b) Minimum wage for any individual above age of sixteen but under age of twenty one shall be 79% of standard wage per hour.
c) Minimum wage for any individual above age of twenty one shall be 100% of standard wage per hour.
d) Minimum wage for apprentices under age of eighteen shall be 49% of the standard wage per hour; all other apprentices shall be entitled to minimum wage corresponding to their age.

Section 4 - Standard income
a) Standard income shall be defined as one of the following, which ever is higher:
i) Income necessary for a person working forty hours a week, with no additional income to afford the basics for quality of life; i.e. food, utilities, transport, health care, and minimal recreation, one course a year to upgrade their education and childcare
ii) atleast £1000 above living wage calculated by living wage commission.

b) Living wage commission shall be entrusted with calculating the value for section 4ai.

In regards to Local Government Act, I would like to raise issue regarding its relevance since constitution has passed as article 2 has been incorporated in its entirety into District and City Councils section of article four (identical text, probably built that section from the bill). In regards to Article 1 of the bill, provinces are covered by article four of constitution with blocker clause to expand powers given to provinces (Article 4, 1.2)...

A few questions. I've been out of the loop for a while, so please forgive any ignorance.

Why do we not want legislatures at provincial level? How will these provinces enact taxes or make decisions about funding, by decree of the intendant? Is this for RP purposes (so we can have people roleplay the intendants) or how we seriously want the provinces to be run?

How will councils be organized (number of members and so on)? How many years will city and district councilors serve per term? The bill only seems to talk about the mayors.

To clarify, all powers (control over infrastructure funding, education funding, and so on) granted to the intendants and local councils are still fully reserved for the central government, or are they being devolved to these lower levels of government?
