Welcome to the information page of the Department of Human Prosperity, less formally known by its members, and the few who know of its existence, as "The Agency." Tucked away in a secure location, this clandestine force is the primary black operations unit in Kauvara. Often working in conjunction with the Imperial Kauvaran Special Forces (IKSF, although they never realize who it is they are working with), as well as the genetically-enhanced warriors of the SOLDIER Program, these agents are highly-adept at their work. Established in 1997, when Kauvara was unified, the Agency has worked tirelessly to accomplish its goals.

Arguably the most elite forces in the world, the Agency employs highly-effective operatives. They have one primary directive on every mission: serve the interests of humanity. Generally, this does not conflict with the interests of Kauvara or her allies. However, this conflict has occurred. For example when Kauvara was making its moves into Mexico and Central America, as well as the Caribbean, the Agency actively sought to stop the Imperial Kauvaran Armed Forces. Until this time, the Agency was a public force. However, the Kauvaran government "killed off" all members of the Agency. According to everybody in the government, save Emperor Aleksandr Or'yan and Imperator Gaius Kauvus, the Agency no longer exists. They were a rogue group that were wiped out. This could not be further from the truth.

The Agency continues to thrive right under the noses of those who think it destroyed, ensuring the safety of not just Kauvara and her allies, but of humanity itself. Emperor Or'yan and Imperator Kauvus continue to actively ensure that Kauvara never again interferes with the prime directive of the Agency, 2005 always a stark reminder of how Kauvara strayed from its ideals. Outside of the Agency itself, only these two people know of its existence. This is a second directive of the Agency: complete and utter secrecy. Absolutely nobody can know the Agency exists. If there is a loose end, it is often handled and taken care of by the Office of Internal Affairs and Investigations or the Office External Security.

In order to ensure complete secrecy of agent identity, all agents within the organization are "killed" when they enter by the Office of Recruitment and Training. They are then brought before Deputy Director Tsven Tetsuo, who assigns them to one of the ten Offices based on their skill set, effectiveness during training, and so on. Each Office has one Agent Primaris (which leads it), several Agent Secundii (who assist in its leadership), and any number of Agent Tertii (the "grunts"), and they can request support in the form of SOLDIER operatives (from the Office of Agency SOLDIERs or the Office of the Director).

Standard Equipment

The average agent receives a usual kit from the Agency. However, agents are permitted to wear personal items (such as sunglasses, earrings, bracelets, tattoos, etc.), as well as whatever weapon they wish beyond their usual kit, or even carry multiple of the standard-issue weapons. As long as it is all fully-concealable, it is completely accepted. They can also wear their suits in whatever fashion they choose.

Clothing:
-Black suit (can have varying thickness for different climates)
-Black socks
-Black dress shoes (or black boots with silver buckles/clasps, if required)
-White button-up dress shirt
-Black leather belt with square silver clasp
-Black tie (not mandatory)
-Black and silver tie clip (not mandatory)
-Black suspenders with silver clasps (not mandatory)
-Black leather gloves with silver buckles/clasps (not mandatory)

Weapons:
-Black 92FS Elite Model Pistol with silver barrel (two to five clips, depending on preference)
-Twenty centimeter knife with black hilt and silver blade
-Twelve centimeter toe-mounted switchblades
-Any extra weapon the agent may desire, so long as it is concealable

Equipment:
-Silver and black satellite phone with high-resolution camera
-Cellphone charge pack
-All-terrain, depth-resistant silver/black wristwatch
-Three capsules of rapid-expanding white phosphorous (dubbed "Infernus"), used to dispose of the bodies of fallen agents in the field
-Black shoulder holster for concealment of 92FS Pistol and clips

However, during one of the rebellions, she was forced to take matters into her own hands. After seeing her parents killed, she quickly dispatched an entire platoon with nothing but her shuriken. The Agency quickly recruited her, placing her in the Office of Global Intelligence due to her world experience and ability to read people.

Notes: Elena has seen her fair share of combat. Joining the Navy at age 18 as a Naval Commando, then being recruited by the IKSF, Elena thought she had gone as far as she could within her own government. However, when she personally cleared out an enemy cruiser after the rest of her squad was killed, she discovered she was wrong. During a boarding action with the rebel ship Foxbane, Elena lost her unit, alongside her CO and weapons. However, she broke off a cable harpoon launcher from the deck, and utilized it as a highly-effective weapon. Clearing the entire ship with nothing but the harpoon gun, her wits, and a little bit of luck, Elena finally reached the bridge. However, when she opened the door, she found people in black suits, including Tsven Tetsuo, who she grew up with until he mysteriously vanished. Before she knew it, she was listed as dead, and was being training by the Agency. She was immediately placed into the Office of Government Adjustment after Tsven noticed her incredible skills. However, many other agents believe there were other motives. Tsven steadfastly denies this. Elena merely turns red.

She now serves in the Office of Recruitment and Training, training other agents as an Agent Secundus in the hopes that she will be fast-tracked by training others.

Notes: One of the "Old Guard" (the agents who experienced the Central America Crisis), Kelly oversees the recruitment and training of all operatives. Although she is a harsh, strict woman, she has a caring side for the agents she trains. She is often seen as the "Agency Mom" due to her "raising" of each agent during his or her initial trials in the Agency, as well as the fact that she "gave birth" to their new lives by recruiting them. She does not so much mind this, although she sometimes gets annoyed by the age implications that it has.

After being placed as head of his Office, he began to personally oversee the pitting of agents against operatives of other nations to gain battle data. Many agents have a problem with this, but the Director tolerates the process so long as no agents are harmed too badly.

But she is unique in one other way: she and her husband are the only two married members of the Agency. In a private ceremony wherein the Director himself acted as the Minister, she was married to Vincent Valtus. The two have remained happily married for almost a year, now. The fact that her husband works in the Office of Technological Acquisition ensures that she sees him on a daily basis during his "deliveries."

He consistently refuses promotions. This is due to the fact that a Primaris could not shadow local Agency teams, blending with the local populace, ensuring the team leaves no traces. While Mbakumbe does not love much, he does love his job. He plans to die with his boots on protecting the Agency from discovery.

