No, one vote at a time is fine or else it will get too messy. For something of urgent importance, someone can apply for privileged motion.

People should be able to 'apply' for a privileged motion i suppose, but their is no active chairman....so it's quite difficult...

Yes, but aren't you admin? So, after said motion gets appropriate support, you (or OP or admin) decides whether or not to grant bill privileged status.

1. It is damn unrealistic to have three senates.
2. It is going to be too messy.
3. I dont want to catch up on three threads with three active debates after I take a break to sleep or something.
4. Emergency legislation can be sorted by granting privileged status.
