Introduction
The World Liberation Army is a non-government organization on the planet Rostil. Classified as a terrorist organization by the intelligence community of the Federated States of California, the Federal Republic of Eslovakia, the Belkan Empire, the United States of Euro-Asia and others, it is the largest 'irregular' movement in the world. While the use of violence is common by the WLA it is not their primary means of communication.
Community outreach, missionary work and humanitarian aid are the most common approaches to the world the WLA has, often outnumbering other 'legitimate' NGOs, churches, charities etc in the poorer regions of the world they constitute a great deal of humanitarian aid work in the world. However it is most known for its string of recent wars against the governments of California, Euro-Asia, Britannia (and Hibernia), the Roman Empire and Empire of Azhadstan and of course being blamed for every act of terror in the world even though they are personally responsible for perhaps one in one hundred such acts. The WLA has more in common with nations than with organizations, however owing to the fact it has no home territory (any longer) nor a capital (any longer), it is not considered a nation. The WLA has operatives and operations ongoing at any given time in every nation in the world, the vast majority of which are utterly benign, though enemy propaganda would say otherwise.
The WLA has nearly a billion operatives, referred to as Enlightened Followers, to the frustration of many they are often welcomed where they walk.
Government
The World Liberation Army's government is an Ecclesiocratic Stratocracy. A military state run along and by the moral guidelines of religious teachings. The head of state (and government) is a shadowy figure by the title of Suleiman the Magnificent, whose very existence is doubted heavily by many in the intelligence community as being an individual and instead a moniker for a succession of men over the years. Owing to the structure of the basic government of the WLA, its leaders are both religious, military and civil simultaneously. Priest-Generals make the decisions on issues that are brought forward by Priest-Soldiers, who in turn represent Citizens. There are no elections.
Law
The Laws of the WLA are enforced throughout the territory they directly control. They are a combination of so called 'Common Law', the practice where something is law because it has been done for generations, and Religious Law, which as in all other things, forms the basis of the WLA's society, such as it is. The law itself is convoluted and extensive, however here are some commonly appearing laws as example.
1.) Know always the Enemies of God will try to confuse and turn you from the Higher Order.
2.) Accepting gold or money is illegal, carrying gold or money in any amount is illegal.
3.) It is illegal to buy or sell goods among the community.
4.) The drinking of alcohol or fermented liquor is to be confessed but is not illegal in small amounts.
5.) To spill The Blood in actions other than the defense against the Enemies of God or the defense of the Higher Order is illegal.
6.) To spread the Word is holy, to do so against the will of the crowd is illegal, we wish only for those who come willingly to the Cause.
7.) All foods and foodstuffs are legal, as they are the creations of God and thus holy, there is to be no ritual washing, the only washing of foods is in their preparation to make them safe from disease.
8.) To accept charity is not illegal, to accept more charity than one needs is illegal.
9.) Give always unto the world and the world shall give unto you.
10.) Ours is the Truth, the Way and the Path to be walked. Forward the Higher Order, always.
Holdings
The World Liberation Army's is spread throughout the world, below is a list (no where near comprehensive) of where they operate as known to various intelligence communities around the world.
Adiya - The Army is in the process of driving out Islamists from Adiya and the eastern portions of the country are heavily contested by the WLA and a local, weak, Caliphate.
Amethia - The Army runs rampant in the Amethian states, who are in no condition to stop them, the only exception is Vranje where Eslovakian influence has made the land impervious to infiltration.
Asran - The Kingdom of Asran stands on the edge of a knife, it does not matter who wins their civil war, the Army will win ultimately. A recent investment, enlightened presence here is not large, yet.
Azadstan - The Pharaohate of Azadstan (Britannic: Azhadstan)'s eastern regions are completely under the control of the Army, this control has become tenuous in recent days but remains, despite denials of the Pharaoh's Government. It is in Azadstan that the Army was founded.
Central Uhlanga - The Uhlangan Confederacy's southern regions are tenuously controlled by the Army, the central government is losing ground as the people come to realize the Truth of the Higher Order.
Hudaydah - The Army has long struggled against the influence of the False Prophet in the Caliphate of Hudaydah, however its ongoing civil war has seen the realm weakened enough for the WLA to infiltrate, it is only a matter of time before the masses embrace the Higher Order.
Meba - The Republic of Meba's north is being converted to the Higher Order, the government remains powerful however and progress is slow.
Talma - The Army has been invested in the Republic of Talma since the Talaman Civil War, and has a great hold on the northern portions of the country where the people feel neglected by the genocide-apologist central government, they are being converted to the Higher Order with some success.
Nueva San Cristobel - The Federal Republic of San Cristobel's southern regions are slowly falling to the Army, who tangles with the so called 'San Cristobellan Liberation Front' often. The people are reluctant to embrace the Higher Order but they will come around in time.
Nubia - The Kingdom of Nubia's eastern portions are firmly under the control of the Army, the people have embraced the Higher Order and it is a major center of the Army's operations.
In addition to these known locations, the Army operates all over the world, often unseen, in every nation of men, working in each of them to bring about the reign of the Higher Order.
Organization
The World Liberation Army's is organized much like a professional army. There are ranks with clearly defined duties and responsibilities, it is a highly regimented and disciplined society, every member of which believes in nothing more than the inherent malignancy of modernity and the bringing about of the Higher Order.
Irregular Units
Cells are the smallest, informal, organization of the WLA, usually composed between two and eight people they can sometimes be larger but this is quite rare as the nature of cells (black operations) makes size the enemy of their goals. They have no formal leadership to speak of.
Civil Units
Commune is the most basic of all WLA organization and it is from this basis that its society is wrapped around. The community is at the heart of the WLA and consists of the majority of the civilian (such as it is) and general populace. Communes are led by priest-elders.

Military units in the WLA are modeled after Britannic units owing to their efficiency.
