Big kudos to Ivelboria and Corindia for giving some important info. Helped narrow down the vector image I needed to start out with. The result, honestly, isn't exactly something that wows me. But hey, what can I say? I gave it a shot.
I took the current Coat of Arms on the flag and simplified it a wee bit. The crown of the escutcheon is a bit simplified with a couple of the elements within it reused. The stars are brought down to the bottom and the goat has a double to make the pair the escutcheon's supporters. A ribbon w/ the requested text acts as a stand for the supporters.

The reason I tend to go for an SVG file is that vector files can be easily scaled up or down without a noticeable loss in quality. When you scale up or down a raster image (ie. what you tend to see), especially one with low resolution, the quality is lost with it. This can quite easily limit your possibilities. But if you don't intend to do much heavy-weight customization, it's understandable. A plain white background can be a problem as well. If you intend to make images using that coat of arms, the lack of transparency will make blending it in without some eraser-fu will be difficult; and even then it may be noticeable. But once again, it doesn't matter much if you do not intend to put much effort towards custom images and et al. I will admit that I am not a fan of doing this since it doesn't feel up to par para mi, but completing an order properly should override any personal beliefs. Can't believe I forgot one of the most important rules in design.

First, I would like to replace the motto with "Fortuna Audaces Iuvat" (the sign can be elongated at will) and I want to remove the bit that represents Granada and just have it quarterly, with two being the Cross and the Bend placed like the bit that represents Castile and Leon, placed on the positions it is in the original, and I guess the same with the castle and the Phalanx symbol, where the bits representing Aragon and Navarre go. I would also like to have the Phalanx symbol coloured like the yoke and the arrows presented here. Feel free to make the design more aesthetic if what I described doesn't look good enough.