Notes: A particularly powerful man, Reeve is often considered the best fist-fighter in the Agency. This is due to his extensive (and successful) prior career as a boxer. While not exactly the most intelligent man, he excels at his duty of cleaning up after other agents once they finish in a theater, should any loose-ends remain. Seeing his job as similar to that of Victoria Simmons's (although from an external angle), Reeve often attempts to get close to the cold woman. While it is less-than-successful, this does not deter the determined, love-struck man. He continues to apply the same reckless abandon and efficiency to both his work, and his pursuit of his beautiful fellow agent.

Notes: This agent has proven time and time again that he is highly-reliable and highly-efficient. He would be the perfect agent, were he not constantly proving himself to be too unstable. Remus has a severe problem with authority, and is not afraid to show it. He was expelled from the Danikan University of Engineering after three months due to his constant lack of respect for authority. He enlisted with the IKGR in Danik afterwards, his engineering skills landing him a position as a tech sergeant in the Skyfleet. Remus learned how to fly here, as well as use the electro-mag rod (normally used as a grounder) as a weapon. Both of these skills have proven to be highly-useful to the Agency. Due to his proclivity for flight, after he was recruited, he was placed in the Office of Government Adjustment, under then-Agent Primaris Tsven Tetsuo. After the Central American Crisis, Tsven was promoted to Deputy Director, Remus took over as Agent Primaris of the Office. However, Tsven often leads this Office personally.

Having to fight for his food since the age of nine, Rydan became very proficient with his fists and body. However, when he was 16, he was caught by the Corneo Mob. Don Corneo took an interest in the boy's prowess, and he inducted him into the ranks. Rydan became an integral part of his organization as a Bruiser and Enforcer. When the Takani Guardian Regiment finally took the mob down, Rydan stood out. They took the boy, twenty at the time, under their wing. However, the Agency was got to him first.

However, as he was leaving, he was caught by agents. Realizing his potential for recognizing and acquiring advanced technologies, Yajiro Hojo took a special interest in him. Salim and his team now steal advanced technology.

Having a keen interest in protecting his homeland, as well as its sister nation of Kauvara, Steven was placed in an Office wherein he would have the goal of protecting them. As leader is the Office of Domestic Security, it falls to him to keep the nations of Alania safe from harm, all the while acting in the shadows. He continues to do so to this day with efficiency and skill.

Notes: Victoria is a particularly cold person. This stems from her work with the IKSF. As a "shadowgirl," it fell to her and her unit to remove any "loose-ends" within the highly-secretive IKSF. This included her fellow troopers, on occasion. She became dedicated to her work, ensuring that the secretive activities of the IKSF were kept just that: secret. After personally executing a high-ranking member of the IKSF for becoming a security leak, she gained the attention of the Agency. She continues to ensure the Agency remains completely secret.

Second, he has a very cold demeanor with everybody but his wife. Third, his eyes have a reddish glow. The cause of this is unknown, but it is rumored that he underwent experiments under Yajiro Hojo regarding regarding his eyes. Most believe that it was to make them able to see in low-light environments. The rookies believe it was so he could stare into people's souls.

Notes: A veteran of special operations, Vladimir comes from the folds of one of the numerous unofficial intelligence agencies within the Allied States, a division of the Winterdawn group, Precision and Contingency Operations. Nothing else is known about his past and it is likely that even his current identity is a false, fabricated by the organization he worked for. An expert with submachineguns, handguns and sniper rifles, he prefers a "rule-book" approach to a mission and is an ideal assassin. He was also experimented on by Yajiro Hojo, who gave him augmentations to his eyes and face.

Notes: Yajiro Hojo is a truly terrifying individual. Graduating top of his class with numerous Ph.Ds ranging from Engineering to Biology, Hojo is a brilliant man. However, he has only one interest: his own experiments. He even experimented on the Director himself, via <REDACTED>. Needless to say, this gained Hojo valuable data at the expense of a fellow living being. His interest in his experiments, and nothing else, make him incredibly effective, but incredibly untrustworthy and terrifying. The Agency keeps a close eye on him, ensuring his experiments benefit both the Agency and humanity.

SOLDIER and the Agency


Initially a project by Silenus Combined Industries, Project SOLDIER was an effort to create warriors with abilities beyond that of normal humans. During this time, there was only one class of SOLDIER, and it involved humans who saw a 10% to 20% increase in their physical abilities. Under Landus Wybov, this program was seeing its first major breakthroughs. This was when the Kauvaran government nationalized the project. Entire classes began to be developed. Fifth-class became 1%-30% increase, Fourth-class 31%-60%, Third-class 61%-90%, and Second-class 91% to off of the charts. Until Angel, Genesis, and Sephondis, Second-class was widely-believed to be the extent of the program. But, when Yajiro Hojo and the Agency used their knowledge, they managed to produce three new SOLDIERs of the vaunted First-class out of an IKSF team comprised of Angel, Genesis, Sephondis, and Lazard, their team leader. Angel, Genesis, and Sephondis became the epitome of martial ability, their abilities shooting off of the scales. Lazard, unfortunately, negatively reacted to the SOLDIER formula, and became sickly and weak. However, he remained a brilliant leader, and is the only living thing that the SOLDIER First-classes will listen to.

The Firsts served the Agency with distinction, ensuring victory in the face of impossible odds. However, they were only three men. It soon became painfully apparent that more were needed. The head of the former unit that comprised of himself, Angel, Genesis, and Sephondis, he was chosen to lead the three new incredible warriors due to the fact that they trusted and believed in him, and nobody else. As such, his leadership is a valuable asset to the Agency. He relays the support requests from the agents to the SOLDIERs, ensuring that their might can be brought to bear wherever humanity requires it.

However, while many of the agents see him as a hero, others view him with suspicion, as he has never once voiced any loyalty to the Agency, or even humanity. He cannot even be placed under surveillance, as his skills are too advanced even for agents. However, two things are certain: he is incredibly good at his work, and he has not betrayed anything yet.

