Erdogan's government is the target.

And you do it while he's away so he can't coordinate a response, basically.

Don't need to get the leader to get rid of the government.

Look at Ukraine, iirc Yanukovych managed to escape the Euromaidan revolution and that didn't stop him from getting kicked out. This coup just needs overwhelming support of the people and it'll have a real chance.
