Welcome to the factbook dossier on The Holy Empire of The Order of Takhisis. We hope you will find all information you would like to know about our country here, and otherwise you can always send a communique through proper channels to that of the Ministry of Foreign Affairs.

For 715 years, from 1278 to 1993, Takhisians lived under a unique co-principality, ruled by the nation of Ergoth and Blode, of whom it's leaders (from 1607 onward, the Ergoth Dukeships and the Blode Baronships). In 1993, this feudal system was modified with the royal family taking the reigns, and the government transformed into a Religious Autocracy with heavy support from the hardline military command.

For decades the Takhisian Order enjoyed its status as a small refuge of fiscal and banking freedom and benefited from foreign companies attracted to the country's comparatively low tax rate. The situation has changed in recent years as the Takhisian Order started to tax foreign investment and other sectors.

Light industry, commerce, and finance are the mainstays of the Takhisian's tiny, well-to-do economy, accounting for more than three-quarters of GDP. An estimated nine million tourists visit annually, attracted by the Takhisian Order's duty-free status for some products and by its summer and winter resorts. The banking sector also contributes substantially to the economy. Banking and other forms of such, accounts for over 30% of the Order's gross domestic product.

The rest is attributed to the growing industries both indigenous and not within the territories. Furthermore, Takhisian mercenaries are a national export, and contracts for such are an income source for the government.

Agricultural production is limited - only 2% of the land is arable - and most food has to be imported. The principal livestock activity is sheep raising. Manufacturing output and exports consist mainly of perfumes, cosmetic products, products of the printing industry, electrical machinery and equipment, textiles, tobacco products, communication equipment and machinery, and pharmaceuticals.

Church of Takhisis
Religious holy order that has woven itself into the culture and the nobility. Created the legends and mythology that the Takhisians have come to believe themselves.

The clergy of Takhisis worships its cruel and calculating queen almost as much as it fears her. Priestesses slavishly devote themselves to their goddess, but will betray one another without a moment’s hesitation. Priestesses are exceptionally wicked individuals who are more than ready to charm and murder foes in the same breath. The church, like the goddess herself, seeks absolute power and the total domination of all lands that are within reach of the Takhisian peoples.

History of the Church
In the Book of Takhisis, the goddess sought dominance over the birth land of Jethnea for millennia, and her church proved itself no different. Shortly after the first temple was built in Garantha (later known as Kernen), the Knights of Takhisis made their appearance. During the twenty year War of the First Accords the church was nearly crippled in the aftermath. In the aftermath of the war, and the subsequent rule of the nation by Ergothian and Blode Nobility, the years that followed proved to be almost the undoing for the church, and this time period is not looked upon fondly, as the priesthood and Knights were hunted to near extinction. Ergothian and Blodian occupational forces were behind the active inquisition of the church's remaining forces.

When the noble line of Wyren reclaimed the throne from Ergoth, and both militarily and diplomatically defeated the ancient kingdom and long held enemy, the first action upon reclamation was to re institute the Church of Takhisis as the legitimate representation of the Order and the provisional territories.

Places of Worship
As the dark pantheon’s dominant member, Takhisis often demanded the construction of elaborate structures in her name. Temples constructed to her in the Age of Dreams (present day)are wondrous affairs that hold the same dark beauty possessed by the goddess. Some cathedrals are built for defense, while others, such as the cube-shaped temple in Palanthas, have yet to reveal their secrets.

Cleric Training
Potential converts simply dedicate themselves to serving the Dark Queen, then receive their medallions of faith, suffering only the mental molestations of other clerics who investigate their intent via less then pleasant interrogations. Despite this quick rite of conversion, all clerics soon undergo the first of many tests of faith. A cleric’s first duty often involves the ritual murder of a lover or family member, reinforcing the belief that Takhisis come first and last.

Takhisian priestesses carefully study the darker emotions of anger and betrayal, though few can ever understand the concept of love. Desire and lust are tolerated and sometimes encouraged as useful tools, whereas love is seen as a weakness that can not be tolerated. The church encourages its members to make use of every asset, and some disciples practice the arts of seduction to draw potential converts.