Notes: Zachary grew up "under the Plate" in Takan. After his family was killed by Silenus Combined Industries, he joined with the Takani rebels and fought against the corporation. He proved to be an exceptional soldier, known for his bravery and kindness both on and off the battlefield. After word of his exploits reached the Agency, he was sought out and recruited. He underwent enhancement under the SOLDIER Program, and astounded scientists when he took to the formula well enough to become a SOLDIER First-class so quickly. Seeing he was a little lost, Angel took him under his wing. Zachary now strives to be like Angel, and stop being the "runt of the litter" amongst the Firsts.

As requested, I have compiled a list of strengths and weaknesses of each nation in the Darklands, in terms of their military capacity. Be advised: this list is only applies to what I gathered in this current cycle. The nations from which our agents and the IKSF extracted data will change, as will these factors. If you would like me to make this a monthly process, then please respond immediately through subroute 48-G/Secundus. If not, maintain standard Agency protocols and do not respond.

The data is as follows, presented in alphabetical order.

[nation=Aelekmaritus]:
STRENGTHS:
-Able to rapidly produce tools of war due to large industry
-Fanatical troops who fight with religious fervor
-Dense home environment giving defensive advantage
-Strong economy allowing for purchases of advanced technology

WEAKNESSES:
-Small military
-Low technology level/ability to produce advanced materials
-People not well-cared for
-Religious fervor that can be used against the people (see RPRT #5641: "Use of Demonic/Religious Propaganda as a Weapon During the Stanian War")

NOTES:
This is a new nation, and we have yet to gather much data on their actual movements and policies. We have already placed <ATTENTION: SECURITY CLEARANCE ALPHA REQUIRED TO ACCESS THIS INFORMATION --- PLEASE INPUT CODE> within the nation, and will continue monitoring it and gathering data.


[nation=Armedland]:
STRENGTHS:
-Able to rapidly produce tools of war due to large industry
-Nation locked down with large amount of soldiers/police
-Desert environment serves to slow enemy ground forces
-Strategic waterways
-Strong economy allowing for purchases of advanced technology

WEAKNESSES:
-Highly-oppressed populace that will revolt if they ever realize how badly they are treated
-Uneducated military that will revolt if it "learns too much"
-Unable to domestically produce anything advanced
-Military relies on several Kauvaran-made food processors to sustain its massivity in such a desolate environment, creating large Achilles (see RPRT #2253: "Creation of Class-VI Hydroponics Facilities in Armedland")
-People not well-cared for

NOTES:
Armedland is generally an oppressive nation, Director. It relies on the uneducated nature of its people to keep itself in power, utilizing its wealth to gain materials from other countries. Due to this, it heavily relies on its infantry, that defend it with a fervor only seen by those who honestly know no other life. However, should they learn of another life, they will likely begin to revolt.


[nation=Athynrai]:
STRENGTHS:
-Ability to produce most modern/average technologies, if not several ones beyond this
-People well-cared for, giving military a reason to fight
-Focus on well-equipped ground forces

WEAKNESSES:
-Small military
-Small industrial sector leading to inability to mass-produce effectively
-Almost complete lack of navy
-Weak economy means losses are not easily replaceable

NOTES:
Athynria, like Aelekmaritus, is a relatively new nation, one which we have not gathered much data on as of yet. However, we have placed agents in the key offices of its government, and will continue to gather data.


[nation=Carpathia and Moldova]:
STRENGTHS:
-Impressive missile network, including "Baneblade" (see RPRT #7530: "CM Involvement in Great Asian War")
-Ability to produce most modern technologies
-No real Achilles Heels in military due to lack of specialization
-Well-developed transport network resulting in improved defense ability (see RPRT #1066: "American Development of Highway Systems For Civil Defense")
-Is not afraid to work with others

WEAKNESSES:
-No specialization in military
-Weak industrial sector resulting in inability to replace losses effectively
-No real attention given to special operations
-Tends to build grand projects which are big risks, which have catastrophic failure consequences

NOTES:
A strong nation, Carpathia and Moldova is a new player on the scene. More data will be delivered as it arrives.


[nation=Charles Buckingham 2]:
STRENGTHS:
-Able to deploy rapidly (see RPRT #6231: "Octovian Deployment During the Stanian War)
-Willing to work with others to a high degree
-Effective ground forces
-Coalition ties ensure top-of-the-line technology
-Due to being the primary member of the COCA, industry is unparalleled (see: RPRT #8301: "Conversion of Venus Into Coalition Manufacturing World")
-Strong economy ensures quick replacement of military losses
-People well cared-for

WEAKNESSES:
-Almost no navy (see RPRT #7002: "Military Reliances in the Zephyr Alliance")
-Almost no air force (see RPRT #7002: "Military Reliances in the Zephyr Alliance")
-Non-warlike people
-Below-average sized military

NOTES:
One of our strongest allies, Octovia (as it is known to its people) is very similar to Kauvara. Generally handling the ground deployments of the Zephyrs, the nation has a very powerful ground army. However, they have relied on Prizyetsa for naval actions, and Kauvara for aerial actions, resulting in a relatively weak presence in both areas.


[nation=Isolated China]:
STRENGTHS:
-Massive military
-Warlike people
-Nation locked down, preventing simple invasions
-Reliable logistics
-Fanatical religious devotions (see RPRT #2905: "Dragon Worship and Confucianism in Isolated China")
-Several powerful armored units (see RPRT #6910: "Kauvaran Military Shipments to I.C. in Exchange for Project Ascension Materials)

WEAKNESSES:
-While powerful, military is slow and ponderous
-Environment is barren and desolate, resulting in lack of "homefield advantage"
-Technology is poor, at best
-Complete lack of air force (most planes/helicopters are in basic army/navy air corps)
-Almost no special forces
-People not well-cared for

NOTES:
This nation is very much an unpredictable one, Director. They will be your ally one day, then turn against you the next. The only nation that they have stayed definitively loyal to is Kauvara, due to close relations between our Emperor and their leader (see RPRT #4968: "Xiang Qui Visit to Kauvara"). While China may be difficult to trust, many Kauvarans see no problem with it.


