Excerpts from the Namorese Factbook:
The Constitution of the People's Republic of Namor was written on 1950 by the new Liberationist government, which made a detailed layout of the Namorese government and specified the rights of the Namorese people, such as the freedom of speech, freedom to protest, freedom to assemble and the freedom to believe any religion. It also laid out that the President can rule the country for two 5-year terms; however, due to ongoing political power struggle the Constitution's laws weren't enforced for many decades...
On 1991, senator Kong Jo became the first Namorese president to ever rule an actual 2 5-year term according to the Constitution. Past leaders such as Yunglang and Gretel Antelope ruled Namor overexcessively, despite their feats and their contributions to the Namorese people. Now, the Namorese People's Government will uphold the Consitution and its policies and follow the true democratic process.
It is almost the year 2013. As said in the Namorese Consitution, a president gets to have two 5-year terms. President General Jamin Chen, Liberationist, was elected and inaugurated president on 2008. In Namor, we believe that if things are done earlier they are completed earlier. So, according to tradition we would have elections a year before the President's 5-year term actually ends, so the people can have a clear image of the future.
Anytime, the Electoral Committee will host a press conference featuring the challenger candidates: Alicia Wolf and Noah Polinsky. The two will answer questions given by our foreign friends. The President, meanwhile, will answer all questions from the Executive House.
President Jamin Chen has two futures, and one of the two will happen to him: he will either be defeated by a rival candidate and step down, or he will win and administer Namor for another five years.
We, on behalf of the Namorese Central Council and Namorese People's Government, believe that the opinions of people around the world will help in this election. Each country's government has only one ticket, which will be used to select and endorse one leader. The respective country's government must fill out the application below, wheras explain why they chose what they chose. Such will help the elections go more conveniently.
Please, ask questions if needed. Ask any question concerning politics, economy, government expenditure and foreign affairs. The politicians will respond. (OOC: I will be the actual one responding, but in the perspective of the candidates)
This election will be another step forward in Namor's democratic process as well as a another step towards Namor's bright future. Make it a great nation, or not, the choice is yours.
- Electoral Committee of the Namorese People's Government
How the elections will go:
The elections will officially close on September 1, 2012. This will give voters a few weeks to decide and endorse the right candidate.
Anytime, the Electoral Commitee will host a Press Conference where all three candidates will show up in front of international media. Countries are welcome to ask any question, and candidates will give an answer. Hopefully their answers will help you endorse the right person, whoever he or she may be.
Unlike elections in western democracies, the Namorese don't like having candidates post election posters around the country; however, candidates make speeches from time to time. They will be extensively traveling across the country to buy votes. The Electoral Committee will inform the countries of any change in the election process and the speeches the candidates make.
Voters may only vote for ONE candidate only. They are expected to fill out an application explaining why he or she voted for the respective candidate.
Policies regarding puppet states and satellite states
The City-State of Phing Phong has raised a good question: should puppet states be able to vote?
The answer is yes and no. We realize that nations can use the power of puppet states to repeatedly vote for a certain candidate and skew the elections; however, we also recognize the fact that puppet states are sovereign states, despite their affairs being manipulated by someone else. Thus, we have established a few requirements and characteristics a puppet state must have in order to vote.
The puppet/satellite state can vote if:
- It declared de jure independence from its master 20 days or longer before it casts its vote (e.g. Let's say Manchukuo wants to vote and it declared "independence" from Japan 23 days before it decides to cast its vote. Manchukuo is allowed to vote.
- Its affairs are not TOTALLY manipulated by the master.
- It has a government that has noticeable elements of autonomy.
If the puppet state is not eligible to vote, countries are allowed to vote on their behalf.
THE CANDIDATES
This year, three politicians are running for President. They were chosen in their very own party elections to represent their respective parties in the elections except for the ruling Liberationist Party, who is headed by President Chen. This year, the Revolutionary Federalist Party, Democratic Liberal Party and the Capitalist Party are unable to send politicians who are willing to run and take on the responsibilities for President.
