The House of Commons is elected in 232 two-member constituencies by STV. The Senate is mostly appointed, with a section of members elected by d'Hondt method.

The federal Assembly is elected on a State-by-State basis of open party-list proportional representation. The Triumvirate is elected in a single-round plurality vote, in which the top three candidates are selected for office.

Systems of election in the States vary, with the requirement that "[i]ndividual members of each State legislature shall be selected either by majority vote in exclusive and exhaustive regions or by apportionment based upon the collective votes of such regions or of all State citizens" (Federal Constitution 2.2.3).

Voting system varies from year to year and this actually give advantage to different parties and the degree of support the people of Mapletish give to the political parties.

In Tolmakia, members of the legislature (the Republican Assembly) are democratically elected and put into position by legislature. Members of the Republican State Council (the upper house) are elected by legislature, while members of the Republican People's Assembly are elected by popular vote. The prime minister is elected likewise from the upper house, by a special council with members chosen by the legislature each six years to assign the minister. Though elected by legislature, the committee or council electing candidates may also decide by the amount of public support or choice a candidate has.

We use the single transferable vote, with 5-7 member districts on a national level (occasionally with smaller districts on a local level).

Greater Mackonia practices a form of weighted voting whereby the more educated members of society (theoretically) are granted more votes per person, meanwhile less educated people end up having negative votes and are clumped into large voting blocks of up to a thousand. The number of votes a person has is decided by one's "Sector", a class reflecting one's level of intellectual advancement.

The glorious People's Republic of Wallenburg uses a special multiple voting system where citizens vote for their preferred candidate, all but the top choice for each party are removed from the ballot, and citizens then vote again.

The Woolzistan Electoral System

Background

The Woolzistan Electoral System has developed through the last 97 years with 3 electoral reforms in 1918, 1945 and 1990 that have tweaked the system used (the 1918 law established the system for the advisory council, the 1945 law updated the system for Woolzistan Independence and the 1982 system reformed the system to reduce significant Christian overrepresentation following demographic changes). The system is designed to ensure that Woolzistan's confusing religious balance is maintained in a manner that prevents a single religious group (namely the largest group, the Sunni Muslims) from dominating all of the minority religious communities. The system has been weighted to ensure the Sunni Muslims are underrepresented and that the Christians minorities in particular are overrepresented.

Although the system ensures that minority religious communities are represented in the National Legislature, the electoral system serves to reinforce a system that is nakedly sectarian and undermines attempts in the wider population to remove historic confessional differences and replace Woolzistan politics with a secular political system.

Overview

There are 250 seats in the National Legislature. In order to elect representatives the country is split into 50 Electoral Districts that each elect 5 MPs. Each of these MPs corresponds to a particular religious group in that District, generally reflective of the population (see Example One). The religious community in that particular District elects their representative using a preferential system (although if they only have one MP to elect this is essentially conducted with First Past the Post). If a religious community in a particular District does not have a representative to elect then they have 2 options a) to register under a different religious group or b) to register in a different District which has a representative of their religious group.

Example One. Hallapo Centre has a demographic breakdown of the following; Ixnay Orthodox 25%, Sunni Muslim 20%, Maronite Catholic 15%, Coscivian Orthodox and Protestant 10%, Dabadi Muslim, Woolzian Orthodox, Urcean Catholic all 5% or less.

The number of MPs for Hallapo Centre is as follows: 2 Ixnay Orthodox, 1 Maronite Catholic, 1 Protestant and 1 Sunni Muslim.

Technically the Coscivian Orthodox, Dabadis, Woolzians and Urcean Catholics are all unrepresented, but they can choose to register to elect one of the other groups MPs, or can register in a District that has an elected representative from their community.

Electoral Districts

As detailed above there are 50 spread through Woolzistan, although using Provincial boundaries as a guide. These Districts have been gerrymandered in order to ensure that minority communities are represented and to split up Sunni population in order to prevent their dominance of Electoral Districts. Periodic census should lead to an altering of these Districts, however there have been no changes since the last amendment the 1990 Electoral Law as urban Districts typically have a significantly larger electorate than many rural Districts.

Religious Breakdown

The 503 seats are broken down amongst the religious communities as follows;

- Ixnay Orthodox - 107
- Woolzian Orthodox – 33
- Coscivian Orthodox - 5
- Other Orthodox – 1

- Protestant - 2

Other
- Druze – 16
- Jewish - 1

Note: Christians have 43.5% of representation with 33.4% of the population. Sunni Muslims have 34% of the representation with 44% of the population.

Voting

A lot of money is spent by the government on producing ballot papers. A ballot paper is designed for a particular religious group and their candidates. So in one polling station it is possible for there to be up to 5 different ballot papers if 5 different religious groups have an elected member.

If a religious group has one elected representative, then the vote is essentially a First Past the Post contest, whichever candidate has the most votes wins. If a religious group has more than one elected representative then the vote uses the Single Transferable Vote system. This typically ensures that on multi-member ballot papers different political opinions should win through.

Advantages

Although to outside observers the Woolzistan Electoral System looks shambolic and sectarian in nature, it does have some positives;

- It ensures representation from minor religious groups,
- It prevents the larger groups from dominating the country,
- It is generally supported by the population

However if you are against sectarianism then of course you will be against the system as it ensures that religion and politics are very mixed up.

Disadvantages

Disadvantages are numerous;

- It underrepresents certain religious groups (the Sunni population) and over represents others, causing friction,
- It reinforces religious involvement in politics
- It maintain a confessional political systems which serves to boost religious based parties and undermine secular parties

And the list goes on.

Reform?

Clearly there are those who support reforms of the system, particularly liberals, secularists, foreign political commentators and Sunni politicians. However the Woolzistan Constitution makes reform difficult as a 2/3rds majority is required in the National legislature, and the Constitution supports the confessional nature of Woolzistan, changing the Electoral System would effectively nullify the Constitution placing Woolzistan in a dangerous position, and potentially reigniting the Civil War fought between 1983 and 1990.

Confused? You should be, most Woolzistani’s don’t understand the system fully.

The Federal Parliament is elected through a complex system.

300 seats are elected by AMS, with each state split into three constituencies electing 3 or 4 MPs through STV, and a party list to ensure proportionality. In total, it is 120 constituency, 180 party list MPs.

100 extra seats are split between the government parties. Whichever party or group of parties that can command a majority will be granted these seats by the President on forming a government, and the seats split between the parties however they want.

I can ascertain that my current RP envisages electing the empress with a two-round run-off system, and I am planning to have both parliaments elected with pure proportion representation. This allows more independent candidates to win their seat.

Koryo uses Closed List Proportional Representation for electing the lower house, the Chamber of Representatives and Single Transferable Vote to elect the upper house, the Senate.

Neragua uses different voting systems for different elections:

In all federal-level single-winner elections, Neragua uses the alternate vote (also known preferential vote or instant run off vote).

In elections to the Senate, open party list proportional representation is used, with each province electing four senators at a time.

In some provincial and municipal elections (either single winner or multiple winner), single transferable vote and first past the post are used.