[nation=Kaligula]
STRENGTHS:
-Dedicated ground forces
-Well-developed transport network resulting in improved defense ability (see RPRT #1066: "American Development of Highway Systems For Civil Defense")
-Powerful economy allows for purchase of hardware
-Strong industrial sector allows for quick replacement of losses
-Based on island, so naturally safe

WEAKNESSES:
-Reliance on Armedland
-Small military
-Almost no navy
-Based on island, resulting in higher deployment costs
-Relies on CDSP's good graces to continue its necessary relationship with Armedland

NOTES:
Kaligula is another new nation. We have been able to gather a large amount of intelligence, however, due to Ireland being so close. Ireland, as you know, Director, is an Administrative Sector of Prizyetsa, our strongest ally. We have been able to launch countless reconnaissance missions from this area, as well as quickly deploy agents into the government, specifically the <ATTENTION: SECURITY CLEARANCE ALPHA REQUIRED TO ACCESS THIS INFORMATION --- PLEASE INPUT CODE> branches. We will continue to monitor the situation.

STRENGTHS:
-People are well-cared for
-Top-of-the-line air force (see RPRT #1021: "Benefits of the War of Unification")
-Best special forces in the Darklands
-Lush environment, beneficial to self-defense
-Well-developed transport network resulting in improved defense ability (see RPRT #1066: "American Development of Highway Systems For Civil Defense")

WEAKNESSES:
-Small military
-Almost no navy
-Cannot "hold the line" for very long
-Relies on other nations (see RPRT #6259: "Kauvara's Reliance on the Coalition" and RPRT #5531: "Kauvara's Hidden Reliance on Global Nations During Project Ascension")
-Non-warlike people
-Has a crippling desire to help civilians

Kauvara relies on special operations and surgical precision during its wars, as well as political maneuvering to ensure invasions of the homeland never occur. As such, Kauvara has never actually been invaded by a foreign power. Due to political moves (see RPRT #3961: "Diplomatic Aligning for Kauvara's Safety"), strong alliances (see RPRT #4289: "Status of the Treaty of Emira"), as well as using special operations to adjust governments away from war (see RPRT #5952: "IKSF Operations in the Prevention of War Between Kommandoria and Lolzieristan"), Kauvara has enjoyed relative safety. As such, the nation's military has evolved to being highly-mobile and surgical, as well as one of the most elite in the Darklands, albiet it one of the smallest.


[nation=Kingsilver]:

-Almost no air force
-Relatively weak navy
-No real special forces
-Does not see value in subversive actions (see RPRT #1309: "How the Honorable Views of the Kommandoria Affects its Military")

NOTES:
Kommandoria began as our enemy, Director (see RPRT #1221: "Kommandoria During the Aldardan War"). However, over the years, Kauvara and Kommandoria have slowly become allies. With the cementing of a major deal regarding the transfer of weapons from Kommandoria and food/infrastructure from Kauvara, our nations are relatively close. Further monitoring is definitely merited.

NOTES:
Our strongest ally, Prizyetsa is Kauvara's sister nation. Ever since Aldard and the Treaty of Emira, our two nations have essentially acted as one (see RPRT #2761: "Kauvara-Prizyetsa Operations On and Off the Battlefield"). Due to this cooperation, we have greatly benefitted, going so far as to create the Coalition alongside Octovia and Las-Pilipinas (see RPRT #7910: "Creation of the Coalition"). Prizyetsa has proven to be the master of the seas, with Kauvara acting as its guardian in the air. Between our two nations, we are indeed a force to be reckoned with.


[nation=Scocialist Provinces]:
STRENGTHS:
-Powerful ground forces
-Amazing armored warfare capabilities
-Above average logistics
-Warlike people
-In strategic central location

WEAKNESSES:
-Overemphasis on war, resulting in simple outsmarting (see RPRT #3901: "Lolzieristani Maneuvers During the Darksnow War")
-People slightly oppressed
-Weak special forces (see RPRT #1971: "Ideals of the 'Stand-Up Fight' in the CDSP")
-Almost no navy
-Weak air force (only used for ground support during armored actions)

NOTES:
The CDSP is a wildcard, Director. However, they are a wildcard we can rely on. Our nations have traditionally been allies (see RPRT #1864: "CDSP-Kauvara Relations Since the Signing of the Nordlanda Pact"). However, recently this alliance has been strained by their warlike policies. Our agents are currently involved with <ATTENTION: SECURITY CLEARANCE ALPHA REQUIRED TO ACCESS THIS INFORMATION --- PLEASE INPUT CODE> within the nation, and I will detail their actions in my next report. In short, the CDSP is like a brawler: strong, powerful, and prefers a stand-up fight. This leaves it susceptible to covert operations.

-Spends money quickly, often resulting in inability to replace losses
-Treats colonies as subhuman, resulting in costly repression campaigns

NOTES:
One of the more imperialist nations in the Darklands, the Sovietyeto has been expanding constantly. Starting with the taking of Scandinavia during the Darksnow War, and ending with the recent acquisition of Afghanistan. It's military is stretched to the breaking point. However, under Kommichar Plaveci, the nation has undergone an extreme improvement in its armed forces. The Russian-SSR is flourishing, but at the expense of its colonies and republics, which live in squalor and oppression.

As per your request dated <ATTENTION: SECURITY CLEARANCE ALPHA REQUIRED TO ACCESS THIS INFORMATION>, I have compiled a list of reports from the agents of the Office of Global Intelligence regarding current internal security protocols, programs, and security groups within other nations. We already have agents placed within them, and are extracting data on a daily rate. Do not respond to this communique. Retain protocol and discipline at all times, Director. Here is the list of internal security forces, and their abilities, in alphabetical order by nation. Note: if you wish to see battle data between our Agents and SOLDIER Operatives when they were set against the operatives of the following nations (captured or otherwise), please refer to Reports 2258-2276 (although we had success rates of 82.1% to 100% against all targets between both Agents and SOLDIER Operatives; battle data has yet to be attained for IKSF Troopers).

[nation=Aelekmaritus]:
This nation tends to utilize only one type of internal security, which is very similar to our Office of Domestic Security. They often protect diplomats or leaders (see RPRT #8008: "Aelekmaritus in the Imperial Canadian Civil War"), or enforce their own laws, especially with cybersecurity (see RPRT #7381: "Myutiqalppe Laws Regarding A&D(19)-RS-74.36"). They have also historically been close allies of the Sovietyeto. This warrants further investigation. I will prepare a report as soon as we know more. This is a new nation, and we have yet to ascertain much data. My deepest apologies, Director.

