The nation of Gullud uses the process of parliamentary committees to form its cabinet. It states with the Prime Minister (an Member of Parliament who is elected as the first act of a new Parliament, serves as head of State and Command in Chief of the Military), the the Second Minster (2M) (the only position directly elected by all the people of the Gullud, who saves as Chair of Parliament), to the Parliamentary Committee heads (who are elected from and by the Members of Parliament, who are elected by the people of the distract they represent).
