I'll give two reactions. The Government Response, and the Population's general response.

1. The Vocal Anarchist-
Gov't: The man would be added to the National Policing Watch-list. Should he commit a crime, he'd be arrested, but his one true freedom is freedom of speech; where it doesn't effect others.
Populace: It can affect them as much as they allow it, but the majority would ignore him. The other minority reaction would be anger at him destroying the flag. (ooc: yes. I used the correct affect/effect-s in the right places)

2. The Verbal Bomber-
Gov't: He would be added to the Policing Watch List at a Major Threat Level. He'll find it more difficult to acquire necessities until he corrects himself. He'll also be arrested on sight should he try to enter any government building without being summoned, and strip-searched on being summoned.
Populace: More than likely ignore it completely. Most will report him, and be done with it. A select few will notify him that his life's about to get worse.

3. Euthanasia-
Gov't: He'd receive it. The official stance is that if they truly want it, they'll try with or without assistance. Though he'd be offered painkillers or other alternatives first. Also, they have to be able to request it at the time its offered. No euthanasia is given to anyone no capable of asking for it themselves.
Populace: Pity and a willingness to let them out of their misery.

4. The Unscheduled Flight Plan-
Gov't: The plane would be contacted through whatever means possible. If no response could be received, it'd be shot down.
Populace: The populace would be attracted to it like moths to a flame. HUGE media coverage.

5. The Student Protest-
Gov't: Watch the students involved for any other subversive tendencies. However, its only for a 3 month duration do to the 'peaceful' route used in the protest.
Populace: Support for the students, but if its better for them, the issue will stand. If its just something minor like dresscode, it'll be opened up to the public to be voted on. Moderate Media coverage IF it's overturned, otherwise it'd only be a localized response

6. The Skateboarding Hooligans-
Gov't: Immediate arrest and seizure. Skateboarding is illegal except in skateparks. There's at least one in every neighborhood.
Populace: Outrage at the damage to personal property, mostly localized response with an increase of patrols of the National Policing Agency.

7. The Old Lady Mugging-
Gov't: Immediate arrest by police of the suspect, a minor increase in patrol presence for the next week with a statistic added for the National Weighted Police Patrol Routes drawn up once a year by a committee.
Populace: Sympathy to the old lady, possible fund made to pay for injuries incurred in the mugging, but mostly a matter of the National Policing Agency

8. The Government Store-
Gov't: Would happen unless the business was 'paid' for. ie. No outstanding debts for land or equipment. Then, the government loan would only be considered after passing an economic inquiry, and it would be in the amount of all the assets of the company.
Populace: Well, its government funds trying to help the community. Localized support, with regional dissatisfaction at the usage of public funds in such a manner.

9. The Long Flight-
Gov't: No action taken. Local Airspace Traffic Control might look into what happened, but this error would have been caused by the airline.
Populace: No real notice. Maybe a local media coverage, but its not something major, though most likely it'd effect the business that this occurred within.

10. The Vocal Rebel-
Gov't: He'd immediately be arrested and detained for trying to incite a Religious Riot. All religions are banned from public. You can believe what you want, but you are forbidden from expressing it to others in PUBLIC. You can go home and discuss it all you want. The most common or National Religion is Deism.
Populace: The populace would point and laugh. With no Religion sponsored, or even allowed in Public, he'd be TOTALLY ignored by the populace

11. The Insurance Company-
Gov't: Immediate arrests of all company employees and seizure of all company documentation for an investigation of fraud.
Populace: Probable large public displays of support of the Government reaction

12. The Hacker-
Gov't: With enough public support, an investigation into the reason for the censor. If no proper evidence if found, the Gov't Employee will be demoted/terminated/transferred. If evidence is found; then nothing.
Populace: Probably a large public outrage manifesting as a demonstration at a local Police Agency.

13. The Fornicator-
Gov't: No Government Response unless it was a blackmail/extortion. So long as it wasn't for favors; they don't care.
Populace: Public enjoyment of the scandal. Baited breath for word if it was extorted. Nothing more. A personal issue though juicy for the gossipers.

Ignore him and pay no attention to his antics. He would probably be fined if someone complained about the smoke in the public area. Being subjected to social ostracism for such immature and irresponsible behavior is not uncommon. Perhaps, some people would wonder why he is rebelling against a society and state which let's him do as he pleases.

There might be a beating by some Vigilante, but that would be a huge exception, rather then a rule. If he is inpolite, inconsidered and obnoxious, the probability of getting smacked in the face rises, if he behaves according to customs and doesn't directly bother another person, pretty much everubody would ignore him.

2.Me so funny - me gonna blow up the Capitol!

As much as 98% of the population would ignore him, knowing that our excellently founded policeforce would have already intervined if his statements were true. The other 2% who would find this funny/ammusing might humor him, join the bandwagon or mock him.

Actually, if he is notorious enough, and not regarded as an idiot because of his behavior, propably the entire population would mock and ridicule him. Some might taunt him to do it and call him a chicken.