[nation=Armedland]:
Armedland is an interesting one, Director. They tend to not have as much actual internal security as one might think. The Head of Special Forces, one June Hadoa, rarely, if ever, accompanies her special operatives (something which I commend you for in having a "hands-on" policy, sir). However, they are well-trained fighters, and tend to value a more brute force approach. They are much like our operatives in the SOLDIER Program. The operatives under Hadoa are similar to our SOLDIER Fifth-classes, and the formidable "Snakes" (led by <ATTENTION: SECURITY CLEARANCE ALPHA REQUIRED TO ACCESS THIS INFORMATION>) are similar to our SOLDIER Fourth-classes. They also have the money to fund them very well. Dangerous, indeed. We will continue to monitor the nation from the government house in Measek.

[nation=Athynrai]:
No data beyond a very small percentage of spending in the areas involved with internal security. We will continue gathering data.

[nation=Carpathia and Moldova]:
A strong, militaristic nation, Carpathia and Moldova spares no expense with its internal security. It has two primary groups (for the others, see RPRT #5117: "CM Intelligence Organizations"). The first is the SOG (Special Operations Group). They are a dedicated special forces branch, having their own militaries, subbranches, etc. They are highly-similar to the IKSF in structure and operational capacity. The second major organization is called Black Omega. These men are similar to the Agency, Director, by virtue of organization and goal if nothing else. They handle all clandestine operations within the nation, but are generally beneficial to the people.

[nation=Charles Buckingham 2]:
"Octovia," as its people call it, is in desperate need of internal security, as their crime rate is very high. Under Lieutenant Colonel James Hunt, the Anti-Terror Group is one of the primary organizations operating within the state. They handle most minor internal operations, similar to the IKGR, although they are much more elite, similar to the IKSF (although IKSF Troopers rarely, if ever, operate internally). However, they are in no need of it, currently, as the Prizyetsi and Kauvarans handle most of the Zephyr/Coalition special operations.

[nation=Isolated China]:
Director, if you follow the strict laws of Isolated China, you are in one of the safest places in the Darklands. They have three primary internal security forces, beyond simple police. The first is what is unofficially called the "Ghurkas," elite soldiers trained in the art of guerilla warfare. They are a sort of ranger corps that handle internal issues between cities in the wilderness (similar to the IKGR Skyfleet, although not nearly as mobile). Second is the DSF, also known as the Special Operations Unit. "Team 56" was encountered during Operation JUST SHIELD on Rennesøy Island (see RPRT #4124: "Nordlanda Pact Encounter With Chinese DSF-56"). They handle internal security that requires a more delicate touch. Finally, there are the Chinese people themselves. They are fiercely patriotic, and would sell out their own neighbor if they went against the wishes of the governing CCP.

[nation=Kaligula]:
This nation has interesting internal security. The Ministry of Internal Affairs, under Minister Darken Rahl, has been quoted as saying "Here in the MIA, we hate EVERYBODY!" They are quite open about their oppressive nature, Director. I applaud them for their efficiency. They have a tight grip on their nation. Inserting our operatives was almost impossible, and they have to work hard every day to ensure they are not caught. In short, Kaligula is a highly-authoritarian state, and it maintains its hold through the MIA.

[nation=Kauvara]:
Other than the standard police force, we have three primary internal security forces, and one secondary. The first, and most well known, are the Imperial Kauvaran Guardian Regiments (IKGR), which handle all beast incursions, as well as domestic disturbances too difficult for the local police (under the command of Cid Raines). Second is the Imperial Kauvaran Special Forces (IKSF). I must admit, sir, their commander evades even us, at the moment. They act as Kauvara's SOCOM, doing the traditional special forces work around the world, including within Kauvara. The third, Director, is us, the Department of Human Prosperity, AKA "The Agency." We would tirelessly across this ever-embattled planet (and beyond, if the situation requires it) to keep the gears of war from turning, as well as serve Kauvaran interests and those of our allies. Finally, the secondary force is SOLDIER, led by SOLDIER Primaris Lazard Decius. These are elite operatives who have undergone varying degrees of voluntary modification to become more than human. They vary from Fifth-class (the most common, wherein the subject saw a 20-30% improvement of their body/mind), to First-class (only three exist, with a fourth undergoing trials, where the subject experienced improvement to their body/mind that is off the scale). SOLDIER Operatives are drawn on to fill gaps in our internal and external security. All of the First-classes are currently in the employ of the Agency, and the potential fourth is being trained and tested by us, as well (see RPRT #8496: "Testing Data of SOLDIER Second-Class Zachary Fayr).

[nation=Kingsilver]:

[nation=Kommandoria]:
Kommandoria is a nation that prefers an honorable fight, Director. However, that is not to say that they lack internal security. In fact, they have proven to be quite capable, and a large degree less xenophobic (see RPRT #2821: "Actions During the Kommandorian Anomaly"). The Celestial Royal Guard of Kommandoria is the only half-true special operations force. They are elite forces, and we have yet to capture one. My apologies, Director. They are some of the most elite forces in Kommandoria. However, simulations suggest a high success rate amongst SOLDIER Operatives and Agents (77.9%+).

[nation=Las-Pilipinas]:

Again, we have very little information on Laviyi internal security forces. What we do know is that they are strong enough to maintain their isolationist hold. We will continue to gather data.

[nation=Lolzieristan]:

Director, as I'm sure you know, Lolzieristan is undergoing time flux. It occupies two places in space and time. I have operatives investigating this. I will report further when I know more.

[nation=Masikka]:
Masikka is a highly-oppressive state. From what we can gather in battle data from its war with the Unified Russian State and the war that almost began against Rainara due to a communist uprising in the country. Due to the Masikkan government (under the new leadership Premier Danil Tarkov) offering assistance to the communist rebels in the form of not special operations, but actual military deployments, we can assume that they do not rely heavily on any sort of clandestine services. Not only that, but executions are often carried out by "Party Morale Officers." We can only conclude that what internal security that Masikka does have (beyond the army and police) is non-secretive and highly-politicized.

