We greatly prefer new citizens to be individually built, craftsman-style, and raised by their Coders in a setting similar to that of a human family. This way, they individualize quickly and have a better chance of becoming well-rounded people. Therefore, the factories only make parts, rather than complete Decepticons, during normal times.

Still, in the case of emergency, these factories can produce 100,000 Decepticons per hour. The resulting horde of offspring will take about 3x longer than normal to become properly sapient and individualize, and tend to be on the miscreant side even by our standards, but over time they'll become fully-sapient citizens just like anyone else. Still, as a society, we only use factory production if we would otherwise be at high risk of extinction.
