I saw this earlier since someone posted it on Facebook and I'm of the opinion that she knows the cat owner - not that it excuses it at all - or perhaps she just hates cats, but that was my thought.

Scanned the news on it this morning. No reports suggest mental illness. She should be charged, and if found guilty, confined to a place (prison) where she cannot cause harm to an animal. Of course, if she is ill, then a secure mental health facility where she is unable to cause harm to to any non-human animals would be appropriate. In either case she clearly cannot be trusted to come into contact with animals, so simply banning her from having a pet isn't sufficient.

No, because the animal cruelty is committed against the animal, not the owner. Otherwise, crimes committed against wild animals (who have no owner) could not be brought before the court. This is the same with animal protection laws in all western countries.

EDIT - Furthermore, the point (which I forgotten, might not be obvious enough for you), is that the woman is a danger to animals and must be separated from them as much as legally possible.

Yes it belonged to owner so owner should get compensation. Animals shouldn't have any rights what so ever - and as for "cruality" against wild animals shouldn't even be punished in first place (unless the person kills/harms endangered animal).
