You can call them whatever you want. Astronauts, cosmonauts, tacos, whatever. The bill calls them astronauts because that is generally what they're called in the English language.

It doesn't say we have to build it ourselves, it just says we need to commence work. Nothing in there says we can't work with another agency to build a new space station.

Also: you do know that the ISS is only going to remain in orbit for another 15 years (at most) before the joint funding for the project ends, right?

We need to start work on our version of ISS by 2020, since ISS is due to run out of funding in about 2028. Plus it does not mean we can not work with other nations on that project.

What space agency is going to work with us? The ESA, NASA and all the other major space agencies are working on the ISS.

So if a ISS v2 were to be created then surely it should be built when the present one is decomissioned?

The station's capacity will also be significantly diminished if Roscosmos decides to pull out of the project right at the end of funding in 2020 and use the ROS as the base for building OPSEK or Mir II.

Let me clarify the wording of the bill. The bill says we have to have commenced work (construction of modules, etc.) for a new space station by 2020, which will be around the same time as the various space agencies of the world decide if they're going to co-operate again to build ISS II or go off and build their own space stations (such as Russia's planned OPSEK)

Actually, thinking about the EU... we don't actually need to become an EU member state to become an ESA member state.

Switzlerland is a full member of ESA and Canada is an associate member of ESA, neither of which are EU members.
