It proposes very reasonable limits which still allow Senators to declare their support for parties beyond their primary affiliation, as I said it is a compromise.

This bill creates categories of membership for the purpose of administration of the Senate, and does not place any restrictions on the rights of Honorary members within the party they have Honorary membership for.

If a party wishes for Honorary members to have equal say in party affairs then this bill does not interfere with it at all, it does not affect internal party policies any more than the minimum required to implement these common standards.

3. For the purposes of this Act, "Senator" shall be defined as a member of the Senate.
4. For the purposes of this Act, "official political party" shall be defined as a political party recognized as having sufficient support to be accorded recognition by the Senate.
   
   Membership Classes
5. All political parties shall create two classes of membership: "Official" and "Honorary".
   
   1. Official memberships shall used to recognize a Senator's primary political party; and
   2. Honorary memberships shall be used to recognize symbolic support for additional political parties.
   On the Holding of Different Membership Classes
6. Each Senator may hold Official membership in one (1) political party in the Senate.
7. There shall be no limit to the number of Honorary memberships a Senator may hold.

8. The leader of a political party shall be required to be an Official member of said party.

This bill is with intent to ensure the broad safety of motorists.

Section 1. Fleeing the Scene of an Accident -

When a motor vehicle accident has occurred, by any number of vehicles people involved in this crash may not flee the scene without a relevant medical issue that would justify their fleeing. Otherwise, those who know they have been involved in an accident must remain, check the safety of the other motorists [if possible], and contact the relevant authorities. Anyone witnessing said accident and are able to safely pull to the side of the road must stop to aide or contact relevant authorities [chiefly the police and fire department]. Prosecution must be able to prove that someone knowingly fled the scene of an accident.

Section 2. Criminal Offences Relating to Criminal Negligence -

Fleeing The Scene of an Accident - Anyone who knowingly flees the scene of an accident without a pressing need for medical attention, is held liable for the crime of negligence. Such as if car A crashes into the rear of B and the driver of A or B flees the scene. This can be a Delict or Contravention depending on the severity, to be determined by the judges.
