In the video you can't see the critical point - the helicopter can is blocked by the vehicle and the dash cam is blocked by three officers standing in the way.

From the helicopter, during the critical point, you can't see his hands because they are blocked by the vehicle as the helicopter was circling to the right, putting the vehicle between the helicopter and the suspect. You can't say he was 'going for his waist' or not.

(I mean, the helicopter was circling counterclockwise, which is technically to the left, but it was positioned at that point to the right side of the vehicle)

There's no reaching for his waistband after he was on the ground and the helicopter circles around the front of the vehicle. I've helpfully marked his hands for you in the following pictures using red circles (2.5 second intervals):









EDIT: Sorry they're not all the same size, but his hands are marked by red circles in each. The first couple of pictures the helicopter camera is panned way out, which is why the eventual crop is so small. In the first three pictures, his hands do not move - in the fourth he rolls over onto his back (or perhaps collapsed onto his back, not sure) which is why the other hand slings around to the other side.

The 911 call will have to wait, as we're watching a movie right now and i'm not going to pause it at this point.

However, if he was 'reaching in a window' at the time of the shooting, it would have to be at this point. This is less than 1 second before he starts to fall to the ground.

Have you ever thought that perhaps he was trying to hold his pants up? I don't for the love of me understand why it's common among young black men to wear saggy jeans or pants or whatever in the fashion that they do, but that's the way life is. When they walk, they try and hold their pants up. When they're trying to comply, they're doing so in a manner that they don't expose unnecessary undergarments. And you know how they do that? Reaching around behind and holding their waistband. You know what that looks like? Reaching around for a gun.

The police officer doesn't know he's armed. All the police officer sees is someone looking like they might be reaching around for a gun. They don't know until an actual gun is pulled out.

In this specific case, it's clear that the man was not in any way posing any danger to police officers, as a taser was enough to incapacitate him. He was on the ground. He was no threat. Why did the officers shoot? Because they could.
