That can be a problem but don't despair, new people join and older players grow bored of their surroundings or fallout with their region mates. If you are an rper then the best thing you can do is make sure you rp and rp well. That way people will want to join you.

Don't advertise. It doesn't accomplish anything. People are going to be attracted to things about a region that have nothing to do with a fancy 8 line blurb that spends 20 seconds on a feeder's RMB. Make your region notable for something. Get a bunch of your nations into the top 10 for a particular census report. Become an invader or a defender. Make it so that the first question people ask themselves when you ask them to join your region isn't, "Why would I want to do that?"

RMB advertising doesn't do much. You can do it if you want to but I doubt you'll ever get a nation, and you definitely won't get many. The only way to (fairly) effectively gain new members in your region is to send telegrams to nations who were just founded. (Most will ignore your TG because they are puppets or they move to a different region that recruited them, ect. But it will work slowly.