Preferred Vestments
Takhisis’s dark pilgrims wear black-hooded robes emblazoned with the black crescent, and a blackened silver medallion of faith.
Knights wear armor at ceremonial occasions that display their service in similar fashion, the armor is inscribed with runes and so forth.
For duty, Knights bear an emblem of the dark queen upon their uniform. Even regular legionnaires bear this emblem, usually in the place of where a flag might go on the shoulder.

Prayers and Rites
Most prayers to the Queen of Darkness are of a self deprecating nature and espouse the supremacy of Takhisis while belittling the individual priest.

Holy Days
Celebrated on the third day of every New Year, Dark Day is an unusually quiet time for the church. Its members engage in wicked contemplation of old plots and consider their role in the church’s hierarchy. This recent holiday also commemorates Takhisis’s eventual manifestation upon the former homeland of Jethnea and is thus considered a dark celebration in its own right.

In stark contrast to Dark Day is a centuries-old, once banned holiday known as the Crushing of Hope. The nations of Blöde and Ergoth banned it's celebration as per it was considered to violent. Clans within the order set aside time to pursue their rivalries for three days in which either side is involved in debasing contests and rituals, where the best possible outcome for the participants losers is a quick death.

Quests and Tasks
Blackmail, seduction, and treachery are enforced among the Takhisian clergy. Priestesses are expected to advance their personal status however possible, and their method often includes the sacrifice of friends and family. If it advances the position, status, and prospects of the Church, it is encouraged.

Enemies
With the self-serving nature of the clergy, it is not surprising that all non-Takhisians were considered enemies of the church. Priestesses despised the Knights of Ergoth from the moment of their inception, but utterly loathed them after it was they who began to hunt them down after the occupation of Takhisia. True clerics of opposing faiths are dealt with in any number of ways, generally though it's understood to be painful and almost always fatal.

Neraka, Capitol City of Takhisis
Image

Neraka is a city located in the Takhisian Territories, near the confluence of the Vynar and Tyrell rivers. As of the 2010 Census, it had a population of 583,776, making it the largest city within the Territories. Nerka is the most populous city. Approximately 2,260,000 people live in the Neraka metropolitan area.

Neraka was incorporated in 1278 and is the capitol of The Order and the Territories. The city extends west into the usk grovisv (Iron Wood) neighborhood in Flina (Kender) County and south towards ryna grovisv (Lake Wood) in Ner (Spear) County. With a matriarchal government headed by an empress and four other support leaders who act as advisors, the city and region are noted for strong land-use planning and investment in light rail, supported by the tilabil biwheg (elder council), a distinctive provisional support system.

Located in the Marine west coast climate region of The League's collection of nations, Takhisis has a climate marked by warm, dry summers and wet but mild winters. This climate is ideal for growing roses, and for more than six centuries, Neraka has been known as "The City of Roses", with many rose gardens littering the city. The city is also known for its large number of microbreweries and microdistilleries, as well as its food carts and caffeinated beverage enthusiasm.

The "Five Quadrants" of Neraka
Neraka straddles the Vynar river near its confluence with the Tyrell River. The denser and earlier-developed west side is mostly hemmed in by the nearby West Hills (Adulese Mountains), though it extends over them to the border with Ith (Lord) County. The flatter east side fans out for about 180 blocks, until it meets the suburb of Mishkal. Rural Flina (Kender) County lies farther east. In 137 the cities of Neraka, Ariakan, and East Suaco were consolidated, and duplicate street names were given new names. The "great renumbering" on September 2, 1347 standardized street naming patterns, and changed house numbers from 20 per block to 100 per block. It divided Neraka into five sections: Southwest, Southeast, Northwest, North, and Northeast.

Ariakan Rd. divides north and south, and the Vynar River divides east and west. The river curves west five blocks north of Ariakan and in place of it, Steek Ave. is used as a divider. The North section lies between Steel Ave. and the Vynar River to the west.

