Caffine: legal with no age limit. Very popular and has a somewhat greater effect on Erendians then on humans.

Tobacco: Legal at 18 and taxed but not too common. Use is allowed in public but not inside restraunts, bars or workplaces. Those wishing to smoke in those locations must go outside to smoke.

Alcohol: legal at 21 and popular. Sold either in private liquor stores or in bars. Drunk driving punishable by strong penalties including jail time.

Pot: legal at 18 and very popular. May be used in specific facilites licenced for smoking pot, certain public areas and in ones own home. May not be used in cars.Like caffine it has somewhat greater effect on Erendians then humans specifically those with telepathic abilities.

LSD: Legal at 18 and many try a couple of times in life. Individuals wishing to use must pass a test on the effects and can only purchase a certain amount every 6 months. Other hallocenogens regulated similarly to LSD

Extasy: Legal in certain specifically licenced clubs at 21. Warning label is required for potential long-term brain damage and clubs must supply water at no cost to those present. Can be found in most areas but not extremely popular.

Cocaine: Illegal but free supplies given to addicts to get rid of black market.

Heroin: Illegal but free supplies given to addicts to get rid of black market.

7 - Can people have guns? Heavily regulated, Their is a small community that does target shooting and some private gun collectors however so it is not completly illegal but are difficult to get and those wanting one need to go through a very extensive process. Actually though guns are obsolete and our police don't use guns but a phaser style type weapon on stun settings and these are very tightly regulated as well (and mostly confined to law enforcement though we are thinking of possibly creating a permit process for self-defense use). Learning martial arts are pretty popular though both for self-defense and health.

9 - Do you have the death penalty? No. Mandatory life imprisonment for 1st degree murder with no parole though.

10 - What is the speed limit? Have hover cars. No speed limit in high-speed tunnels between cities though max speeds usually around 500MPH. Much slower outside tunnels and usually between 25-65 depending on circumstances.

11 - What types of religions would are permitted or restricted? All are legal. Only practices illegal is those that would harm others or attempt to force their beliefs on others.

12- Porn: Legal except for child porn (even computer images) and porn showing rape and/or torture.

13-Prostitution: Legal due to the WA. Prostitutes must be 18 older and are required to be independent contractors and take a class and we have several regulations to protect their safety and public health. Customers are required to be 18 as well. While it is present in most areas (though rare in the south as sex is very common their for cultural reasons) it is not extremely popular even in the North.

14-Polygamy/ Polyandry/ Polyamory: Never an issue. Polyandry sometimes done in the south with no laws against it though it is not recognized by the government.

1 - What is the legal drinking age? 18 in the Emperor's grants. 16 in many of the others. No age at all among the Shais—alcohol is culturally quite important to them.

2 - Driving age? The Mindhari government does not issue drivers' licenses. If you have enough money to buy a car, it is expected that you're old enough to know how to drive one.

3 - Age of sexual consent? None. Marriages are performed by your House; if they approve it, you can marry a newborn infant. That said, it is quite rare for anyone under the age of twelve to be taken as a wife or husband.

Premarital sex is illegal, so age of consent applies only to marriage.

4 - Voting age? Mindhar has no elections.

5 - At what age would someone become an adult (free from parental control)? The closest equivalent in Mindhari society is when one can swear allegiance to the Noble House of one's choice—typically between the ages of thirteen and sixteen. Anyone over the age of twenty-one who has not yet chosen a house is considered legally emancipated, and will have a very hard time finding work or education without choosing to become a slave.

6 - What types of recreational drugs (if any) are legal?

-Pot - Widely illegal. Permitted in the Free City of Salvastria, but heavily taxed.

- Tobacco - Common, hardly noticeable. As most tobacco is imported, it is quite expensive due to heavy tariffs.

- Cocaine - Illegal.

-Alcohol - Legal, but culturally frowned upon—except among the Shais, who brew extremely potent alcoholic beverages (also thought to contain natural amphetamines) to be drunk by Shai warriors prior to joining battle, under the belief that the draught makes them invincible.

- LSD - Illegal.

- Caffeine - Common, hardly noticeable. Inexpensive. Most Mindharis' drug of choice.

- Heroin - Legal—or at least, not yet restricted—but culturally frowned upon.

- Other? Many drugs are illegal. Some hallucinogens are protected, being part of traditional Tsiva ceremonies, but like all legal drugs they are distributed primarily by the government (specifically the House of Severin).

