A government is a system, prone to regular shifting, unhaul and modification, by which society (including the state) is administrated. Types of government refer to how the administration is structured. It usually consists of select few public servants.

The state is a sovereign political entity, that is more of a permanent thing barring certain situations, that span a certain geographical area, which the government represents. It consists of every citizen of that nation.

A government is kind of like a physical concrete manifestation of the state as an abstract, but it differs.

They get referred to the same thing, but they technically aren't.