3. I can see the light, let me go...

Euthanasia is, so far, illegal in Neo Prutenia. Doctors are forbiden to mention, suggest, employ and make such a procedure. And the population is very aggressive and intolerant of suicides. Most people would try to reassure him and comfort him, give him reason to live. If he is so jaded, closed and introvert to not be able to see the significance of each life, the brilliance and glory of each second you breath in air and think a thought in you mind, he would probably be abandoned by most - yet, some would remain persistent.

He has the option of requesting a Freitot, Free Death, from a court and if he can prove that he doesn't needs to live longer, which is very difficult and ardous, he might get his wish. This wouldn't be considered a suicide by the population and he would be honored as everybody else who died of natural causes. Remeber also, Prut are very pragmatic and practical people, so he wouldn't be lamented for long, but he would be remebered.

4. There might be dragons!

Wait for more informations. It is foolish and uncustomary to make decisions and action based out of feeling and not facts. We might be a nation of impulsive hotheads, but we ain't reckless. Some would probably be concerned.

Also, even if it was the case, no one would panic. Nothing could be done, panic won't help anybody, and the leader is replacable - the lost years of your life which you threw away by panicing and being anxious about it can not and will never return. Pragmatic to the core, most Prut would continue with their daily obligations, but remain cautious for further developments.

They would be applauded for their behavior and willingness to fight for their rights. If the school didn't allow it, the parents, the general population and people around them would request this before a court and let them try to change the law.

Even if they don't succed, they would still earn much respect and appreciation by the population. Of course, only if they behave nicely and are polite. If they try to emulate the idiot in the city square screaming around and burning pieces of cloth, then they would be ignored. In this way, we teach our youngest to respect our customs and social norms, and to be active and fight for their rights.

6. But I just wanted to fool around a bit.

Most people wouldn't approve such behavior as it is immature, irresponsible and dangerous. There are skateparks and similar places all around the cities and neighborhoods, and the monthly tradition in each city to ban motorised vehicles from the streets, for one day every first saturday in the month, ensures that you will have the opportunity to show your skills to everybody. As such, they would face some repercussion, perhaps some minor punishments, like their skates being taken away for a specific, short period, but else, if they act responsible and cool about it, no harm would be done.

Everyone would demand a punishment for those responsible, and the passangers in question, might even block the airport and protest if no punishment is given - but they probably wouldn't go as far as demand that the dispatcher loses his job, except for near criminalirresponsibility.

10. Why is no one paying any attention to me?

Same as with the anarchist under nr.1. He would be ignored, socially ostracised and mobbed if he was impolite and obnoxious and perhaps someone would smack him in his mouth when the cops aren't looking, if he is that unbearable. Of course, if he gets physical or violent, all bets are off and he would get a sound beating, until the police could finally get through him and arrest him for protection.

Most would probably demand a settlement and repartions, afte rthat, if those demands aren't met, they would bring it into court. If there are many people cheated in this way, they would suprisingly quickly band together and unleash their collective fury at the insurence agency in court. If the state does not settle the issue according to law, for some reason, some one would burn down the agencies headquarters.

If they somehow would get off the hook, or tried to flee, a very angry group of people would burn down their property, hunt them down and beat them up horribly, might even murder them, if the police can't get to them first. Prut are notorious for their intolerance of injustice and fraud.

Armed rebellion. The military would try to mend the situation, but any form of censorship would make the average Prut so angry that he would storm the capital and murder those responsible without hesitation. The military ensures that there is no censorship whatsoever, and the population gets restless if facts are obfuscated from them. The government branch or official who tried to do this has permanently ended his political career, and would need a new identity as he would be regarded as an enemy of the state and Nemesis of all Prut. Such an act is very serious breach of the constitution and cannot be justified.

There is no such thing as sexual scandal in Neo Prutenia. As long as you don't diddle children or animals no one cares who you engage with sexually, or where, or why or how. In case of a criminal offense, like child molesting, he would be arrested. But if it's legal, and adulery for that mater has no legal definition or status in Prut laws and society, but distatsteful, that his problems. There is a certain movie director and cinematographer with a foot fetish, who is hugely popular in Neo Prutenia for his movies featuring mindless violence, despite his odd sexual preferences.

Though a religious majority undoubtedly exists in Sinthotorin, religion plays little role in public life. His attack on policy would be regarded as an exercise in his right to free speech.

The population would be angered. They expect as much fair play in the private sector as they do from government.

The public reacts with outrage. Political corruption of any kind is never tolerated. The politician is immediately expelled from his post and loses his retirement benefits. This figure is no longer viewed as a role model and any sponsors he has withdraw their support. The population does not dwell on him though. Since privacy is valued in Sinthotorin, no legal disciplinary action will be taken against him (his wife still has the right to divorce him), unless he is a politician and the affair may have affected his ability to represent his constituency.

Though by law Andy Josephian government will not be allowed to shut down the blog, the writer of said blogs will be considered a threat to national security and will be arrested. He will also be labeled as a "Terrorist" by the people of Andy Joseph and shunned for the rest of his/her life.

Cancer Guy- Many Andy Josephian citizens find this as morally wrong and there will be no chance of Euthanasia. Though the story will garnish a lot of coverage and many Andy Josephian citizens will feel the need to help him in some way.
