Elizian Pharmaceutical Benefits Act

An Act to Improve Healthcare within the Federation of Elizia.
BE IT THEREFORE ENACTED by the Head of the State, by and with the counsel of the Government, and the authority of the Federal Parliament by virtue of the powers placed upon it by the Law, as follows:§1 - Establishments
A) The Elizian Pharmaceutical Benefits Act Mandates that the Elizian Public Services Office Establishes the Elizian Pharmaceutical Benefits Scheme (EPBS) throughout the Federation of Elizia.
- The Elizian Pharmaceutical Benefits Scheme (EPBS) Shall be Evaluated by the Public Services Office every annual year, with the following aspects of the Scheme to be evaluated by Non-Partisan Auditors;
- The Effectiveness of certain Prescriptions under the Elizian Pharmaceutical Benefits Scheme (EPBS); and
- The Cost of certain Prescriptions under the Elizian Pharmaceutical Benefits Scheme (EPBS).
- The Elizian Pharmaceutical & Medical Needs Commission (EPMNC) shall be established to oversight the Elizian Pharmaceutical Benefits Scheme under the guidance of the Elizian Public Services Office.
- The Elizian Pharmaceutical & Medical Needs Commission (EPMNC) Shall be Composed of Nine (9) Commissioners appointed by a Head Commissioner.
- The Head Commissioner shall be Nominated by the Public Services Secretary of the Federation of Elizia, with the nomination to be voted upon in the Senate of the Federation.
- The Elizian Pharmaceutical & Medical Needs Commission (EPMNC) shall be funded through the Elizian Public Services Office's Percentage Stake of the Federal Budget.
§2 - Subsidised Pharmaceuticals
A) The Elizian Pharmaceutical Benefits Act Mandates that the Prescriptions covered under the Elizian Pharmaceutical Benefits Scheme shall be determined by the Elizian Pharmaceutical & Medical Needs Commission (EPMNC).
- However, The Elizian Pharmaceutical Benefits Act Mandates that the following Prescriptions be under the Legislative Cover of the Elizian Pharmaceutical Benefits Scheme;

$22.54 - The Elizian Pharmaceutical Benefits Act Mandates that subsidised Prescriptions shall be available to everyone within the Federation.
§3 - Provincial Input
A) The Elizian Pharmaceutical Benefits Act Mandates that the Federal Government of Elizia, through the Constitution, allows Provincial Governments to submit their input on the Elizian Pharmaceutical Benefits Scheme Coverage, where;
- The Provincial Governments of the Federation deems that a Certain Medication is vital for their citizens, and if;
- There is an epidemic within that Province where subsidised Pharmaceuticals is required.
