Raharjo steps up from his seat to the Speaker's chair and holds his hand on a Quran that was placed there. He raises his right hand and recites, "I, Raharjo Iskandar-Bambang, having been elected President of the Federation of Elizia, do solemnly affirm that I will faithfully discharge my duties as such to the best of my ability without fear or favour, affection or ill-will, and that I will bear true faith and allegiance to the Federation, that I will preserve, protect and defend to the best of my ability. God is greatest."

The President places the Quran back on the table but keeps his left hand on the opus. He keeps his body facing the Senate and begins: "Senators, I am deeply humbled to have received the confidence of the members of this respected Senate. I stand here today before you all with a victory, but this victory is not mine alone. Neither has my appointment only been the victory of a National Coalition that puts the interests of our country first, but also the victory of a transition to a modern democracy, one that puts us as the envy of the developing world as they now look up to our honourable Federation as a beacon offering light among the darkness of the past and the shade of autocracy. This victory is not just mine, and neither is it just my Government's, but it is more importantly ours - the victory of the men and women who fought through pen and paper for the Constitution that gives us the respectable Federation that I will preside over from today. As the First President of this success, I can only thank all of my compatriots - the Provisional President Kevin Katdare, the United Nations Special Rapporteur Abdul Razman, and the hard-working authors of our democratic Constitution - but also the voters of Elizia, to whom this victory is dedicated most importantly to.

So begins a Presidential term that will define the future of our new Federation, freed from the shackles of the past and firm in its respect for democratic foundations. This Government has the duty to abide by the Constitution and abide we will - and not only will we abide, but we will also strengthen. I was given your confidence on a platform supported by a majority of you sitting here today. This platform is the work of the Elizia First Party, but also Path to Harmony, the Chinese Interests Party, and the Labour Party - a mix which I embody as their Head of Government. This Government will stand by its platform of A Job And A House For All, the spiritual and cultural identity of Elizia, a realistic foreign policy, and a moderated social policy. These tenets are shared by the Government; tenets that respect the foundation of our Federation and the wills of the electorate that has appointed us.

Before we turn to the pressing matters of our Senate, I must complete my full list of thanks and praise. I thank Siva Jeyeratnam for his intelligent foresight in the wrong ways of the ENC; Ujang Duong, for his righteousness and morality which has guided my heart; Tjilik Beluluk, for his appetite for moral democracy that has guided our Constitution; John Chiu, for his tireless quest for compromise and functional government; and Abraham Kamassi, who has helped us throughout the way and stayed strong in the face of the split in his coalition. These names are themselves the beacons of the future of our democracy, and these names are the names who will be by my side in this Presidential Majority over the upcoming term.

I thank you all again for your confidence and your time. God is greatest."

Point of parliamentary inquiry. Is it in order for the deputy speaker to be a member of a political party?

"Order. As the new government has not yet had a chance to measure their offices, I believe it unfair to subject them to Parliamentary Questions.

Unless there are any objections, I would therefore like to open up the floor, for Honourable Members to make speeches.

The next order of business shall be introduced by Mr Speaker, in accordance with the guidelines set out in the Constitution."

Juwita bin Fajar slowly claps amongst the others, although he is markedly more downbeat than the National Coalition. He looked across at Putu Hutapea, noticed his applause and realised he wasn't surprised one bit by it. He promptly sat down, and tucked into a bag of salted crisps.

Cornelius Sivousong VanDerLoon sits in quiet anticipation, hoping that he might get a spot in the government, perhaps as the Minister of Economics, but he also anticipates the naming being over so he can return to doing what he was elected to do: legislate

Mohammad started to clap loudly. He couldn't wait to see the faces on the SDP senators, and secretly hoped that they threw a fit about the Honorable President Rahajo Iskandar-Bambang's non secular remarks. He was glad to see a Muslim in the Presidency that didn't care for these ridiculously insane ideas of "secularism".

The executive act outlines key provisions that were not specified within the constitution, and as such, I am a staunch supporter of it, and encourage all other members of this body to support the bill as well.

"Mr Speaker, I find it extremely odd that this bill has on received sponsors from the Social Liberal Party. Arguably the most vital part of the whole bill process is the gaining of sponsors - which allows the building of bi-partisan support, and for problems to be ironed out.

And Mr Speaker, I am not just just talking in the general. This bill needs work. We're seeing vague clauses - left, right and centre. We are seeing typos and incorrect grammar littered around - unless you the "President Officer", Mr Speaker that is.

But what is worse are some absolutely ridiculous clauses: elections lasting forty-two hours, the Supreme Court being able to second people's nomination for President, all matters of the Parliament and all matters of the executive being halted before a Supreme Court validation, the copying of the Oath of Office from the United States of America, the mistaken assumption that the President is superior and separate to the Cabinet rather than primus inter pares, the designation of Ministries, rather than leaving it up to the President's judgement; making Ministers automatically unelected and unaccountable Senators and there are many more examples I can name.

Mr Speaker, the honourable member is right in saying that we should have more precise rules governing the President and the Cabinet, but these are not these rules. This is a flawed bill, this is an incomplete bill and in parts, it is an unconstitutional bill. Mr Speaker, we need to make sure we get this right, we should not rush this and that is why I urge my honourable colleagues to join me in voting against this bill."
