No, the number of attackers is greatly higher, since you're busy with the other nation. The other nation is messed up, however, like Germany at the end of WWII.

"Aking Pasimuno, a la-large fo-force is so-sorrounding the ca-capital!" Shouted an officer when he reported the incident to Pasimuno Alexander Siegfried de Emperador who has just returned from a conquest of an enemy capital. The Pasimuno was rather insulted since he did not included the chance of a foreign aggression on his grand strategy in the war and expected neutral nations to quiet down and observe the honourable war between Philippines and Burma. He was also rather exhausted after travelling from the Burmese capital to the Philippine capital which approximately took 3.23 hours and barely had enough sleep after the long planning of the assault of the enemy capital. And thus he asked for a large 1.5 litre coke to supply him enough supply to plan another grand strategy to destroy the enemy war machine. He drank a single litre of coke in a mere 30 seconds and felt refresh, he then work on and asked everyone to their part, he then went out to his room to find a map of the Imperial City and got himself a pen. The Pasimuno's subordinates were rather surprised that their leader is acting calm in the situation he is currently in. He was then informed that if the city mobilized they would have a men numbering 200,000 half of the 400,000 men the enemy currently have which they did not know.

The entire people on the Imperial capital was rather surprised and find the actions of the Rogue State's dishonorable act of attacking a nation who has suffered a long bloody war. Thanks to the efficient police force and most of the citizens were evacuated to a city far away from enemy reach, the Emperor then said to the officer "So, for you to be shaken by such foolishness committed by a mere rogue state,how many enemy are surrounding the capital?" As he got a map, a pen and sent a surveillance drone to see the enemy formation. a reconnaissance officer also entered the room with haste and the Pasimuno laughed as he saw the enemy formation "The enemy...If the enemy has anyone with a tenth of my brain cells, even the Imperial Capital will fall into their hands, But look! They may outnumber us 2 to 1 but they split their troops into 3, we will then destroy them individually" but a subordinate asked "But Sir, what if the enemy tries to destroy the Imperial Palace that holds the hono-" the Pasimuno stopped him and said "The honor of the Past nobles that inefficiently ruled this country? The enemy should destroy them so we will build our own land mark of the new Empire, but for now enough planning and let's get into action, I will personally lead the front lines,we will destroy the first enemy who is far from their friendly supply line, now move out!"

The Pasimuno then personally leads a blitzkrieg attack on the first enemy group. The enemy who was expecting the Philippine troops to adopt the previous regime's doctrine of defending the city inside the city itself. "Now!" The Filipino's initially attacked the enemy head on but they then slowly advanced and surrounded the poorly trained enemy infantry. They finally encircled the enemy and obliterated the first group of enemy, the Philippine army suffered a loss of 23,000 troops but the enemy lost a staggering amount of 97,000 troops but could have been more if the Pasimuno chose to chase enemy. A subordinate asked " Why did you not finished them off Pasimuno?" and the Pasimuno answered "We need to conserve our soldiers to destroy the second group, and I'll ask you this..in this map the recon group gave me, which enemy should we engage?" and the subordinate answered "The group who has less soldiers? They'd probably be heading this way to support their allies and not properly using their battle strategy and soldiers are moving individually without proper command." and the Pasimuno commended his subordinate for using his brain properly. The enemy severely outnumbered and outgunned and out trained by Filipino troops were almost destroyed by the Filipino troops. The last group who was left in charge with a Benevolent commander accepted the demands to retreat away from the battlefield. At the end of the battle the Filipinos lost 180,000 men but compared to the enemy who lost 360,000 men. The Pasimuno went to his room to sleep and have nightmares of war again.