On the west side, the RiverPlace, Rock Landing and South Waterfront Districts lie in a "sixth quadrant" where addresses go higher from west to east toward the river. This "sixth quadrant" is roughly bounded by Suaco Parkway and Kernen Boulevard to the west, Pab Street to the north and Edar Street to the south. East-West addresses in this area are denoted with a leading zero (instead of a minus sign). This means 0246 SW Edar St. is not the same as 246 SW Edar St. Many mapping programs are unable to distinguish between these two different addresses.

Neraka's modern abundance of microbreweries dates to the 1580s when Ergothians occupational law was changed to allow consumption of beer on brewery premises. Brewery innovation was supported by the abundance of local ingredients, including two-row barley, over a dozen varieties of hops, and pure water from the ulhar bekifi (Blue Depths) Watershed.

Neraka is home to more than 40 breweries. The metro area alone has over thirty brewpubs, distilleries, and wineries scattered throughout, several in renovated cinemas and other historically significant buildings otherwise destined for demolition.

Neraka's location is beneficial for several industries. Relatively low energy cost, accessible resources, North-South and East-West Interstates, international air terminals, large marine shipping facilities, and both west coast intercontinental railroads are all economic advantages.

The Territories 1773 "urban growth boundary" law limits the boundaries for large scale development in each metropolitan area in the territories. This limits access to utilities such as sewage, water and telecommunications, as well as coverage by fire, police and schools. Originally this law mandated that the city must maintain enough land within the boundary to provide an estimated 20 years of growth; however, in 1932 the legislature altered the law to require the maintenance of an estimated 50 years of growth within the boundary, as well as the protection of accompanying farm and rural lands.

The growth boundary, along with efforts of the NEDC to create economic development zones, has led to the development of a large portion of downtown, a large number of mid- and high-rise developments, and an overall increase in housing and business density.

Vehicle and vehicle components maker, TAKTRUK is the Nerak area's largest employer, providing jobs for more than 15,000 people, with several campuses to the west of central Neraka in the city of Kernen. The metro area is home to more than 1,200 technology and light industrial companies. This high density of technology companies has led to the nickname Silicon Forest being used to describe the Neraka area, a reference to the abundance of trees in the region. While manufacturing and hardware have been the core in the past, a budding group of software-oriented startup companies has taken root in Neraka as well, supported by new seed funding organizations and business incubators.

The steel industry's history in Neraka has existed for several centures. By the 1920s, the steel industry became the city's number one industry for employment. The steel industry thrives in the region, with j'nah vyth Industries, a prominent steel company, shipping a record 1.15 billion tons of scrap metal to other League nations during 2003. Other heavy industry companies include the jikmadator vyth Corporation and ithquentiv vyth Mills.

Neraka is the largest shipper of wheat in the League of Imperial Nations region, and is the second largest port for wheat in the world. The marine terminals alone handle over 13 million tons of cargo per year, and is home to one of the largest commercial dry docks in the country. The Port of Neraka is the third largest export tonnage port within the League, despite being located about 80 miles (130 km) upriver.

Electric Tram Rail is the centerpiece of the city's public transportation system. The Neraka metropolitan area has transportation services common to major international cities, though Takhisis's emphasis on proactive land-use planning and transit-oriented development within the urban growth boundary means that commuters have multiple well-developed options. Some Nerakans use mass transit for their daily commute. In 2008, 12.6% of all commutes in Neraka were on public transit. The provisional operated company of itmen papref (Bright Future),operates most of the region's buses and the ETR (short for Electric Tram Rail) system, which connects the city and suburbs. Electric Express Service, or EES, opened in February 2009 as commuter rail for Neraka's western suburbs, linking Kernen and Darons thaczil (Knights Land).

The ET Streetcar operates from the south waterfront, through Neraka City University and north to nearby homes and shopping districts. The Streetcar line adds 7.3 miles of tracks on the east side of the Vynar River. The line completed a loop to the tracks on the west side of the river on the Neraka-Tilek Rail Bridge that was completed in 2009. Within the Free Rail Zone, a designated geographic area centered in downtown, rides on Itmen papref's ETR and streetcar systems are free. Fifth and Sixth avenues within downtown comprise the Neraka Transit Mall, two streets devoted primarily to bus and light rail traffic with limited automobile access. Intense public transit development continues as two light rail lines are under construction, as well as a new downtown transit mall linking several transit options. Itmen papref also provides real-time tracking of buses and trains with its Transit Tracker and even makes the data available to software developers so they can create customized tools of their own.

