The Chinese used to have an elaborate examination system for their officials, ensuring that only competent and qualified individuals could assume a government office. I don't see why a similar system could not be adopted for modern times, nor why such a system could be incompatible with democracy if some people so insist on retaining it. In the very least, it would ensure that the masses of stupid politically-illiterate voters cannot elect unqualified individuals into office.

But there is a modern day equivalent. It's called Her Majesty's Civil Service. The exams were for selecting bureaucrats not governors. The Imperial exams mostly focused on knowledge of literary classics, not the practical aspects of administration. And once employed a bureaucrat still needed connections to advance, so nepotism and bribery was still an issue.

Instead of voting for a person, let the computer present a little quiz with "what is your stance on..."; and then offer the answers the participating politicians gave - without mentioning who said what so that people are not swayed by a person or party name but by his or her arguments. After 15 or so questions, the party whose viewpoints correspond the most with that of the voter gets the vote.

I've said it before I'll say it again, stuff like this is going to go mainstream very soon. Of course, had they bothered looking the various provocative people who'll be doing this will find out many, many before them have said exactly the same things and proposed exactly the same solutions. We don't allow people with refuced intelligence to vote. It's called non mentis compis.
That is the legal and medical definition of limited intellect. If we start saying that "stupid" people should not vote, then we need a legal definition of stupid. That starts a whole slippery slope argument about what intelligence is required to vote.

By that logic if dumb people weren't allowed to vote Hillary Clinton wouldn't be running for president and far left liberalism would be dead.
