To be honest, I'm not convinced about the region thing. It would immediately put off people who are founders of regions that they need to stay to protect/manage, as well as people who want to play region politics elsewhere, perhaps even being WA delegate and thus needing to. They could make a puppet, but that's relatively inconvenient. Furthermore, the demographic would largely be P2TMers, I imagine, who aren't big into gameplay by and large anyway. Frankly, I could see the whole region thing bogging down the RP, or at least the quality of, due to needing to spend time on the other. Consider mechanics that you run yourself? G-Tech might be able to help if you go far down that route.
Mind you, replicating Gameplay mechanics forumside is child's play with the agreement of all parties.