The T-4 Highway connects Neraka with the Vynar Valley, Southern Hinterlands, a League nation to the south and another to the north. T-5 forms a loop with T-4 around the central downtown area of the city and T-2 is a loop freeway route on the east side which connects to the Neraka International Aerodome. T-3 supports commuting within the metro area and continues to the Ocean westward and Tuukaan Taar Mountain and Central Territories eastward. T-1 has a main, bypass, and business route through the city extending to Qumado Suaco, Takhisis to the west; through Mishkal, Takhisis, and the eastern exurbs, and connects to T-6, traveling towards another League nation to the North.

Neraka's main airport is Neraka International Aerodome, located about 20 minutes by car (40 minutes by ETR) northeast of downtown. In addition Neraka is home to several airship docking tethers and berths. Darastrix, the national passenger rail system, provides service to Neraka at Z'ar dian Station on three routes. Long-haul train routes include the Isk mitne (with service from Neraa to Nakit dew) and the Shehad (with service from Neraka to Ternesj.) The Darastrix commuter trains operate between Ternesj, Charir and Vutha, Takhisis, and serve Neraka several times daily.

As of 2010, there are an estimated 583,776 people residing in the city, organized into 235,508 households. The population density is 4,375.2 people per square mile. There are 265,439 housing units at an average density of 1989.4 per square mile (1,236.3/km²). Population growth in Neraka increased 10.3% between 2000 and 2010.

The racial makeup of the city was 72.2% Takhisian (421,773), 9.4% Ergothian, (54,840), 8.9% Blodian (51,854), 7.8% Elven (45,545), 2.4% Orcish (14,262), 0.9% Kender (5,229), and 5.0% from other races (28,987).

Out of 223,737 households, 24.5% have children under the age of 18 living with them, 38.1% are married couples living together, 10.8% have a female householder with no husband present, and 47.1% are non-families. 34.6% of all households are made up of individuals and 9% have someone living alone who is 65 years of age or older. The average household size is 2.3 and the average family size is 3.

The age distribution was 21.1% under the age of 18, 10.3% from 18 to 24, 34.7% from 25 to 44, 22.4% from 45 to 64, and 11.6% who are 65 years of age or older. The median age is 35 years. For every 100 females there are 97.8 males. For every 100 females age 18 and over, there are 95.9 males.

The median income for a household in the city is $40,146, and the median income for a family is $50,271. Males have a reported median income of $35,279 versus $29,344 reported for females. The per capita income for the city is $22,643. 13.1% of the population and 8.5% of families are below the poverty line. Out of the total population, 15.7% of those under the age of 18 and 10.4% of those 65 and older are living below the poverty line. Figures delineating the income levels based on race are not available at this time.

In 1940, Neraka's Elven population was approximately 2,000 and largely consisted of miltary advisor employees and their families. During the war-time liberation, the need for capable officers drew many elvish to the city. The new influx of elvish settled in specific neighborhoods, such as the Vaess district and Beetnekil. The Great Flood of 1918, which destroyed Beetnekil, eliminated the only integrated neighborhood, and an influx of Elvish into the northeast quadrant of the city continued. Over two thirds of Takhisis's Elvish residents live in Neraka.

Neraka's population has been and remains predominantly Takhisian as a result of historic trends. In 1440, Takhisians were over 98% of the city's population. In 2009, Neraka had the fifth-highest percentage of native born Takhisian residents among the rest of the Territories metropolitan areas.

Military Branches and Roles: Knighthood, Legion of Ariakan, Imperial Army
The Knighthood is considered a special operations taskforce, and is focused upon the needs of anti-terrorism, VIP protection, intelligence gathering, and security services of the Empire.
The Legion of Ariakan has the responsibility for air based operations against external, or internal threats that may put the sovereignty of the nation at risk.
The Imperial Army serves the purpose of defending the land-based sovereignty of the country, it also serves to prevent illegal activities, an so on.