7 - Can people have guns? Yes. Many people do, particularly in legal areas. In urban areas they are much more rare; Mindhar never developed a "gun culture", there is no belief that armed societies are more polite or better behaved, and firearms are viewed primarily as a tool—useful if you live out in the country, marginally useful for self-defense but really not the kind of thing you'd talk much about in polite society. Of course there are small communities of gun enthusiasts and shooting ranges catering to them etc and the state makes a fair bit of money on import taxes for all the specialty guns and ammo they have to buy overseas.

9 - Do you have the death penalty? Yes. Public hangings are common in some places, but the more modern areas—where the stocks and pillories in public squares have been taken down—have come to prefer more private forms of execution, such as electrocution or gassing.

10 - What is the speed limit? The Emperor's Roads have no speed limits. Others are set by the Lord ruling that particular grant. The Keldens are the strictest about this, with 100 km/h being a maximum speed on intercity roads on Sempiterna.

11 - What types of religions would are permitted or restricted? Tsiva is the only legal religion. Freethought is tolerated. Other religions are outlawed, or taxed heavily.

12- Porn - Technically legal, but culturally frowned upon. In some places selling pornography is punishable by a specified period of pillory, and those who buy it are shunned.

13-Prostitution - Legal, occasionally stigmatised. Many prostitutes are unaligned freemen who chose it over slavery or begging, and they're often viewed as pitiable unfortunates forced into whoring by circumstances. As prostitution is disapproved of by Tsiva—it subverts the natural purpose for which sexual desire was created—it's only actually illegal in the Severin grants, but in most other places it's a safe bet prostitutes are only making the best of a bad situation.

14-Polygamy/ Polyandry/ Polyamory - If approved by one's House, one can have as many spouses as one desires. Multiple wives are culturally not viewed as particularly odd—the nation's uneven male/female balance does mean that many women would end up spinsters if not for polygamy—whereas multiple husbands are considered slightly decadent, the kind of thing only members of the nobility can afford to do. As well, families where the men are drafted into their house's armed forces for prolonged periods of time may often have kadhi: women who adopt the attire and social role of men, and play the role of husband to the wife, helping her to make ends meet et cetera. This is not just a wartime arrangement, as kadhi may be brought into any family whether the husband is there or not—it's viewed as culturally quite normal.

15-Homosexuality - Illegal, and widely disapproved of. But then, see the kadhi above—it's expected that (among other things) they will provide for the sexual needs of soldiers' wives, and this is viewed as perfectly normal and not homosexuality because they are "being men" at the time. Due to the number of bloody wars in Mindhari history, the resulting gender imbalance made this—along with polygamy, in peacetime—a highly practicable arrangement.

16-Stem cell research - Most Mindhari have never heard of it. The House of Avisirian is doing some tentative research.

17-Human Cloning - This hypothetical question has not yet filtered through to MIndhari society. You could ask a priest of Tsiva what he thought of it, but you'd need to hand him a dictionary as well (and possibly make up a new Mindhari word for "clone", as there's none that matches the precise connotations of that word in English).

18-Cock Fighting? Happens occasionally. Not a cultural feature. Nobody really cares about it.

19-Slavery? - Slavery is legal and divided into two categories: voluntary and penal. Those who have committed a petty crime may be punished by enslavement. Those who can't find work or are otherwise socially outcast may also choose to become slaves. Slaves earn a small stipend in addition to being granted food and housing by their employer, and serve for the longer of six years or until they have earned enough to buy their own freedom. As being a slave is a fairly comfortable life in many respects—the conditions aren't great, but it's preferable to begging, and most slaveowners will treat their property fairly well—it's viewed as a lazy way out, and slaves are disapproved of in Mindhari society. One could write a lengthy paper on the precise subtleties of Mindhari slavery; let's just say that it's not much like what you'd expect.

20-Hunting? Legal and common, particularly in rural areas. Hunting and trapping for food is the main way many rural folk acquire meat, which is otherwise very expensive. Sport hunting is limited to nobility and wealthy freemen—merchants especially. Lord Dal is known for possessing an enormous hunting range in the woodlands outside Dalskov; rumour has it that he and his retinue regularly hunt human prey (whether it's prisoners or random people they picked off the street varies by telling) but there's no proof either way.

21-Fishing - Very common. Fish is the staple food of Salvastria, Aln Dibran and the outlying islands in particular.

