Are you really suggesting that the Womyn's Centre at Carleton University is just doing it to reinforce MRA narratives?

I think you misunderstood.
He's not saying that the Women's Center at Carleton U. is doing it to reinforce MRA narratives (although that wouldn't surprise me either if they were).
He's saying that feminists pushing for this idea are basically giving MRAs ammunition to attack them. Which is essentially true.

Let me explain a little thing:
EVERY thing that Feminisits do "reinforce MRA narrative against Feminism"
That does NOT mean that MRA narrative is right, or even honest.
A good example:
Feminists encouraging women to pursuit a career encourage MRA narratives about "women are caring less about children because the ebil feminists told them it's okay to have a career".
It's even TRUE that women who have a career generally have less time for child care.
What MRA miss, and I think they're do it willingly, is: women have the same right of men to pursuit a career, hence why since both partners have a career now, it's the MAN'S DUTY to compensate doing more child care.
That's equality: both partners have a career, both partners have do the same amount of child care.