[nation=Prizyetsa]:
This entry is an honor to write, Director. Prizyetsa is a model of internal security. The Lånda Garda is the first line of internal defense, after the police. Acting as an almost entirely-defensive force, these men and women are the basic non-police security forces (i.e. not Folkes Politi-Høyre Police). There are also the Miltsya, citizens who are required to defend their cities in times of crisis (a model many believe Kauvara adopt (see RPRT #1020: "Domestic Support For Mandatory IKGR Enlistment)). Finally, there is the Administratii and Adienedarii. These operatives are the SOCOM and intelligence services, respectively, and are highly-proficient in their work. Prizyetsi operatives are the only ones we have not actively tried to capture for battle data, as they are seen as brothers and sisters to the Troopers of the IKSF and the Agents of our organization. Even the SOLDIERs enjoy their company.

[nation=Scocialist Provinces]:
Director, the Scocialist Provinces are either incredibly safe, or incredibly dangerous, depending on where you are from and what you do. There is no police force. The military handles all security. The CDSPSO handles some internal security, but they are a well-known branch, and are hardly clandestine. In fact, CDSPSO veterans often lead AFNS and CDSPAU units. They are more-or-less merely elite soldiers. They actually prove to be some of the more difficult units for our special operatives to subdue, with success rates against them within the range of 78-88%. I apologize for the 12-22% failure rate of our operatives, Director. The problems have been remedied.

[nation=the Sovietyeto]:
The Sovietyeto is a very well-controlled state. They have only one internal security division beyond the police and military, that branch being the Komitet Gosudarstvennoy Bezopasnosti, or KGB. The agents of the KGB strike fear into the hearts of the colonists, and inspire safety in the hearts of the Sovietyetans themselves. With their iron grip and skilled tactics, they keep a firm hold on both the Sovietyeto and her colony-republics. They are currently hunting for our operatives in their colonies, with the objectives of freeing them in mind (Deputy Director Tsven Tetsuo is leading the operation personally; you should have a report from him by the end of the day). That being said, they may pose a problem, if our agents are not careful.

The following report is a standardized section displaying the opinions of two groups upon the governments and people of the world: the Kauvaran government and the Kauvaran people (in that order). If you wish to see Agency opinions (despite that it is not our duty to have them), please refer to reports on the Agency Directory. We have agents and personnel deep within other societies, and that have been gathering intelligence on government dealings from behind the veil. As you know, the Agency is unparalleled in its ability to garner any and all information. To quote Umbra Vulpae in Partes Furtim Covertae: "To know your enemy is the greatest of all strengths, for to know him is to defeat him in any form he may attempt to take." While I fail to see the usefulness of this assignment while the world lays in such turmoil, I am proud to do my duty to Kauvara, the Fox, humanity, and your, Director.

THE MILITARIZED REPUBLIC OF ARMEDLAND:

Kauvaran government opinions upon the following:
Government: The administration is a highly toxic one. They have proven time and again to be self-serving, not caring for the desires of their people (see RPRT #8701: "Hidden White Peace Between Armedland and the Sovietyeto"). Beyond the food processor deal to help launch the Coalition, the government of Kauvara is unwilling to have anything to do with the nation. However, that is changing due to large amounts of pressure from the people of Kauvara.
People: The people of Armedland suffer greatly. It is the desire of the Kauvaran government to help them in their plight. However, during this time of crisis, it appears impossible, as Kauvara seems to wish to assist the CDSP with their radiation problem, as well as potentially assist Prizyetsa in their efforts against the Sovietyetans. (AUTHOR'S NOTE: if I may, Director, why do we assist such nations? And how can we set such a precedent to help any and all when that is, for all intents and purposes, impossible?)

Kauvaran people opinions upon the following:
Government: The people of Kauvara see the government of Armedland as corrupt and dangerous. However, many of the radical capitalists in Kauvara espouse the government for establishing such an effective place to make a healthy profit. In fact, they are even sending their sons and daughters to Maesek (the capital) in order for them to learn how to effectively run a business. I highly suggest we influence this practice away from the growing popularity it seems to be accumulating.
People: As always, the Kauvaran people show an almost sickening amount of compassion for the people of Armedland. There is high pressure on the Kauvaran government to send in forces to "liberate" the people of Armedland. However, the government has steadfastly refused, hoping to maintain their neutrality on the issue and to not infringe upon Armedlandican sovereignty.


THE ALLIED STATES OF CARPATHIA AND MOLDOVA:

Kauvaran government opinions upon the following:
Government: The Kauvaran government is somewhat wary of the administration that runs Carpathia and Moldova at this time. While the nation has never sought direct or public confrontation, its miserliness and subversion of the Coalition has created a somewhat... toxic relationship. Publicly, Kauvara and the Carpathian regime get along well. However, there is the same issue with Armedland, in that the Kauvaran people harbor a rather distasteful view of Carpathia and Moldova.
People: No real opinion has been formulated upon the people as of yet. The government of Kauvara is currently more focused on creating ties with the new leadership.

Kauvaran people opinions upon the following:
Government: The people of Kauvara see the government of Carpathia and Moldova as somewhat frightening. Eugenics, meritocracy, genocide, and the complete dominance of Social Darwinism contradict all that Kauvara stands for. They are nearly the diametric opposite of Kauvaran ideology. (AUTHOR'S NOTE: Director, I find it interesting, to say the least, that the Kauvaran people speak so lowly of the Carpathian government. Oh, if they only knew what the Agency and SOLDIER did...)
People: Normally, the Kauvaran people who have a disconnect between their opinions of the government and people of a nation. In this case, that is not so. The Kauvaran people have a very cool attitude towards those in Carpathia. This is mostly because the policies in the government are reflected from the people. They fully-support the "horrendous" (AUTHOR'S NOTE: or necessary, depending on your point of view) actions of the government.


THE PEOPLE'S VIRTUAL REPUBLIC OF ISOLATED CHINA:

Kauvaran government opinions upon the following:
Government: A very strong, prosperous relationship exists between our government and the Chinese administration, and it is a highly-positive one (see RPRT #5011: "The Treaty of the Fox and Dragon"). In fact, Xiang Qi and our Emperor enjoy a close, personal friendship. We have also taken discrete, precautionary measures to ensure that a man so friendly to Kauvara remains in power (see RPRT #7531: "Hidden Agency Protocols in Defense of National Leaders Friendly Towards Kauvara").
People: The Kauvaran government sees the Chinese people much in the same way as they do the government: friendly and amicable. A good source of labor, culture, other resources make them both useful and attractive to the Kauvaran leadership. In fact, many of Kauvara's politicians take vacations to the gorgeous scenery of China's ancient eastern sections, basking in their millennia-old beauty.

