions proved abysmal if not horrific. Just as the Dai Tonghe's triumphs had united the people around a single cause, however, the Great Occupation united them around a common experience of oppression.

The Democratic People's Republic of Menghe: 1964-1987

Following an administrative "hiccup" regarding the failed renewal of the Occupation's colonial mandate in 1964, pay to Occupation troops was suspended, and rebel groups across the country took up arms in an attempt to liberate their land before the Army could react with reinforcements. This effort proved successful, in part due to apathy on the part of the Occupation's overseeing countries, and by the following year a formal government was set up in the capital of Dongzhengcheng (today Su'Cheng). In a reaction to the exploitative conditions of the Occupation, the new regime built itself around Socialist principles, and sought to align itself with the Soviet Union [OOC note: USSR will eventually be removed from canon].

The DPR government was built around a Central Politburo, which in some ways represented a revival of the Menghe Republican Parliament. In practice, however, real political power lay with the Premier of the Menghe People's Socialist Party, whose decisions were rubber-stamped by Politburo officials. The military was once again influential in civic politics, a result of its prominent role in securing power, but its goals had changed from imperialist offense to counter-offensive defense. The main exception to this rule was its support for Communist movements around the region, particularly in the neighboring state of Firmador. During the initial stages of its rule, the government was very popular, in part because the reconstruction efforts of the late 1960s to early 1980s brought about satisfying economic growth. This allowed the government to rely on a policy of "Social Enforcement," suppressing critics of the regime through village-level shaming rather than imprisonment or exile. This initiative coincided with efforts to further solidify the many local identities into a single sense of Mengheyan nationhood. As time went on and the regime's support waned, however, political conditions became more oppressive.

Ever since the re-organization that followed the Revolution, the Menghe economy was managed under a two-tier system which placed large enterprises under State control and left smaller ones to be administered by local communes. Due to favorable harvesting conditions in the 1960s and 1970s, and a strong emphasis on rapid re-modernization, economic growth proceeded at a strong pace, with GDP growth averaging 4% per year. By 1982, however, it was clear that the country's economic growth was beginning to stagnate, in part because the rapid modernization had already taken up most of the "slack" left by under-utilized resources. Angered by growing shortages of consumer goods, especially following the poor harvests of 1986 and 1987, the people took to the streets to demand a purge of corrupt officials and the installation of a new regime.

The Soodean Imperium: 1987-present

This regime change came in 1987 with the famous Decembrist Coup, in which troops acting under the command of Colonel Sozori Tenkei joined a crowd of protesters in the capital city and overthrew the DPR Menghe Government. Upon seizing control of the People's Assembly Hall, Tenkei declared the formation of the "Soodean Imperium," in reference to the mythical Su Civilization of centuries past, and took up the name of "Su Dou."

The Soodean regime has been described by some as "Socialism with Traditionalist elements." While retaining many surface aspects of the DPR government, it places a strong emphasis on using allusions to its mythologized past to build a sense of collective consciousness and justify loyalty to the State. From Su Dou's grand title of "Supreme Emperor" to the revival of old architectural styles in new construction, references to Su Culture inundate the country. Critics have likened this system to Fascism, while its supporters have praised it as a sturdy bastion against the turbulent individualism of modernity.

In some respects, the political system that this culture covers and justifies is more authoritarian than that of the DPR Menghe. Political power is concentrated in the executive administrative bureaucracy, and while the Politburo regularly holds meetings to discuss important issues, its decisions are in practice treated as recommendations rather than concrete law. Government officials are generally assigned posts based on a meritocratic examination, and promoted to higher positions by their superiors, though the process is subject to close scrutiny and officials found guilty of promoting for "personal reasons" are publicly humiliated and removed from their posts. Despite this lack of democracy, the Soodean State remains popular due to its strong cultivation of nationalist sentiment.

The Soodean government is well aware that its status as an Authoritarian Socialist State makes it part of an unpopular minority in the region, and its foreign policy seeks in part to demonstrate that it is capable of behaving in a rational and responsible manner. In the 1990s and 2000s, it took part in several expeditionary operations to end war crimes abroad, and it has entered into numerous trade agreements with Capitalist countries. Even so, the government remains very sensitive about any issues that could be viewed as pressure for democratization or economic liberalization. Since the 2005 Military Reforms, it has sought to gain local dominance of the Meditethrhean Sea, and recent efforts by Libraria and Ausitoria to establish a naval base nearby have led to rising tensions.