22-Eating meat? Yeah. Vegetarians aren't associated with any kind of ideological movement, rather simply not being rich enough to afford meat.

23-Littering? Laws vary by grant. In most cases it's a petty offense.

24-Unisex bathrooms ? Most public toilets are unisex. Of course, most public toilets also don't have running water or any facilities more notable than a hole in the ground and four walls for privacy. It's only in the more "civilised" areas—cities et cetera—that one can find sex-segregated ones.

25-Suicide? - Considered a honourable way to die. Choosing death to preserve your honour, or to end the battle against disease, or any number of other things is fairly common really.

26 - Gay marriage? - Once again, marriages are performed by your House. That said, no House has ever approved a gay marriage, and those outed as gay are typically jailed.

27-Abortion - Technically illegal, but culturally accepted, and happens very often. Abortions fall into three categories—early-stage abortions, usually involving drinking some herbal remedy to induce miscarriage; mid-stage abortions, after early-stage abortions fail (which is fairly often) and which require the services of an uncomfortably broad network of medical professionals; and late-stage abortions, for those expectant mothers who've missed the first and don't want to risk the second: smothering the newborn to death, leaving it at the doorstep of a temple or putting it in a basket and sending it downriver. Considering the appalling state of Mindhar's healthcare system, particularly in rural areas, death by childbirth is a very common fate, so abortion has never quite disappeared however much local authorities try to stamp it out.

28- What types of sexual activity (if any) are illegal ?
- Freemen and slaves: Premarital sex, rape, homosexuality, and infidelity are the main categories of illegal sexual activity. Masturbation is frowned upon, but not technically illegal.
- Nobility: Nothing. Particularly in the cases of rape and paedophilia, nobility are literally above the law.

29-Is your country's/culture clothing optional or mandatory? Public nudity is stigmatised but not illegal. It's simply a sign that you're too poor to afford clothes. Many beggars go about naked or clad only in rags, and temples often try to raise money to buy clothing for them. Naturism is unheard of and nudity is not seen as sexual. In fact, foreigners who do think of it this way may be quite shocked if they visit Mindhari beaches; the idea of a bathing suit is basically unheard of. Beaches catering to the small but developing tourism sector may designate specific areas that are "clothing optional" but for the most part it's going to be nudity mandatory.

30-Do you have obscenity laws? If so - how would you define "obscene". - Yes; but laws against obscenity are not as strictly enforced as laws against sedition and blasphemy. Criticising the Emperor is treason; swearing in public is merely regrettable.

31-What system do you have for taxes?
Each grant has different tax systems. The only House that does not levy income taxes is the House of Shai, and then only because so many of its vassals are warriors (and thus their incomes come directly from the House itself in the first place). Sales taxes are common.

31bImport/Export tax? All products enter the Empire either through Salvastria (where they are subject to the Emperor's tariffs, which vary depending on product and country of origin) or through the Lysia SEZ (which has a much lower flat tariff imposed by the House of Davu).

32-What is the criterion for someone to pass to become a citizen? There is no official "citizen" status. Anyone can emigrate to Mindhar, but they will only succeed there if they can bring themselves into a position to join a Noble House or otherwise find employment. Many foreigners wind up becoming slaves, excluding of course those who were enslaved after being taken as prisoners of war.

33-What types of people do you allow (or not allow) into your country? Most people are allowed in, unless they have prior criminal records. As for exile, some criminals plead for it rather than the normal punishment, but whether it's granted depends on the judge.

34-What type of government are you? Absolute monarchy, with society organised under a quasi-feudal system

35-To what degree is your government allowed to censor or restrict the media? The government has absolute rights over all content produced in or entering Mindhar. Censorship is fairly common.

36-Aside from laws - what sort of unofficial (and unenforced) cultural rules and traditions do you have? For example
A wide variety.

- If you're a freeman, it's much better to be poor or middle-class. The wealthier one is, the more one is distrusted—merchants, businessmen, bankers and the like are often viewed quite poorly. This doesn't apply to the nobility, who are extremely well respected; of course, not respecting the nobility is a good way to get yourself thrown in jail or worse.

- There is very little conception of a right to privacy in Mindhar. People tend to live in small, densely populated knots; most business is done out in the open and the Ways of Tsiva put family and community first. Individualists and those who require solitude will thus have a hard time in the country. Many houses do not have doors, for instance. If you possess a specialised skill people will almost certainly need you to practice it—the literate often find themselves pressed into semi-unofficial work as letter writers for instance (being paid on an ad-hoc basis).

