Usually a nation being controlled (secretly or not) by another nation. IN NS terms, they're both controlled by the same person, but generally people are unaware of their relation to each other, its really just a distinction between the 'main account', and subsidiary ones.

On NS, it's a nation controlled by you but that is not your main nation.
On RL, it's a nation that is controlled or somewhat controlled by a foreign government.

It's legal on NS as long as you don't own over one WA member.

I have one of those. I get some funny reactions when I use it to post in NSG like, "You're a Nazi; why are you preaching racial equality?"