Overview:

The Feidou (Flying Fighter) 12 is a fourth-generation multirole fighter domestically designed in the Soodean Imperium. It resembles the Chengdu J-10 in terms of its appearance and capabilities, but is not related in its development process. Its main purpose is to support the activities of Army units, by securing air superiority in priority areas of operation and executing strikes against hostile ground targets. Because it is expected to operate from airbases near a rapidly shifting front line, including those which have been recently captured or damaged by hostile attacks, the FD-12 is designed with rugged landing gear, foreign-object protection around the engine intake(s), and low-maintenance equipment. Its forward-canard design also gives it high low-speed agility and a lower stall speed, allowing it to land on relatively short airfields and perform well in aerial engagements. Propulsion is provided by a single modified AL-31F turbofan, a modified version of the same type used in twin-engine Su-27 derivatives.

Development:

The FD-12's story began in 1983, when the People's Air Force of the DPRM issued a design requirement for a "frontline fighter-bomber." Initially, they had hoped to purchase MiG-29s from the USSR; but relations between the two nations were beginning to cool down, and it was expected that once the MiG-29 entered service it would be a long time before non-downgraded versions were made available for export outside the Warsaw Pact. The domestic alternative was a fairly ambitious one; conceived at a time when the DPRM's economy was beginning to degrade, it called for a sturdy, reliable fourth-generation fighter capable of carrying out air-to-air and air-to-ground missions while operating from "airstrips in front-line conditions."

In the early years of the design program, two general design studies were put forth and developed in parallel, both featuring a single engine and a forward canard arrangement. The main difference between the two was the location of the engine intakes; ChDZ-11 featured a single intake under the "chin," while the ChDZ-12 featured two intakes on the sides of the fuselage. There were also minor differences in wing structure, a result of the different fuselage shaping. Due to the sweeping budget cuts that followed the collapse of the Menghe economy in 1985, however, neither design progressed beyond a rudimentary paper study.

In 1989, while the Soodean government was still consolidating its power, a decision was made to revive the development of the "Frontline fighter-bomber." The design teams were reassembled and returned to their work, and in 1996 functioning prototypes of the ChDZ-11 and ChDZ-12 were completed and submitted for testing. Both displayed excellent agility and flight characteristics, surpassing the designers' original expectations. In the end, however, the ChDZ-12 prototype was selected, apparently due to a perception that the low-slung intake of the ChDZ-11 would be more likely to cause Foreign-Object damage. The Imperial Soodean Air Force placed an order for 250 units of the new craft, which was re-designated FD-12.

Procurement of the new aircraft proceeded at a lethargic pace due to the ISAF's low priority in funding under the early Soodean doctrine. The first operational deliveries in Summer of 2002, but early FD-12 units were limited to publicity service around the Capital of Su'Cheng. The principal exception came in the winter of 2003-2004, when two squadrons were transferred to the Northwestern province of Salahad for field tests. The new aircraft were well-received by their pilots, who were surprised to see modern fighters coping so well with the rough mountain conditions. During the Murder War, all but two FD-12 squadrons were reorganized into the 54th Fighter Wing and dispatched to Themiclesia, where they took part in air-to-air and air-to-ground operations against the Murderist allies.

Here, the Feidou-12 proved to be one of the few success stories of the war; pilots described it as handling excellently in low-level flight, and it was clearly superior to the obsolescent "Su-Ne" that made up most of the ISAF's numbers at the time. Just as importantly, it proved fairly easy to maintain in the hostile Themiclesian conditions, even when forced to operate off of hastily prepared earthen runways. High Command responded by assigning a higher priority to modern fighter aircraft in the 2005 Military Reforms, and gave particular attention to procurement of the Feidou-12. Even more than the Su-27, the hardy FD-12 has begun to earn a reputation as a symbol of Soodean Military Aviation's commitment to modernization.

Features:

The FD-12's cockpit features a mixture of analog dials and multi-function digital screens, the latter of which are intended to primarily support navigation and targeting. The aircraft is controlled through an integrated HOTAS system, allowing the pilot to control cockpit and targeting systems without removing their hands from the throttle and control stick. Because the aircraft itself is aerodynamically unstable, a fly-by-wire system is used to facilitate level flight and improve control during tight maneuvers. The FD-12B variant features a rear seat with additional targeting and control screens, which can be operated independently of the pilot's systems and allow greater flexibility of weapons control in air-to-ground missions.

Thrust is provided by a single license-produced AL-31 turbofan engine, which has been modified for use in a single-engine arrangement. The adoption of this engine was a cause of some frustration in the early stages of the program; initially, a smaller engine had been planned, but due to development problems the decision was made to adopt a more familiar powerplant. An advantage of this arrangement is that it allows for a small degree of parts commonality with Soodean Military Aviation's main air superiority fighters in the Su-27 family, though the exterior connecting elements of the engine differ.