JAMIN CHEN (LIBERATIONIST)
Likes: Democratic Socialism, social welfare, extensive public services, non-interventionism, Third Way, leftism, OWS, National Liberation, internationalism, pro-life
Dislikes: Anarchism, extremism, terrorism, imperialism, colonialism, interventionism, hegemonism, conservatism, militarism, nationalism, pro-choice
Jamin Chen is currently the President of Namor and has been President for the past few years. His administration has sent loans to low-paid, poor citizens, and helped extend public service by increasing income tax rates. Under his administration, the public sector has become the healthiest of its form ever since the end of the Reformation Years of 1978 to 1991. Chen believes that the government must improve the living conditions in remote and rural areas in order to bring close the wealth gap. Under Chen, Namor's economy has had its first significant growth ever since the Reformation Years.
Chen will spend most of Namor's government expenditure on social welfare, education, defence and industry. In foreign affairs, he will keep his stance on neutralism and non-interventionism. If re-elected, he vows to not forge any military alliances or join any military alliances, and vows to let other countries exercise self-determination as long as it doesn't severely affect Namor's internal affairs. Under Chen, Namor will continue developing nations regardless of its ideology.
ALICIA WOLF (DEMOCRATIC SOCIALIST)
Likes: Democratic Socialism, public service, socialism, LGBT, Third Way, nationalism, interventionism, pro-choice, women's rights
Dislikes: Anarchism, capitalism, fascism, far rightism, extremism, non-interventionism, neutrality, pro-life
The most known female politician in the Namorese club for political elites, Alicia Wolf is currently Speaker of the Central Council. Before getting involved in politics she was a strong public speaker as well as a popular, well-rounded student politician. She has a husband in the Liberation Army and two kids.
Alicia Wolf, like Chen, is a strong advocate of public service and social welfare; however, unlike the President she is against pro-life views, and believes that everyone should have a right to abortion and euthanasia. She is also concerned about the environment, one of the very few politicians in Namor who care about the subject greatly, and is expected to spend 10% of the country's government expenditure on the Environment. She will also spend greatly on public services, defence and industry. Wolf believes that Namor must democratize in order to achieve socialism. Her administration will reel back the private sector. Wolf is also a strong advocate of feminism and women's rights.
In foreign affairs, Wolf is strongly against all fascist, far right-wing countries, and will cut back all military and financial support to them. She will fiercely cease recognition of fascist regimes, as well as shift Namor's foreign policy towards a more interventionist stance. She will accomplish this by sending troops to participate in anti-fascist rebellions and counterterrorist activites, such as Afghanistan. Wolf will also dispatch advisors to help in the establishment of a new government friendly to Namor, not to forget a Peacekeeping force to hunt down remaining fascist and terrorist groups.
If elected, Wolf will become the first female president of Namor.
NOAH POLINSKY (COMMUNIST)
Likes: Communism, Democratic Socialism, revolutionism, interventionism, pro-choice
Dislikes: Capitalism, western-style democracy, neutralism, eurofederalism, federalism in general, republicanism
Noah Polinsky is the head of the Namorese Communist Party (NCP). He was once an educated peasant in Namor, and had a leftist view on politics. Polinsky will bring radical changes to the Namorese government. He will accomplish this by replacing the Namorese Central Council with a Namorese People's Congress--dominated by Communist officials. He will give excessive loans to workers and peasants, and reinforce military spending. Under him, Namor will spend most on defence, healthcare and public service. He will encourage all private corporations to turn themselves in to the Central Government, and encourage everything to be government-owned. While the Constitution forbids him from controlling the media at a large scale, Polinsky will establish a Media Safety Control, which will regulate what is said in Namorese television and newspapers, and will inspect media sources every day for "biased" information.
In foreign affairs, Polinsky will send troops to pump up communist rebels overseas. He will cease recognition and support of all neoconservative right-wing countries. He will fund communist parties overseas, wheras give them the most utmost support. He will also encourage countries to develop a more left-wing stance on politics.
