Well, that seems to be the standard Russian policy with neighbor countries they're at loggerheads with. South Ossetia, Abkhazia and the ancient nation of the Republic of Crimea would all be completely nonfunctional without Russian subsidies.
To Putin's credit, he didn't recognize Glorious Republic of Novorossiya too - although, reflecting the past two years, it seems that he never had a long-term strategic goal in Eastern Ukraine beyond mischief-making anyway.
