Of course the problem is that there are lots of different definitions of 'degeneracy' which were formulated in different times and places and by different people. See Cesare Lombroso's attempt at categorizing 'degenerate' physical features amongst criminals, and which Norgau eventually adapted part of into his own conception of cultural degeneracy. Sex ed alone won't solve anything. You need to teach people how to be in proper relationships too. Too many don't realize when they are taken advantage of.
