Comorostan is divided into five soviets, each functioning like a province or state. The soviets are led by democratically-elected Soviet Leaders, who serve for five years unless recalled or unable to carry our their duties.

Soviets:

Baikal Soviet
Primarily inhabited by Central Asian ethnic groups. Home to the majority of the Vrazdan population in Comorostan, who are kept in ghettos and camps. A low-level insurgency, conducted by hardline Vrazdan separatists, is being combated by Comorostani forces. The soviet’s main industry is manufacturing.
Major Cities:
Karakorum—Regional capital and home to the largest Vrazdan population as well a substantial concentration of Hijim Muslims. Notable for its large industrial sector, and home of the infamous “Sector 13,” the Vrazdan ghetto.
Tiblisi—Port city, the primary export center for Comorostani manufactured goods, as well as home to the Northern Squadron of the Navy.

Kamchatka Soviet
Populated mainly by ethnic Russians. Birthplace of most of the current Supreme Worker’s Executive Council, and revered as the Bastion of the Revolution. The mountainous Ulik Range runs through this soviet, making mining the largest industry, as well as arms production.
Major Cities:
Petropavlovsk—Home of the Western Squadron of the Navy. The birthplace of First Comrade Gredenko, whose home is now a place of pilgrimage for many hardcore Party members. Mostly concerned with refining and some manufacturing.
Novograd—Birthplace of current Supreme Comrade Sergei Farrishnikov and several Council members. Comorostan’s premier arms manufacturing city. Home of the Southen Squadron of the Navy.

Basilixa Soviet
Home of the capital of Comorostan, this soviet is taken up almost entirely by the sprawling city of Basilixa. It is the most heavily defended soviet and the majority of its inhabitants work in the massive government bureaucracy.
Major Cities:
Basilixa—Capital of Comorostan. Nerve center of the country and the meeting place of the Supreme Worker’s Executive Council and the National Assembly. Protected by one of the densest air defense networks in the region and guarded by the elite Basilisk’s Own.

Sakhalin Soviet
An island off southern Comorostan, populated mainly by ethnic Japanese. Added to Comorostan by conquest in the early 1900s, the soviet is now known for its high-tech industry and houses the largest naval base in Comorostan.
Major Cities:
Yokohama—Center of high-tech development and manufacturing, as well as the location of the Daimyo Naval Base.

Huaning (WHO-AHN-EENG) Soviet
The most populous soviet, populated mainly by ethnic Han Chinese. The source of a large number of Comorostan’s rank and file military, a source of some resentment. Borders Dialektos to the northeast, with a fortified land border.
Major Cities:
Shenju—Home of the Eastern Squadron of the Navy. This city is within missile range of Dialektos and thus is the second-most defended city in Comorostan, surpassed only by Basilixa.
Yangji (YONG-ZEE)—The largest port in Comorostan, with a large natural harbor. A hive of organized crime, and thus one of the most heavily policed cities.

Charged with ensuring the government runs efficiently and effectively and tasked with rooting out corruption. Hampered by a large bureaucracy of its own and internal corruption.

The official media outlet of Comorostan. The only news source for most Comorostanis and also tasked with censoring all forms of media and distributing propaganda. Also responsible for releasing official statements to the international press.

The Ministry for the Protection of the Revolution
The secret police, acting as the ultimate enforcers of the Party. Tasked with surveillance of suspected traitors and subversives. They boast their own paramilitary units for major operations and ensuring political correctness in the armed forces.

The Ministry for the Advancement of Freedom and Equality
A semi-secret ministry, officially the organizers and deliverers of Comorostani foreign aid. In reality tasked with providing arms, supplies and training to communist rebels and guerillas around the world.
Head: Minister of External Affairs Imran Zakhaev

The Ministry of Defense
The military. Controls the Army, Navy, Air Force, and Strategic Forces. Routinely purged of suspected subversives or those deemed not sufficiently loyal. Quantity over quality mindset.
Head: Minister of Defense Yuri Petrenko

The Ministry of Production
Regulates industry, sets quotas and production priorities. Generally inefficient but still effective enough.
Head: Minister of Production Igor Romanov

The Ministry of Labor
Runs the gulags in Novo Siberia and the industrial labor camps in Baikal, with a mandate to get results regardless of loss of life.
Head: Minister of Labor Viktor Reznov

Ministry of Justice
The legal department, which consists of the courts and the Judicial Advisory Board, who insure all laws passed are constitutional. Also controls the Justice Brigades, which act as pro-government death squads.

