Actually I would just allow Small Business owners to make their own private brothels without Government funding, outside of a lot of U.S. Military bases there are privately owned and operated brothels, strip clubs, bars, etc... why spend government dollars when I'm sure privatized businesses would do a better job.

Padnak doesn't officially endorse prostitution either, however troops in combat areas (depending on the commander) are often given free reign to do whatever they like with female POWs. Outside most bases there a large numbers of strip clubs/brothels , many owned by the bases commanders as a way of making a little side money