Kauvaran people opinions upon the following:
Government: The Kauvaran people see the Chinese government as a good friend. While they do not exactly approve of the authoritarian regime that government hands down, the lack of discontent amongst the Chinese people is proof that they do not suffer for it and may even thrive from it, and that is more than enough for the people of Kauvara to give their approval.
People: The people of China are seen as good friends of Kauvara, so much so that there is even a sizeable population of Chinese immigrants in Kauvara, especially in the coastal industrial city of Aldvekt. They are seen as both Kauvaran and Chinese, with respect being given to both cultures. Many-a-time you will see a Chinese-made Fox and a Kauvaran-made Dragon on parade together on holidays relevant to either group.


THE CONTROLLATE OF KALIGULA:

Kauvaran government opinions upon the following:
Government: "Our" government sees the government of Kaligula in a special light. A new nation, the government vehemently seeks to create positive ties with the Kaligulan administration. I am unsure why, Director, but the government of Kaligula is of special interest to the Kauvaran government. One can only speculate as to why: strategic location, trade supplies, proximity to Prizyetsi holdings. What can be assured, however, is that the government of Kauvara almost always has a decidedly un-Machiavellian approach to international relations. Therefore, the government of Kaligula should have nothing to fear.
People: The Office of Domestic Security has pinned the opinion of the Kauvaran government on the people of Kaligula as... Well, to quote Agent Primaris Steven Francovian: "enthusiastic." Why the Fox this is the case is completely beyond me, Director. More intelligence gathering is certainly required. Might I recommend my office handle it, instead of Francovian's?

Kauvaran people opinions upon the following:
Government: The people of the Fox have no real opinion on the Kaligulan government, as there has been no real interaction between the government and the Kauvaran people.
People: Ironically, our colorful people seem to enjoy taking vacations in the stereoscopic Districts of Kaligula, especially the people from Takan, as it reminds them of home. Some enterprising Kauvarans also go there to strike it rich in the growing industrial market, starting businesses and working closely with the Kaligulan people. Many of them also come to Kauvara, where they get lucrative work in our factories. Ironically, most of them are in Takan.


THE MILITARY-INDUSTRIAL KOMPLEX OF KOMMANDORIA:

Kauvaran government opinions upon the following:
Government: The Kauvaran administration has an interesting relationship with the Kommandorian government. On the one hand, there are a multitude of lucrative deals between our countries, wherein Kauvara benefits greatly. On the other hand, the Kommandorians have what your average Kauvaran would call "a disturbing view of other peoples." In other words, the Kommandorian and Kauvaran governments are like estranged brothers: they have a relationship, it just kind of goes all over the board at any time.
People: Kauvara's government views the people of Kommandoria with a somewhat skeptical eye (with the other eye on the holster of each other's proverbial sidearms). While Kauvara is horrendously quick to trust other governments and peoples, they are, fortunately, somewhat untrusting of the people of Kommandoria due to their xenophobic attitudes.

Kauvaran people opinions upon the following:
Government: The people of Kauvara mirror the views of their government in terms of how they view the Kommandorian government, although it can fall to extremes, depending on current relations and actions.
People: Relations between the people of Kauvara and the people of Kommandoria are... contradictory, to say the least. The pro-capitalist sects of Kauvara very much enjoy the dealings they have with Kommandorian tycoons and kaptains of industry. Not only that, but many Kommandorian industrialists have come to Takan and Bonsa, hoping to make their fortunes in the pro-economic cities. They are held in close regard by those they work with.


THE FEDERAL REPUBLIC OF LOLZIERISTAN:

Kauvaran government opinions upon the following:
Government: (AUTHOR'S NOTE: Director, the FRL seems to be in a constant state of temporal flux, inhabiting two areas within the space-time continuum during the same the same moment, at all moments. THE OCTOVIAN STATE OF OCTOVIA:

Kauvaran government opinions upon the following:
Government: As a member of the Coalition, and a fellow inhabitant of the Alanian continent, there are strong ties between Banrich and Vulpes. There are multiple trade agreements, military alliances, free-passage accords, and more. The two governments are very close, with President Richard Pike and Emperor Aleksandr Or'yan being on an incredibly-unprofessional firstname-basis, similar to our Emperor and the leader of China.
People: The people of Octovia are viewed by Kauvara's governance as valuable to both Kauvara and the Coalition as a whole. They bravely go into the unknown of space, harvesting the resources needed for the Coalition to succeed and thrive. They are truly some of of the closest people to the government of Kauvara.

Kauvaran people opinions upon the following:
Government: The Kauvaran people view the government of Octovia much in the same way as their government does. Brave, straightforward, and always ready to do what is right. While they are somewhat skeptical of Octovia's inability to control its crippling crime rates (see RPRT #4071: "Octovian Crime Syndicates and Their Activities), they still have faith that the problem will be brought under control soon.
People: The Kauvaran and Octovian people are very close. Often, the Marines of the Coalition Marine Corps (almost entirely Kauvaran) accompany the Octovians as they go out into the reaches of space, doing the dirty work of the Coalition. Not only that, but the ground forces of Octovia are almost constantly watched over by the "Angels of the Fox" (see RPRT #0381: "The Deification of Kauvara's Pilots and Airmen").


THE UNITED FEDERATION OF PRIZYETSA:

Kauvaran government opinions upon the following:
Government: The Kauvaran leadership and Prizyetsi leadership share, quite possibly, the strongest bond between any two governments in the Darklands. Ever since the Treaty of Emira, the two have acted with each other's interest at heart at all times, an unprecedented (and dangerous) relationship. The two governments work together almost constantly, as they handle Alanian, Emiran, Coalition, and Darklandican affairs.
People: The administration of Kauvara highly-appreciates (AUTHOR'S NOTE: I believe the more apt word would be "values," Director) the people of Prizyetsa, almost seeing them as Kauvara's naval branch. Not only that, but they are the brave souls who make up the Coalition Navy, setting out to discover new planets and locations for the Coalition to spread to, making them important people (AUTHOR'S NOTE: again, I believe it would be more apt to say "valuable assets") to the Kauvaran government.

