Maravannea (Maravannean: Morgavanniya), officially the Maravannean Federation (Maravannean: Federiala Morgavanniya) or sometimes know simply as the Federation (Maravannean: Federiala) is a country located in southern Krandovia with two overseas territories. Maravannea is a federal semi-presidential republic and a direct democracy consisting of ten constituents, and its capital city is Oslis and its largest city is Christantonipole. Maravannea currently shares no borders with any country. Over the years, Maravannea has grown to be a strong influence in Krandovia thanks to its active role in the region.

Maravannea has a long and chequered history. The nation's history began with the Marvas, who emerged as a recognizable group in Krandovia in the early years. Founded and ruled by a council of tribal chiefs, the early years of the nation was marked by a civil war and a series of minor insurrections that weakened the nation. Eventually brought under the yoke of foreign tyranny, Maravannea's history is one rich in revolution. From a ponchireat thence to a dominion thence to a republic and thence to dictatorship, it was a revolution that eventually led to the formation of the Federation.

Maravannea is an extremely ethnically diverse and multicultural country, the product of immigration from member-states of Krandovia. Indigenous peoples descended from forebears who migrated from the northern regions of Krandovia in search of food and more fertile lands. Although Maravannean is the official de-facto language, only 57.6 percent of Maravanneans speak it. A highly developed country, Maravannea has a diversified economy that is reliant upon its industry and abundant natural resources.

In its foreign affairs policy, Maravannea has taken a gradual move towards isolationism and has not currently fought in any wars. Despite this, the Federation has begun a embassy and consulate program to open its doors to relations with foreign countries. Maravannea is a founding member of the Krandovial Assembly of Nations. Maravannea was once and member of the Krandovial Union of Soviet Socialist Nations but withdrew from the alliance after the fall of the Dictatorship. Despite its largely isolationist policies, Maravannea is a member of the World Assembly.

Etymology

The name Maravannea is derived from Marav (Maravannean: Morgav), the name of the "Second Peoples" of Maravannea. Maravannea is a play on the name created by the Ponch Warrior Elite after the overthrow of the Council of the Tribes. The land was typically called by its inhabitants "Marav Land" or "Land of Marav". An older Maravannean name of Marav was Magurav.

History

The first traces of human presence in modern Maravannea dates from the year of 6100 BC in the caves of the Tsvarich Mountain chains. These traces are mainly prehistoric paintings. According to these prehistoric paintings, these people referred to themselves as the Tsvarich which is were the Tsvarich Mountain chains earned their name. Around this time, organized construction and agriculture had begun appearing around the area that is now Christantonipole. Small settlements flourished along the mountain chains which surround Christantonipole, whose mines offered ample material needed for construction, weapons and tools.

Around the year 5000 BC a new migration of people arrived who, according to the latest archaeological results, may have come from the colder Krandovial Tundra Zone looking for fertile lands. These new tribes came into contact with the native Tsvarich and fought for control of the lush lands upon which the Tsvarich hade made their home. Evidence of the fighting are found all across present-day Maravannea in archaeological dig sites, mainly in the center of the country. It can therefore be concluded that this is where a majority of the fighting took place.

These groups of tribes outnumbered the native Tsvarich and also had a greater knowledge of metal use and molding. A majority of the natives were either killed or sent to slave labor camps. The rest were driven off of the land entirely. These "Second People" later established themselves as the "Marav." There are multiple theories as to were exactly this name comes from. The most popular theory is that "Marav" was a mythological goddess important in the early religion of these tribes. Evidence of this can be found on the tombs of tribe chiefs were a woman is depicted holding a bright star over the heads of a group of people.

Around 1700 BC, traders from the present-day Commonwealths of Isles and the Tehraanian Natal State established different cities along the coast of present-day Maravannea. The largest of the cities was Romuanul. It was during this time cultural and economical exchange occurred. The contact between both people gave that native Maravs two great inventions, the writing system, the earliest piece of which is found on the grave of a Marav tribe chief, and also the knowledge of the iron's forge which would help transform the native Marav into highly aggressive militaristic peoples.

The Marav civilization reached its highest level of cultural, economic, in political development in 4th century BC. It was during this time that the Marav tribes organized themselves into one entity with the "Council of the Tribes" as the supreme heads of state. This lead to cultural growth and amazing literary writing. With a developed language, developed writing and powerful armies Marav quickly became a highly stabilized territory and was quite possibly the most powerful nation in Krandovia during that time. These armies were placed under the command of the Ponch Warrior Elite who were the highest ranking military officials in Marav.

Politics

According to the federal constitution, the country is a federation, semi-presidential republic and a direct democracy, wherein the president is the head of state and the prime minister is the head of government. The Maravannean Federation is fundamentally structured as multi-party representative democracy, with the federal government composed of three branches:

• Legislative: The bicameral Parliament, made up of the 240-member Senate and the 80-member Popular Assembly, adopts federal law, declares war, approves treaties, has the power of the purse and the impeachment of the president.
  
• Executive: The president is the Supreme Commander of the military during wartime, can veto legislative bills before they become law, and appoints the members of the Cabinet (subject to Senate approval) and other officers, who administer and enforce federal laws and policies.
  
• Judicial: The Constitutional Court and the Supreme Court and lower federal courts, whose judges are appointed by the President with Senate approval, interpret laws and overturn those they find unconstitutional.

The president is elected by popular vote for a two-year term (eligible for a second term but not a third consecutive term). Ministries of government are composed of the First Minister and his deputies, ministers, and selected other individuals; all are appointed by the president on the recommendation of the prime minister (whereas the appointment of the latter requires the consent of the Senate).

Through referendums, citizens may challenge any laws passed by Parliament and through initiatives, introduce amendments to the federal constitution thus making Maravannea a direct democracy.

Currently, the two leading political parties in Maravannea are the Conservative Libertarian Party and United Maravannea. The other political parties in Maravannea are the Labour Party, the Conservative Party, and the Progressive Party.

Direct Democracy

The Maravannean federal constitution defines a system of direct democracy. The instruments of Maravannean direct democracy at a federal level, known civic rights, include the right to submit a constitutional initiative and a referendum, both of which may overturn parliamentary decisions.

By calling a federal referendum a group of citizens may challenge a a law passed by Parliament, if they can gather 50,000 votes in 100 days. If so, a national vote is called where voters decide whether by a simple majority whether or not to accept the law. Four constituents together can call for a federal referendum.

Similarly, a constitutional initiative allows citizens to put a constitutional amendment to a national vote, if they can get 100,000 votes in 18 months Parliament can supplement the proposed amendment with a counter-proposal, with voters have to indicate a preference in the ballot in case both proposals are accepted. Constitutional amendments introduced by either Parliament or initiative must be accepted by a double majority of constituent and national popular votes.

Double majorities are, first, the approval of those voting, and, second, a majority of the constituents. A citizen proposed law cannot be passed at a federal level if a majority of the people approve but a majority of the constituents disapprove. For referendums or propositions in general terms, a majority of those voting is enough.