- Similarly, Mindhari view sex in a way quite alien to those who grew up with Judeo-Christian morality. First of all, children are exposed to sex from very early on—most houses are laid out in a single room and they can hardly avoid encountering their parents having sex at some point. Premarital sex is illegal—due to Tsiva beliefs about the purpose of sexual desire—but it's not especially taboo, and paedophilia will be viewed as immoral not because of the age of the participant(s) but because they're not married. Thus, you're perfectly free to have sex in public if you want—people might find it unhygienic, but if you can prove you're married, they won't especially care. This also leads to the extraordinary values dissonance of rape in Mindhari society. If a man has consensual sex with a woman he's not married to, he can be prosecuted for rape if she or her family chooses. If a man has nonconsensual sex with a woman he is married to, he's done nothing wrong. Women can't commit rape at all, and the nobility is (as mentioned above) entirely above the law.

- The value placed on human life is fairly low—death is viewed as honourable, particularly if done in such a way as to redeem one's past misdeeds, and the death of a baby or child is viewed as fairly incidental (it's not as though they had the chance to experience much of life anyway). This is partly because of Mindharis' unshakable faith in the afterlife, granted to all except the irredeemably evil, which in turn is partly due to the absolutely shitty conditions of daily life in Mindhar in the first place. However, particularly in the cases of the Houses of Shai and Dal, the emphasis on warfare and honour is harder to explain away so simply.

- You won't find many people willing to care about lots of hot-button issues. Abortion and gay marriage are basically ignored, for instance. Environmentalism is a major one in some places, but only because poor industry practices have obvious and visible negative effects. Social security is a minor problem that most people assume their House knows how to take care of. Illegal immigration nobody particularly cares about so long as the immigrants keep Tsiva, or at least don't threaten it with outside views. Et cetera. Of course, Mindharis have their own set of hot-button issues that would be largely trivial to outsiders, like football.*

* Accursed foreign sports usurping our ancient traditions! Football fans just bring immorality and decadence and un-Mindhari ideas! Protect our community—ban football! etc etc

The lower branch consist of the House of Representatives, a 200 member democratically elected chamber. The upper branch consists of the House of Brothers, a 30 member chamber consisting of Dominican priests.

1 - What is the legal drinking age? 16 is the generally accepted level in private, 18 in public. These are quite loose though, and really it is up to the local community. People look after each other here, so nothing usually goes wrong.

2 - Driving age? 17, but there isn't really much driving, and it is banned in the cities. Cars are usually frowned upon, but all other licenses (train, bus, plane) it is 17.

3 - Age of sexual consent? 15

4 - Voting age? 15

6 - What types of recreational drugs (if any) are legal? Soft drugs are legal and hard drugs are decriminalised. Marijuana is very popular, as is tobacco (organic). LSD is also popular. Distributed and regulated by the government (except marijuana, which is grown everywhere). Government clinics distribute hard drugs to addicts.

7 - Can people have guns? No. Guns are held in common for a time of crisis, usually in a heavily armoured store house. They can be taken out and used for training though. Guns cannot be privately owned in cities, though farmers can possess hunting rifles. The state is heavily pacifistic though. The police are also disarmed and the military are mostly volunteer based and non-standing.

1. The drinking age is 21 for civilians and 18 for all military personnel. We use special I.D. cards for military members that have been proven very difficult to replicate.

- Those below the national average for income pay 5%. All others pay a flat tax of 12%

31aSales tax? Prevalent for most luxury commodities. No tax on medication or food.

31bImport/Export tax? Protectionism is prevalent and discourages imports. Export tax is less common.

32-What is the criterion for someone to pass to become a citizen? Sign up for conscription, if not native born, pass the Citizenship Exam and sign up for conscription. While there is no language requirement the system provides no aid to those that do not speak english or russian.

33-What types of people do you allow (or not allow) into your country? Any but we reserve the tight to either deport with prejudice or execute any visitors found violating the few laws that have a death penalty. Railia does not extradite.

34-What type of government are you? Executive Oligarchy

35-To what degree is your government allowed to censor or restrict the media? Outside of state owned media (most is privately owned). There are no censorship laws.

36-Aside from laws - what sort of unofficial (and unenforced) cultural rules and traditions do you have? For example – Russian and English are the primary languages, no laws exist regarding this but it is very difficult to function using any other language.