Kauvaran people opinions upon the following:
Government: The people of Kauvara view the Prizyetsi government with great respect and admiration, seeing it as one of the most similar to their own. Many Kauvaran Political Science and International Relations students take internships with Prizyetsi government offices in order to further their education. In short, the Kauvaran people almost see the Prizyetsi government as a branch of their own. (AUTHOR'S NOTE: a dangerous sentiment that we should seek to curb, Director)
People: Director, the people of Kauvara and Prizyetsa are almost like family. Ever since Aldard, Kauvara's civilians and military have worked closely together, almost as kin. Kauvaran-Priyetsi couples and families are becoming increasingly common, and most cities have a bare minimum of a 12% Prizyetsi population. The Kauvaran and Prizyetsi people may be some of the closest in the Darklands, Director. (AUTHOR'S NOTE: Director, I could almost taste the rainbows as I wrote those entries)


THE CONSTITUTIONAL DICTATORSHIP OF SCOCIALIST PROVINCES:

Kauvaran government opinions upon the following:
Government: Like China and Octovia, our Emperor and Armand Keriolenko are on a firstname-basis, as they are very good friends. The same attitude is reflected throughout the government, despite the fact that the nation is essentially a police state. (AUTHOR'S NOTE: Director, this intelligence completely baffles me, and I recommend we recheck the data gathered by Francovian and his Office of Domestic Security)
People: Both the Kauvaran government and our Emperor view the CDSPian people as hardy warriors, ones who can always be counted on in a fight. While there is not much honor in the CDSP (see RPRT #6812: "Switching of CDSPian Diplomatic Ties After the Darksnow War"), one thing they do honor is a fight, and the Kauvaran government and our Emperor see that as a boon. (AUTHOR'S NOTE: I agree; maybe this is the cause for the strong government ties?)

Kauvaran people opinions upon the following:
Government: Ironically, the people of Kauvara view the government of the CDSP in a rather positive light. Why this could be, again, is completely unknown to me. Perhaps it is for their stalwart defense against Sovietyetan aggression? Perhaps it is due to their effective handling of the food crisis that has wracked the nation for several months now?
People: Once again, the people of Kauvara view the people of the CDSP nearly as closely as they do the Prizyetsi, Octovians, and Chinese. Many Kauvaran infantrymen have a saying: "Go a few rounds of close combat training with a CDSPian and survive, and you have my respect; win, and you have my undying admiration!" It is believed that the Kauvaran people view the CDSPian people as the "tough brother" archetype, the one who can always be counted on in a fight who will have their back, and who, at the end of the day, will be there to help clean up the blood of victory.


THE EMIRATE OF SOLGARDT:

Kauvaran government opinions upon the following:
Government: There are very sparse relations between the Kauvaran and Solgardt governments as of yet. There is a food deal that keeps the people of Solgardt in order to keep them with a satisfactory amount of sustenance. While not exactly ideal, there are rumors that it is better then the nutrient paste that serves as the classic fare. A common phrase amongst the Kauvaran airship crews that deliver the food is that they're "Improving relations by impressing the palette!"
People: The Kauvaran government views the Solgardt people as hardy workers, ones that the Kauvaran traveling board is attempting to lure to Kauvara for lucrative contract work with communications companies, although they have so far proved unsuccessful due to the fierce patriotism and reclusiveness of the Solgardt people

Kauvaran people opinion on the following:
Government: Insofar, no real opinion has been made between the Kauvaran people and the government of Solgardt. While the Kauvarans may be wary of their secretive and non-transparent nature, the vaunted "masters of covert and intelligence operations" hold no hypocritical grudges or ill-will towards the Solgardt government.
People: Almost no contact has been made between the peoples of Kauvara and Solgardt, beyond food deliveries from airship crews and the occasional vacation wherein business seems to be the only topic. The capitalists of Kauvara, and the harsh-nature lovers, enjoy vacations to Solgardt for the intense change of pace. (AUTHOR'S NOTE: apparently being chased by monsters and beasts through Kauvara's vaying biomes is not "harsh" enough)


THE SOCIALIST REPUBLICS OF THE SOVIETYETO:

Kauvaran government opinions upon the following:
Government: The government of the Sovietyeto is the only one in the Darklands that has consistent mistrust and animosity from the Kauvaran administration. They see the Sovietyetan government as dangerous, and a threat to human life. In fact, there are rumors (AUTHOR'S NOTE: read "unconfirmed intelligence reports") that the Kauvaran military is mobilizing to strike at them and loosen their grip on the colonies, an unprecedented action as Kauvara is loathe to deliver the first blow in any conflict.
People: Again, the Kauvaran government views the people of the Sovietyeto as dangerous and deadly, as they mirror their government's actions (see RPRT # 7981: "The Positive Sovietyetan Civilian Response to the Genocides in Central Asia"). Again, there are unconfirmed intelligence reports that the Kauvaran military is preparing strikes.

Kauvaran people opinions upon the following:
Government: The attitude of the Kauvaran people is predictably-negative towards the Sovietyetan government, much like the view of the Kauvaran government. They firmly believe that Sovietyetan aggression must be stopped, and have been lobbying for government action against the Sovietyeto for a long time. They may finally be getting their wish.
People: Once again, the attitude against the Sovietyetans proves universal. The people of Kauvara desire to see a stop to the aggression of the Sovietyetans, but do not wish for actual harm to be done to the civilians themselves. Rather, it is the debatebly-naive belief that the people can be turned from their aggressive ways if the Sovietyetan leadership is entirely removed. (AUTHOR'S NOTE: I actually agree with this sentiment; is an operation in order?)

This hereby concludes by report, Director. Thank you for your time. However, as I said before, I fail to see the relevance of this report, but I will diligently file it, sir. For now, I must return to my research with Dr. Hojo. We are preparing new implants for our agents, and we hope to have them ready for another discrete "delivery" to the Kauvaran military soon.