Brief Summary of Training and Recruitment:
The Army training focuses not only on traditional military skills but also on its strong morale. As its men and women come from different provinces, often times with different aspects of the Takhisian culture, this is a widely accepted solution to strengthen them enough to work as a team. Consequently, training is often described as not only physically challenging, but also extremely stressful psychologically.

Military service is required for a period of four years, as a form of civil service.

Brief Summary of Standard Military Doctrine:
Takhisian military doctrine is based on the concepts of national independence, deterrence, and military self-sufficiency.

Brief Summary of Military Culture:
The ability to generate discussion, serious examination of self and the organization, and experimentation and application of new ideas and technologies requires officers to have intellectual rigor and critical thinking. Such training is encourage and taught within the Takhisian Military Recruit Training Centers, and if an officer, the Advanced Acadamy's, to develop these capacities through an educational system that teaches how to think and not what to think. Diversity in opinions is encouraged and not simply tolerated. The officers and soldiering legionnaires are expected to reflect upon their training, and in such a way raise the culture of the military they serve.

Assessment of Officer Corps (Tactical Capabilities):
All Officer Legionnaires are trained to be qualified in the field to perform such actions as destruction of objectives behind enemy lines, capture of enemy officers for interrogation, gathering citizens for evacuation, reconnaissance, intelligence gathering, Close Quarters Urban and Non-Urban Combat, Communcations. Most if not all officers also recieve secondary training so as to be effective within assigned units and or companies, and to aid the legionnaires under their direct command.

Assessment of Officer Corps (Strategic Capabilities) Legionary Officers are tasked with maintaining the order of combat, the lines of communication between themselves and command elements as well as maintaining the morale of the legionary assigned to them. To be able to assess the situation as it develops in real time and to make judgement calls based off of such. Be it fight or flight, the survival of the force commanded is the officer's primary concern.

Are the branches of the Military united with a clear command structure for use between branches?: Yes. Communication and Order is one of the hallmarks of training at it's earliest stage and this is built upon even to the higher levels of the military.

Are Strategic Decisions decided by Military or Civilian leadership?: The Royal governing body and the military leadership work hand in hand to promote the best strategic design for military forces.

Are the branches more or less united, with open co-operation between the branches?: Again, at the earliest of training, this symbiotic approach is heavily encouraged and instructed. It permeates the entirety of the Takhisian military services.

Are there any enmities between branches?: Minor, but not at a level that would infringe upon combat ability.

Is the overall Strategic Doctrine Defensive or Offensive?: Defensive

Bridge
The top of the vessel is dominated by twin conning towers. Each has a matching bridge, one fore, one aft. The ship can be commanded totally from either bridge, though is normally done so from the fore. The aft bridge is used in emergencies. Extending above the bridge is a high mast which has a listening post with numerous sounding horns as well as a lookout post. The bridge itself has two levels: the battle bridge and the navigation bridge. Combat is controlled from the battle bridge. The navigation bridge itself has stations for helm, weapons control, damage control, and radar officers. Below that is the night warfare bridge with the officer's lounge, ready rooms, and secondary command and control center. There is also a lower radar post. Unlike the bridges, both the fore and aft radar/combat warning posts are manned at all times in order to have tactical data of the area surrounding the vessel.

The bow weapons are eight 6 × 28 cm (11 in) guns on four turrets, with two turrets at the aft bearing the same cannon type. Littering the yoweth ith class are thirty-two 20mm phalaxe turrets, surrounding both the launch deck, and conning towers of top and bottom. The broadside weapons on the ship are ten 8 × 15 cm (5.9 in) cannons evenly divided between the left and right broadsides. The broadside cannons have a limited aiming range.

Additional armaments were added and include sixteen dual box launcher turrets, capable of firing air to air intercept missiles as well as air to ground anti-armor and or emplacements.

Supporting this impressive array of weaponry is a squadron of three Dhac (Fang) fighters, and one Tovekil recon/dive bomber aircraft.

