The USA and nato should use ground troops and airsupport to defeat IS, you can defeat a country by just bombing it.
Just bomb the entire IS region.

Umm we poured countless billions into helping Iraq. They squandered it. Help is pointless if they do not have a working government that is at least not completely corrupt.
