That's normally what most confluence wars dissolve into. But in general, a lot of confluence wars also have 3 main sides.

For each side.

And yeah, tactical. Try to group the city and the sorrounding up a little. It dosn't have to be real, you can make your own groupings. Such as heavy civilanated areas, commercial areas, military presense. etc.