Armor
The yoweth ith class boasts extensive armor, more than twice as much protection as that of an atypical line ship. Once again, this is owed to the significantly smaller hull of the yoweth ith class. The ships' main armored belt is 80 mm (3.1 in) thick amidships and reduced to 60 mm (2.4 in) on either end of the central citadel. The bow and stern are unarmored at the lift-line. This belt was inclined to increase its protective qualities and supplemented by a 20 mm (0.79 in) longitudinal splinter bulkhead. The upper edge of the belt is at the level of the armored deck. The ships' forward conning tower has 150 mm (5.9 in) thick sides with a 50 mm (2.0 in) thick roof, while the aft conning tower is less well protected, with 50 mm thick sides and a 20 mm (0.79 in) thick roof. The main battery turrets have 140 mm (5.5 in) thick faces and 85 mm (3.3 in) thick sides. Their roofs range in thickness from 85 to 105 mm (3.3 to 4.1 in). The 15 cm guns are armored with 10 mm (0.39 in) gun shields for splinter protection.

The ships' hulls are constructed with transverse steel frames; over 90 percent of the hulls use welding instead of the standard riveting, which saves 15 percent of their total hull weight. This saving allowes the armament and armor to be increased such as it is.

Launch Decks
Extending behind the two conning towers of the ship is the upper launch deck. This deck is used to deploy and recover aircraft. It has an elevator that goes down to the hangar bay. There is also a set of retractable cables embedded in the decking that allow aircraft to be tethered to the ship in flight. This enables the aircraft to remain close to the ship, even during combat and dangerous maneuvers, as well as maintain communication.

Down the main lift shaft is the cavernous hangar bay, where the aircraft are stored and maintained. The lift continues down to a lower launch deck where craft can be deployed or recovered if it is too dangerous to use the upper deck. This is often the case when the ship is in a firefight, and the top of the ship is dominated by cannon fire. However, landing on the lower deck is also hazardous, as it is dangerously close to the magnetic field generators of the EATG Unit. Too close to the unit and an aircraft will be torn to pieces.

Drive
Spindle Ragnite Drive. The spindle design uses a gravity thrust provided by the ragnite reactors, forming a compressed wave that lifts the airship allowing navigators to maintain desired height and so on. Thrust is also provided in a similar method, with most of the exhaust being designed to vent near the tail end of the craft, to provide additional thrust and propulsion to the main rotor blades. Additional reactors are in a secure compartment to power everything else.

Bridge
The top of the vessel is dominated by a large conning tower.

Weapon System
The bow weapons consist of one 203 mm/L53 (8 in) guns of 25 tonnes each and are fitted in pairs in Ansaldo style turrets. An additional cannon is on the underside matching the placement of the top pair. This is repeated at the stern in an above and below fashion. The guns have a high muzzle velocity of 939 m/s (3,080 ft/s) with a 125 kg (275 lb) AP shell, allowing the vessels to engage equals at a very long 34,400 yards (31,500 m) at 45 elevation. Littering the Vrevel class are twenty-four 20mm phalaxe turrets, surrounding both the launch deck, and conning towers of top and bottom. Twenty dual box launcher turrets, capable of firing air to air intercept missiles as well as air to ground anti-armor and or emplacements.

Supporting this impressive array of weaponry is a unit of two Dhac (Fang) fighter aircraft.

Armor
The Vrelvel (Talon) Class Aero-Destroyer boasts almost doubled belt armour compared to the Jesk (Fang) Class Aero-Destroyer that came before it, with 150 mm in the main belt. The main deck is also very thick at 70 mm. Turrets and barbettes are as well protected by over 100 mm armour. In addition to the primary armour scheme, there s secondary armour: the upper deck is 20mm, and the flank hull above main belt is 30 mm. Almost no other destroyers are equipped with two armoured decks and two armoured belts. This scheme followed, in fact, not quite a cruiser layout, but that of a small battleship. This makes the Vrelvel the best armoured light ship. This additional armour has made the ships decidedly nose-heavy, so to offset this the rear of the ship was raised by one deck behind the bridge.

The ships' hulls are constructed with transverse steel frames; over 90 percent of the hulls use welding instead of the standard riveting, which saves 15 percent of their total hull weight. This saving allowes the armament and armor to be increased such as it is.
