Would something like that be viable nowadays? If so, can I find something similar with reactive armor?

It doesn't look too bad, realism-wise, but it's in dire need of some machineguns.

However, judging by the model number and the looks of it, I wouldn't want to use it past 1970 or so, at the most.

Well, it's called the "T-48", so it'd be safe to assume that the T-64 and T-72 would be better vehicles.

This probably still has an all-steel construction.

The AT-AT sucks for more reasons than the "super Ratte".
It's highly vulnerable. It's completely visible. It has exceedingly poor mobility. Its firepower is highly limited.

Good luck fitting one to a Ratte, or having to lug them along in your armies.
They're also not perfect. They can be spoofed by penetration aids.

He'd only be able to mount MANPADS. Anything else wouldn't fit.

Why spend the money for a large warship on a Ratte when you could have a large warship?

Heavily armoured, big gun laden warships are obsolete and have disappeared completely. Why do you expect the Ratte to fare any better? It is even less mobile than warships and significantly more vulnerable to the same weapons.

At which point, you arrive at a tank more expensive than the T-64 or T-72, despite being probably no more capable.

Not really, unless I built the base tank and then upgraded every single one...

I would just upgrade it, and build more based on the new design.
