CHOPINBURG CRITERIA
The following document presents the set requirements required to be considered for Democratic League candidacy for full membership which has been signed and ratified by the present members in conjunction with signing the Triumvirate Treaty at Ekaterinberg in June 23rd, 2015 by the Federal Republic of Eslovakia, United states of Euro Asian Republics and The Federal Republic of Nueva San Cristobel. The CHOPINBURG CRITERIA applies to all nations applying for candidacy as of August 1st, 2015.
1. CANDIDACY AND MEMBERSHIP PROCESS
(a.) All Triumvirate members must unanimously agree to the membership process of the candidate nation.
i. All members regardless of Triumvirate have say in the nation’s candidacy application.
(b.) All candidate nations must receive two thirds of the vote for membership.
i. If candidate receives less than two thirds, candidate nation may appeal for DL individual partnership alliance status.
ii. Intensified Dialogue talks may be pursued amongst member states if appeal for DL individual partnership alliance status is successful.

(c.) All candidate nations applying for membership status must submit reasoning of membership containing, political, economical and defence reasoning.
(d.) Once accepted, candidate nation must accept the responsibility of collective mutual defence of all member states contributing in any shape or form of appropriate measure.
2. POLITICAL REQUIREMENTS
(a.) All applicants must have a fully functioning stable democratic government.
(b.) All applicants must make sure that their political system is in line with the Charter of Fundamental Rights of the Democratic League
3. DEFENCE REQUIREMENTS AND RESPONSIBLITIES
(a.) All candidate nations must ensure that a policy of peaceful diplomatic talks are established amongst any parties involved in an international or significant civil dispute that may pose as a danger to the international community and /or the candidate nation withholding the use of force unless absolutely necessary.
(b.) All candidate nations will ensure cohesion and cooperation of the existing armed establishment representing the candidate nation with other Democratic League member states to ensure that the combat effectiveness and joint partnerships to run in the interests of peace and mutual defence.
(c.) All candidate nations will be will be informed and consult other member states regarding any issues of interests that would require the use of arms, national territory, humanitarian mission or thereof which in turn are to democratically vote on the issue at hand.
(d.) All candidate nations’ must agree on the mutual defence pact of the Democratic League recognizing that an attack on one is an attack on all exercising the powers of the Democratic League to act in mutual self defence utilizing the forces of all member states to restore or maintain the Leagues members sovereignty and collective security.
(e.) All candidate nations’ are eligible to vote on issues non-essential to the principles of the Democratic League.
(f.) The Democratic League recognizes that candidate nations may apply for membership whilst in direct/indirect administrative control of overseas territories which will be recognized as part of the Democratic Leagues’ mutual defence pact.
(g.) If candidate nations makes any attempt to exercise its powers or undemocratically exercise the powers of the Democratic League with the intention of infringing the rights of a foreign territory militarily or civil will be subject to membership review of all member states determining the outcome and consequences.
(h.) All candidate nations must resolve conflicts or disputes internationally or domestic before application submission into the League exploring all diplomatic channels to prevent conflict escalation or provocations of foreign relations of other states in the international community and in the interests of peace.