Ministry of Civil Protection
Runs the civil police force at a national level. Individual soviets and cities have sub-ministries for their areas. Constantly feuding with the secret police over jurisdiction issues.

Manages Comorostani relations with other states. Masters of realpolitik and lying, notorious for their hard bargaining.

Common Religions: Islam, Vrazdan, Shinto, Eastern Orthodox, Taosim

Note: Religion is defined as a “counter-revolutionary device” and is outlawed under the Constitution. Practitioners do not organize and mostly keep their faith to themselves in thoughts or whispered words.

Ethnic Groups:

Russians: Concentrated in the Kamchatka Soviet. The source of most of the original Party and still the dominant ethnic group in the government and officer corps.

Han Chinese: Concentrated in the Huaning Soviet. The most numerous, but hampered by a largely agrarian economy and the burden of overpopulation. The majority of the rank and file army grunts are ethnic Han.

Japanese: Concentrated in the Sakhalin Soviet. Renowned for their technical prowess but with little representation in the government. They are hobbled by their culture, which emphasizes social harmony over individual action. However a large percentage of Air Force pilots are Japanese. Few live outside Sakhalin.

Turkestani: Shiite Arab group residing almost entirely in the Baikal Soviet. Almost no representation in the government, considered unreliable by the Party. They are subject to widespread discrimination and suspicion from other groups.

Vrazdan: Small ethnic group living in northern Baikal. Considered a subversive element of society. However they are skilled at industrial work and are employed in what are essentially slave-labor industrial camps and confined to ghettos in the cities.

Hijim: Even smaller ethnic group of devout Sunni Muslims. They are the targets of an active extermination campaign and are waging a low-level, largely unsuccessful insurgency against the government.

Tarkovskian Communism: The official ideology of Comorostan. It is totalitarian communism, arguing for a permanent dictatorship of the revolutionary elite which must maintain a firm grip on power until the world is socialist.

Basic Philosophy:

Serve the State and it shall provide.
Fail the State and it shall punish.

The State is infallible, for it is the expression of the proletariat.
Therefore, questioning the State is failing the State.

Excerpts from Red Banner Rising, by Alek Tarkovsky (the de facto bible of the Party, written by the leader of the Revolution)
“It is a regrettable necessity that we accept that the People are ignorant. They have been told for decades that we are evil incarnate, brainwashed into unquestioning support of the suicide economy. We must, therefore, assume a stance of total power in order to safeguard our Revolution. The People will not accept our education willingly; even through it is in their best interests. We must force their eyes open so that may see the truth.”

“It is foolish to think that we will ever be at peace while the World Revolution is incomplete. From the moment of our success to the moment socialism is established the world round the gangster states will flood us with wreckers and saboteurs. Revolution Demands Sacrifice. The rule of the Party must by necessity be dictatorial, so that we may preserve our accomplishments.”

“Suffer not the subversive to live. We must be prepared to slaughter millions now to save billions later. Find those who would stop the Revolution and crush them without remorse. Leave no trace of them left on this earth so that none may imitate them.”

“Socialism at home, revolution abroad. The World Revolution will not come from the armies of the socialist states. It must come from the People. If they lack the tools, we must provide them. Civil Justice
Civil justice, those crimes not classified as political, is actually quite efficient. Trials are by a jury of peers, with state-appointed lawyers rather than privately hired ones. The death penalty is used for serious murders, rapists, and other particularly vicious crimes. For most other things the sentence is jail time of varying length or community service. Prisoners are usually employed in civil construction projects or in penal battalions in times of war. Those doing community service are normally employed in city-based public works projects, mainly cleaning or refurbished areas of the city.

Thoughtcrime
Crimes classified as political in nature are another nature. Officially classified as “thoughtcrime,” there are three degrees of thoughtcrime. Thoughtcriminals are guilty the minute they are arrested, though they are given a trial as a chance to name other conspirators in return for a lessening of the sentence.

First Degree—Crime of Intent: This is planning actions or intention of spreading messages that are anti-government. As no actual action has been committed, the sentence is usually political reeducation for minor offenses, though serious offenders can be executed or sent to the gulags.

Second Degree—Crime of Speech: This is saying, writing, publishing or otherwise disseminating messages which are considered anti-government. This can include pamphlets, emails, or even saying something to a coworker. The punishment is serving a term in a gulag in Novo Siberia, the number of years varying based on severity.

Third Degree—Crime of Action: This is acts viewed as an attack on the State, such as sabotage, espionage, or other types of action. Punishment is death by firing squad.
