We have made some breakthroughs with genetics, and it's not uncommon for babies to be "customized" in the womb. They're not perfect yet, but they probably have prevented the mentally ill from spreading to a large amount of babies. However, like most nuisances, it sometimes pokes it's ugly little head out to bother us. We'll figure it out soon, though.

Extreme cases of mentally illness which to the extent can no longer contribute to the nation, the judgement will be based on its previous achievements and contributions to the nation. Three results will arrive ...
1) If that person has contributed much, worked hard etc, the person will be admitted to the Mental Hospital and all the fees will be reduced by half. (50 percent discount)
2) If that person has contributed minorly, the person will be admitted to the Mental Hospital and all the fees will be fully paid by that person.
3) If that person has been useless to the nation and never contributed at all, the person will be sent to any nations willing to accept them.