A rather interesting feature of the FD-12 is its surprising hardiness in rough ground conditions - a requirement which stemmed from its intended role as a front-line fighter. It is designed to be able to operate from short, damaged, or recently captured airfields, and in urgent situations can take off and land on long stretches of highway or hastily prepared dirt runways. Like the MiG-29 and Su-27, it features special panels which close off the intakes during takeoff and landing in order to prevent foreign objects from being sucked into the turbine blades. Originally, alternative airflow was to be provided through grates on top of the engine intakes themselves, but in production aircraft the panels were fitted with grating and the alternate intakes were deleted to make room for more internal fuel storage. The closing of these doors is automatically triggered by the landing gear's contact with the ground, but it can also be initiated by the pilot in flight. The FD-12 also incorporates a number of simplifying and maintenance-saving features, which are intended to reduce the cost of production and upkeep and to facilitate maintenance in field conditions.

Overview:

The Shijiang-5 is a medium- to long-range air-to-air missile used by Soodean Military Aviation, comparable to the AIM-120 AMRAAM or Vympel R-77. Its guidance system consists of active radar for the terminal stage; the initial guidance stage is inertial, allowing fire-and-forget BVR capability, but if the firing aircraft maintains lock on the target the missile can also be supplied with course-correction data via a datalink antenna in the base. Maximum operational range is 120 kilometers, though against a maneuvering target the kill envelope shrinks by roughly half. The first variant was developed in the Soodean Imperium during the 1990s, with the first deliveries made in 1998. The improved ShJ-5B, with a more advanced seeker and a longer range, entered service in 2006. The weapon's launch brevity code is "Jiang, Bao," or "Big Spear."

Military Doctrine of the Dai Menghe Empire:

Overview:

The Dai Menghe Era saw the emergence of the country's first modern and organized military doctrine, one whose general principles remain in effect in the modern day. In basic terms, it involved making simultaneous small offensives across a broad front, then delivering concentrated attacks in the areas where the enemy was weakest and the initial attacks were most successful. Once a breakthrough was achieved, front-line units would roll back the rest of the enemy front line with attacks on the sides and rear, while units held in reserve would flood through the opening and engage the enemy's supporting arms and supply lines. Conceptually, it resembled Soviet Deep Battle, but with a greater focus on destroying the enemy's tactical-level forces rather than pressing far into their strategic depth.

Influence on Armored Vehicle Design

Because the Seven Swords doctrine called for rapid offense, flexible defense, and deep-penetrating attacks, Menghe tanks were designed to prioritize speed and mobility over heavy armor. The officer corps' dominant doctrinal belief was that victory will go to whichever tank force is able to spot the enemy first, move into a superior position, and fire the first shot, rendering heavy protection less useful. This was underscored by the traditional warrior culture of the time, which held that a tanker should focus on out-thinking and out-maneuvering his enemy rather than plowing slowly forward in the open while hiding behind heavy armor. Armament, on the other hand, was put into a position of high priority, so that the tank gunner could pick off heavier opponents from a long distance away.

Infantry Tanks:
As in many other countries of the period, armor was separated into "Infantry" and "Cavalry" types. For the Menghe, however, the Infantry Tank was not synonymous with the Heavy Tank. Rather, it was viewed as a fast, mobile fire-support platform which could quickly re-position itself where assistance was needed. While designed to withstand small arms fire and later anti-tank rifles, these vehicles remained highly vulnerable to tanks and anti-tank guns. Instead, it was expected that the commander would engage these targets from a concealed position or from outside their range. Main armament on these tanks initially consisted of a low-velocity HE thrower to demolish buildings and fortifications, though on later tanks this was replaced with a high-velocity gun to engage hostile tanks encountered during the engagement. Infantry tanks were designated in the series "Chong-Pei" (Armor, Infantry).

Cavalry Tanks:
While infantry tanks provided support for footsoldiers on the advance, cavalry tanks were developed to support the advance indirectly. These were meant to serve in independent mechanized formations, rapidly moving to intercept enemy breakthroughs, exploit gaps in the enemy defenses, and push into the enemy's rear areas. Speed was even more important for these vehicles, as they would likely be fighting on the vast plains and scrublands of the Menghe-Maverican border, and as such their armor was even thinner than that of the Infantry Tanks. Main armament was initially light, though, as with infantry tanks, there was later a transition to heavier armor-piercing guns. Cavalry tanks were designated in the series "Chong-Sso" (Armor, Fast).

Self-Propelled Guns:
This category developed out of a perception that the 50mm Anti-Armor Gun Model 1930, added to new-build vehicles, was not sufficient for engaging some of the heavier tanks being produced in neighboring countries. As an interim response, designers mounted the 75mm Anti-Armor Gun Model 1928 in the hull of the Chong-Pei 3, hoping to avoid the expense of building a new turret and hull to withstand the strain of firing. This venture proved to be a relative success, and was later copied with other armaments. As with other types of tank, it was expected that these vehicles would select a favorable ambush point, fire off a few shots, then move, rather than attempting drawn-out firefights. As such, their frontal armor remained relatively high and thin, and most vehicles were open-topped. Self-propelled guns - anti-tank, anti-aircraft, and artillery - were designated in the series "Pok-go" (Gun, Mobile).
