Well, depends on the exact incarnation we're talking about. Young Justice Wally is stated to be slower than Barry (or later Bart). In other instances they're more or less equal. I think on the whole Barry is generally considered to be faster by at least some margin. Fastest man alive and all that

Well, the cat hates me, the dog isn't too fond of me, I question how much longer I'll have my job thanks to someone else's lies (and I know if I lose this one I'll never again be able to get hired), and I have people constantly badgering me about things I have ZERO control over. There was actually an entire storyline in which he discovered that he wasn't living up to his full potential because he didn't want to disrespect Barry by surpassing him. He eventually got over it.

Agreed. Wally was the one who managed to move from sidekick status to legacy hero. I was a bit put out by Barry returning, especially when they completely changed Wally. At least now we have him back with "Rebirth".
