Oh, Human Flesh is a very popular, government-endorsed delicacy in Ruskarkand. The way we harvest it as well is particularly fine, particularly fine indeed.
We take a live Human, immerse them in a Psy-induced nightmare so their brain releases all sorts of endorphins due to the mixed feelings experienced during the Psy-immersion.

Said Endorphins tend to just float around the body, and give the flesh a nice appeal. After the Nightmare, since the Psy would have fried their brain, they're more or less dead, which saves us the job of making a mess when it comes to killing them.
We drain the body of blood and bottle it up, we carve up the flesh, process it and package it, and then we are happy in the knowledge that we have just given a Dragonkinian somewhere in Ruskarkand a nice meal. It's essentially the Human's fault that they are put onto the dinner table anyhow, they're not supposed to be in Ruskarkand, so we put them to use in our own special little ways.

Yes. It is a traditionally accepted perogative for the female to kill and eat the male after mating.

This practice is considered legal and traditional. Non-traditional cannibalism is tolerated legally, as there is no criminal statute specifically against it, but you have to acquire it without murdering anyone for it. In any cases other than the female killing and eating her mate, it is socially considered to a bit odd.

What culinary names do you used for human meat?
None. Our culture does not utilize "culinary names" except as imported through English, and even then, we're still fuzzy on it. Locally, the use of an English "culinary" name for a meat indicates that the meat product that is no longer anything that can be considered "fresh": You eat "beef" jerky, but you eat a "cow" steak.

Tradition of eating human flesh (cannibalism) formerly carried out by the pagans. If they are in a long journey in the desert and starving, they will do the draw to determine who that person would be killed. That poor people will be killed with skinned and preserved.
In addition, there is an ancient pagan celebration, where the victim will be offered to the idols. Head will be hung in front of the idol as a mark of respect, while the feet and hands eaten by a gang. They believe it brings a blessing. When the pagan Quraysh and other tribes at war with Islam, many of cannibalism occurred. Islam forbids human flesh, however, many unbelievers who kill Muslims and eat it. Prophet Muhammad's uncle, Hamzah, was killed by Hindun bint Utbah, who ate his ears, heart and nose.

There is no known (to the government) recipe but yes it is permitted. Of course, murder is still murder, but it is permitted with consent or if they are going to be dead for some other reason (death penalty, self-defense, old age, etc).

there is no legislation about eating humans in Ormedhen as humans don't exist in the region.

What is the legal status of the practice and social attitudes towards it? It is illegal to kill someone for the purposes of eating them (except in the case of survival e.g. trapped on the mountains with no food), however it is legal for someone to sell their body so that when they die their flesh can be used for the purposes of food. The social attitudes towards Human meat eating are mixed (most people think it's disgusting) and we have no specialised restaurants for human meat as it is rare that someone sells their body for such a purpose.

There is no real tradition of human meat eating but of course like all over the world it has occurred in our nation.

None really it is just referred to as human meat/flesh.

Just basic recipes of how someone might cook something like Pork.

Consumption of Human Flesh is illegal, though there is a historic tradition of it. In Ancient Times many of the Cill Airish tribes sacrificed humans, and this occasionally meant consuming their flesh. In the remote areas of County Sligeach rural Sligeachans were reported to kidnap people and consume their flesh in sacrifices right up to the mid-1800s. An Leabhar Sligeach (originally titled Ón Leibarr Shligigh) written by native Sligeachan Tomás Mac Ian (in Sligeachan: Tömás Mic Oin) described native rituals, some of which involved consumption of human flesh.
