Richard was born 2468 to a middle class urban family on Earth. He done well in High School and entered collage on the ESM Military scholarship. He took part in the border skirmishes with the Covenant Empire and was wounded in action. After a retirement from public service he quickly found a home in politics. He served as a senator for years before being nominated for the presidents office. He won on a platform of internal reforms a modest military cutbacks and hopes of continued pease through out the Earth Systems.
